Project Summary: The applicant is requesting a Shoreline Substantial Development Permit and
Environmental (SEPA) Review for the installation of a new boat lift for the property
owners of 4125 Williams Ave North on an existing community dock within the
Barbee Mill development. The project site and adjacent properties are zoned as R-
10. The site is on the shoreline of Lake Washington (Reach C) within the Shoreline
Residential and Aquatic designations. The shoreline is armored with a concrete
bulkhead. The proposed boat lift would be located approximately 128’ waterward
of the ordinary high water mark on the south side of the pier. The boat lift would
be 10’-9” wide by 13’-5” long. The bunk of the boat lift would extend 18” above the
ordinary high water mark and the lift will sit on the lake bed of Lake Washington on
foot pads that are 12” by 18”. The lake bed consists mostly of sand and gravel where
the lift will be located. No dredging, fill, or excavation would be done for the
project.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant is requesting Environmental (SEPA) Review and Shoreline Substantial Development Permit proposing to
install a new boat lift on the Barbee Mill Community Organization dock located at 4151 Williams Ave N (Parcel #
0518500350) for future use by a resident of the Barbee Mill development. The dock was constructed in 2010 under a
separate Shoreline Substantial Development Permit (LUA10-006). The proposed boat lift would be located on DNR-
owned parcel # 051850HYDR approximately 128’ waterward of the ordinary high water mark (OHWM) on the east
side of the existing finger pier. The lift would be approximately 11’ wide by 13’ long. The bunk of the boat lift would
extend 18” above the OHWM and would sit on foot pads that are 12” by 18” on the lake bed. The shoreline near the
proposed boatlift area consists of a sheet pile and concrete bulkhead. The land is continuously below water through
the maintained lake water level. On the uplands side of the mentioned bulkhead, native vegetation along the shoreline
has been planted through the residential subdivision development and as part of the Community Dock construction.
The substrate or lake bottom where the subject boat lift would be located consists of medium-sized angular rock and
cobble.
The project site is located at the former Barbee Mill lumber mill site which is now the Barbee Mill residential
subdivision. The proposed lift would be located within Lake Washington along the subdivision’s shoreline, which is a
Shoreline of the State and falls under the City’s regulated Shoreline Jurisdiction. The proposed location of the lift is
within a DNR lease parcel (#0518500350). During the original construction of the Community Dock, DNR approved the
use of the finger pier on the lease parcel for the property owners residing at 4125 Williams Ave N.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts
that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS-M with a 14-day Appeal Period.
B. Mitigation Measures
1. Shading impacts associated with the proposed boat lift shall be mitigated through the planting of 10
snowberry plants along the shoreline of the residence at 4125 Williams Ave N, which is located to the
south of the community dock.

The proposal was circulated and reviewed by various city departments and divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with
the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable
impacts:
1. Water (Streams/Lakes)
Impacts: The applicant submitted a Lake Study (Exhibit 4), prepared by Northwest Environmental Consulting,
LLC, dated November 2021 with the project application materials. According to RMC 4-3-090, residential
boatlifts should be designed in a manner that directs land alteration to the least sensitive portions of the site
and as far waterward as feasible and safe. The applicant has proposed the boat lift to be located approximately

128’ waterward of the OHWM away from the riparian buffer installed as part of mitigation for the community
dock constructed in 2010 (LUA10-006). Installation of the lift is anticipated to take one (1) day to complete.
The lift is proposed to be installed during the in-water work window at the site is open from July 16th through
December 31st. The lift will be brought to the site via a barge. The Lake Study proposes to plant 10 snowberry
plants along the shoreline of their residence at 4125 Williams Ave N, which is just to the south of the
community dock, as mitigation for the potential shading impacts anticipated by the proposed boat lift. Staff
recommends, as a SEPA mitigation measure, that shading impacts associated with the proposed boat lift be
mitigated through the planting of 10 snowberry plants along the shoreline of the residence at 4125 Williams
Ave N, which is located to the south of the community dock.

Nexus: SEPA Environmental Regulations
2. Plants and Wildlife
Impacts: The proposed project would take place primarily in-water and no disturbance of the restored upland
vegetation would occur. The submitted Lake Study (Exhibit 4) notes that the upland portion of the project site
includes a sheet pile bulkhead, planted native vegetation (Pacific willow, red osier dogwood, kinnikinnick, and
Oregon grape), a concrete walkway, and a fully grated community pier. The substrate of the lake in the vicinity
of the proposed boat lift is sand and cobble. Milfoil was observed starting five feet from the bulkhead and
continuing waterward. The existing native plantings in the study area provide habitat functions along the
shoreline. The proposed planting of additional snowberry plants would further increase habitat conditions at
the project site. These existing and proposed plants provide overhanging cover for fish, structural diversity for
birds and wildlife, detritus for aquatic invertebrates and long-term recruitment of woody material and other
allochthonous food sources.
The following bird species were observed on or near the project site: raptors, herons, eagles, osprey,
waterfowl, and songbirds. In addition, the following salmonids species are known for utilizing Lake
Washington for migration and/or rearing: residential coastal cutthroat (Oncorhynchus clarki), winter
steelhead (O. mykiss), Dolly Varden/bull trout (Salvelinus malma), sockeye salmon (O. nerka), fall Chinook (O.
tshawytscha), coho salmon (O. kisutch), and kokanee (O. nerka). The project site is mapped as critical habitat
to the Endangered Species Units (ESU) of Threatened Chinook and steelhead.
The installation of the proposed boat lift would result in temporary sediment disturbance below the OHWM
and along the shoreline of Lake Washington. Additionally, the tug and barge propwash may disturb sediments
temporarily when making trips to/from the site. Juvenile salmonids could be temporarily displaced or stressed
by increased turbidity. A floating boom would be placed around the work area to contain floating debris to
the project site.
The lift is proposed to be installed during the in-water work window at the site is open from July 16th through
December 31st. The lift will be brought to the site via a barge. As discussed above, the Lake Study proposes

the south of the community dock, as mitigation for the potential shading impacts anticipated by the proposed
boat lift. Impacts to both wildlife and plants created by the boatlift construction are expected to be limited,
therefore no further mitigation is recommended.
Mitigation Measures: None
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments
have been incorporated into the text of this report and/or listed under Exhibit 5 “Advisory Notes to Applicant”.

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing
on or before 5:00 p.m. on May 23, 2022. Due to the ongoing state of emergency enacted by Governor’s Proclamation
20-28.14 (and as amended), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday
through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if
your appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional
information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
