The auto sentry would be constructed within the bounds of the existing drive-through lane into the tunnel wash. The project site is 65,580 square feet and is located at 800 S Grady Way. The property is within the Commercial Arterial (CA) Zone, Commercial Mixed Use Land Use Designation, City Center Sign Regulation Area and Urban Design District D. The site is improved with a gas station, convenience store, automated tunnel car wash, self-service car wash, vacuum station islands and an auto service garage. The project includes a request to reduce the minimum front yard setback from 15 feet to 9.55 feet through the administrative site plan review process. As part of the project approximately 50 square feet of a landscaping island would be removed. New landscaping is proposed within the public right-of-way of Talbot Rd S; no significant trees are proposed to be removed. The project site is within the Downtown Zone 2 Wellhead Protection Area and a High Seismic Hazard Area. Exist. Bldg. REFERENCE SOURCE NOT FOUND.ECF, SA-A Report of May 9, 2022 Page 2 of 4 D_ERCReportLUA22-000099_220504_v1 (2) PART ONE: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS-M with a 14-day appeal period B. Mitigation Measures 1. The applicant shall submit a geotechnical report with the building permit application that provides analysis of the site and proposal. 2. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to verify compliance with the geotechnical report(s). The geotechnical engineer shall submit a sealed letter stating that they have reviewed the construction and building permit plans and in their opinion the plans and specifications meet the intent of the report(s). Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The proposed improvements include construction of a new auto sentry canopy, which includes as part of the project a new canopy, auto cashier’s kiosks and gates and landscaping. Per the Environmental Checklist (Exhibit 2) the total area of disturbance would be approximately 3,802 square feet of which 1,627 square feet will be impervious surface. This will be an increase of approximately 50 square feet of impervious surface. The increase comes from the removal of approximately 50 square feet of a landscaping island to make room for the pay station. Approximately 150 cubic yards of excavation and 150 cubic yards of fill are proposed. The subject property is located in a Geologically Hazardous Area, specifically a High Seismic Hazard Area. A geotechnical report was not submitted with the land use application. Development Engineering staff has indicated that geotechnical reconnaissance was not necessary for stormwater purposes due to the proposal not exceeding 2,000 square feet of new or replaced impervious surface and improvements not exceeding $100,000.00. Due to the mapped seismic hazard, staff recommends a mitigation measure requiring the applicant to submit a geotechnical report with the building permit application that provides analysis of the site and proposal. Mitigation Measures: a. The applicant shall submit a geotechnical report with the building permit application that provides analysis of the site and proposal. b. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to verify compliance with the geotechnical report(s). The geotechnical engineer shall submit a sealed letter stating that they have reviewed the construction and building permit plans and in their opinion the plans and specifications meet the intent of the report(s). Nexus: City of Renton Comprehensive Plan Policy L-37, RMC 4-3-050 Critical Areas Regulations 2. Air Impacts: During construction temporary emissions from machinery and vehicle exhaust will be present but is expected to be minimal, localized to the area and not continue past time of demolition. Once the auto sentry canopy is complete vehicle exhaust from customer vehicles will be present. However, trip generation for the car wash is not expected to increase. Mitigation Measures: None recommended. Nexus: Not applicable. 3. Water a. Storm Water Impacts: The site will continue to drain into the existing stormwater system. No modifications are proposed as part of the project. Development Engineering staff has indicated that the applicant must verify with the Development Services Division that the project does not exceed $100,000 in valuation with the building permit application. If it does exceed this amount, then the project will require Category 3 Targeted Drainage Review and the applicant shall address all requirements of this review during review of the building permit application. Mitigation Measures: None recommended. Nexus: Not applicable. 4. Vegetation Impacts: As part of the project approximately 50 square feet of a landscaping island will be removed. Six (6) shrubs and a tree will be removed; the provided survey (Exhibit 3) identifies the tree as 4 inches in diameter. The landscaping plan (Exhibit 4) identifies that the remaining shrubs will be preserved where feasible. The site plan (Exhibit 5) identifies a 15-foot landscaping buffer along the western property line. This landscape buffer is within the existing public right-of-way of Talbot Rd S. The landscaping plan identifies that Excelsa Western Red Cedar, five varieties of shrubs (Kurume Azalea, Compact Burning Bush, Oregon Grape, Pacific Wax Myrtle, Common White Snowberry), Feather Reed Grass (ornamental grass) and two (2) types of ground cover (Kinnikinnick and turfgrass sod) will populate the landscape buffer. All other existing landscaping is proposed to remain. Mitigation Measures: None recommended. Nexus: Not applicable. 5. The project does not include a change of use or an intensification of the existing use. Trip generation is expected to remain consistent. The provided queuing analysis (Exhibit 6) states that 40 vehicles per hour use the tunnel car wash, and it is able to serve up to 55 vehicles. It currently has a single queue lane and capacity for five (5) to six (6) vehicles. The project will increase the number of vehicles able to be queued to eight (8) or nine (9) if two (2) vehicles use the tunnel at a time instead of one (1). This will decrease the likelihood of vehicles impacting the drive aisle as more vehicles can be served within the same queuing area. A right-of-way use permit will be required for the proposed landscaping as it is within unimproved section of Talbot Rd. S ROW. Mitigation Measures: None recommended. Nexus: Not applicable. E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments have been incorporated into the text of this report and/or “Advisory Notes to Applicant.” ✓ Copies of all Review Comments are contained in the Official File and may be attached to this report. The Environmental Determination decision will become final if the decision is not appealed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on May 23, 2022. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-28.14 (and as amended), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
