Per review comments by the city, even though the project involves the construction of two difference buildings/additions, the project is being review under one application. Therefore, the Traffic Impact Analysis was revised to include both the service department addition and the newly proposed auto dealership. INTRODUCTION The main goals of this study focus on the assessment of existing roadway conditions and forecasts of newly generated project traffic. The first task includes the review of general roadway information on the adjacent streets serving the subject site and gathering existing vehicular volumes within a defined study area. Forecasts of future traffic and dispersion patterns on the street system are then determined using established trip generation and distribution techniques. As a final step, appropriate conclusions and mitigation measures are defined, if needed. 2. PROJECT DESCRIPTION Brotherton Cadillac proposes for the construction of a 16,618 square foot Cadillac dealership located in the city of Renton. An existing Cadillac/GMC/Buick dealership is located just west of the development proposal at 215 SW 12th St #101. Project development entails all Cadillac operations vacating the existing 215 SW 12th St building and occupying the newly proposed dealership. The new dealership subject site comprises a cumulative 1.20-acres within tax parcel #’s: 334040-2780; -2805; -2880; & -2925. Any existing buildings located within the proposed new dealership development footprint, including 4 single-family structures, are to be removed prior to new construction. Primary access to the new Cadillac dealership is proposed via one driveway extending south from SW 12th Street. A restricted access comprising a swing gate is proposed off SW 13th Street. Moreover, a 4,460 square foot addition to the existing auto dealership located at 215 SW 12th Street is proposed. The development proposal entails an expansion of the current service department on-site an the addition is to occur at the southwesterly portion of the building. The existing dealership is located on a cumulative 1.63-acres within tax parcel #’s: 334040-2820; 2850; -2860; -2870; & -2885. Access is to existing dealership is to remain via SW 12th Street and SW 13th Street. Figure 1 on the following page illustrates the vicinity map and adjacent street system, outlining the locations of the newly proposed Cadillac dealership building and the existing building improvement. A conceptual site plan for the newly proposed dealership site is presented in Figure 2A while a conceptual site plan for the 215 SW 12th Street addition is presented in Figure 2B. EXISTING CONDITIONS 3.1 Surrounding Roadways The street network serving the proposed project consists of a variety of roadways. The major roadways and arterials defined in the study area are listed and described below. The nearest stops in relation to the subject site for both routes are located approximately 0.10-miles walking distance northwest at the intersection of Lind Avenue SW & SW Grady Way. Route 153 provides service from the Kent Sounder Station to the Renton Transit Center. Weekday service is provided from 5:37 AM – 8:15 PM with approximately 30-minute headways. No Saturday or Sunday service is provided. The F Line, a bus rapid transit route, provides service from the Burien Transit Center to The Landing (Garden Avenue N & N 10th Street) with stops in Tukwila, Southcenter and Renton. Weekday service is provided from 5:59 AM – 12:47 AM with approximately 10- minute headways during peak travel times. Saturday service is provided from 9:15 AM – 6:27 PM with approximately 15-minute headways during peak travel times. Sunday service is provided from 6:00 AM – 12:42 PM with approximately 15-minute headways during peak travel times. Table 2 provides project descriptions of proposed improvements in the subject site vicinity. Moreover, sidewalk is available along both sides of Lind Avenue SW and SW Grady Way. Continuous sidewalk infrastructure is provided between the proposed subject site and public transit opportunities as well as commercial opportunities to the north along SW Grady Way. Sidewalk is to be constructed on SW 12th Street along the project frontage as part of site development, improving pedestrian accessibility in the area. 3.5 Peak Hour Volumes Field data for this study was collected in January of 2022. Traffic counts were administered at the listed intersections below, which would receive the bulk of the anticipated vehicular demands. • Lind Ave SW & SW 12th St • Maple Ave SW & SW 12th St • Maple Ave SW & SW Grady Way Data was obtained during the evening peak period between the hours of 3:00 PM – 6:00 PM, which generally translates to highest overall roadway volumes in a given 24-hour period. The one hour reflecting highest overall roadway volumes (peak hour) was then derived from these counts. Figure 3 illustrates existing PM peak hour volumes at the study intersections. Full count sheets have been attached in the appendix. 3.6 Sight Distance at Access Driveway Access to the proposed 215 12th Street addition is to remain. Primary access to the newly proposed 217 SW 12th Street site is proposed via one new driveway extending south from SW 12th Street. One additional driveway is proposed to extend north from SW 13th Street, but is to be restricted with a swing gate. Assessments of the primary proposed SW 12th Street access were made to determine whether or not adequate entering sight distance (ESD) can be provided for project traffic. Based on the assumed 25-mph posted speed limit on SW 12th Street, 280 feet would be required. Based on preliminary measurements, sight lines are clear westerly to the roadway’s intersection with Maple Avenue SW and easterly in excess of 350 feet. No sight distance deficiencies are identified based on the development proposal. Capacity analysis is used to determine level of service (LOS) which is an established measure of congestion for transportation facilities. The range1 for intersection level of service is LOS A to LOS F with the former indicating the best operating conditions with low control delays and the latter indicating the worst conditions with heavy control delays. Detailed descriptions of intersection LOS are given in the 2016 Highway Capacity Manual. Level of service calculations were made through the use of the Synchro 11 analysis program. For side-street stop-controlled intersections, LOS is determined by the approach with the highest delay. For all-way stop-controlled intersections, LOS is determined by the intersection’s overall weighted average delay for each approaching leg. Table 3 presents existing PM peak hour LOS delays for the key intersection of study. Existing PM peak hour conditions at Lind Avenue SW & SW 12th Street and Maple Avenue SW & SW 12th Street are shown to operate with minimal delays at LOS B or better indicating stable operations during the critical PM peak hour of travel. The study intersection of Maple Avenue SW & SW Grady Way is shown to operate with LOS D conditions during the critical PM peak hour. FUTURE TRAFFIC CONDITIONS 4.1 Trip Generation Trip generation is defined as the number of vehicle movements that enter or exit a site during a designated time period such as a specific peak hour or an entire day. Data presented in this analysis was derived from the Institute of Transportation Engineer’s (ITE) publication Trip Generation, 11th Edition. The existing land use for the four existing single- family structures located within the 217 SW 12th Street site is defined as Single-Family Detached Housing – LUC 210. Both the addition at 215 SW 12th Street and the newly proposed 217 SW 12th Street dealership are to be defined as Auto Sales (New) – LUC 840. ITE average rates were used to determine trip ends with dwelling units and square footage used as the input variable. Table 4 below summarizes anticipated vehicular movements for the average weekday daily trips (AWDT), AM peak hour and PM peak hour. ITE trip generation sheets have been attached to the appendix for reference. PM Peak hour trip distribution and assignment is provided in Figure 4 on the following page. All 217 SW 12th Street project-generated traffic was assigned to the proposed project access on SW 12th Street. All 215 SW 12th Street project-generated traffic was assigned to the primary access intersection of SW 12th Street & Maple Avenue SW. To present a conservative analysis, total project- generated trips, not net new, was utilized for trip distribution. Lastly, the majority of outbound project-generated traffic traveling to the west would likely utilize SW 12th Street and subsequently Lind Avenue SW to SW Grady Way for access to the signalized intersection. However, a small portion of outbound westbound traffic was assigned to the intersection of Maple Avenue SW & SW Grady Way. 4.3 Peak Hour Volumes The anticipated build-out of the proposed development is 2024-2025. Therefore, a three- year horizon of 2025 was used for future analysis. Future 2025 traffic volumes without the project were derived by applying a 2.5 percent2 annual growth rate to existing traffic volumes shown in Figure 3. Delays for the key intersections and proposed project access without and with 217 SW 12th Street – Brotherton Cadillac site-generated traffic are summarized in Table 5 below. The proposed access and study intersections on SW 12th Street are shown to operate with LOS B or better conditions. The study intersection of Maple Avenue SW & SW Grady Way is shown to operate with acceptable LOS E conditions both without and with project-generated traffic. Low vehicular volumes on SW 12th Street indicate that no left-turn lane is warranted at the project access. No operational deficiencies are identified at the study and access intersections as a result of the proposed development. SUMMARY & MITIGATION The Brotherton Cadillac project proposes to construct a new 16,618 square foot Cadillac dealership at 217 SW 12th Street and a 4,460 square foot addition to an existing dealership located at 215 SW 12th Street in the city of Renton. The subject site is bordered to the north by SW 12th Street Avenue SE and to the east by Maple Avenue SW. The existing dealership on-site is to remain and access is to continue as currently configured. Access to the newly proposed dealership is to be provided via one driveway extending south from SW 12th Street. Existing level of service (LOS) analysis indicated acceptable delays of LOS E at Maple Avenue SW & SW Grady Way and LOS B or better at the remaining outlying study intersections. According to ITE data, site development would generate an estimated 549 total net new daily trips with 36 net new trips occurring during the AM peak hour (28 inbound / 8 outbound) and 47 net new trips during the PM peak hour (18 inbound / 29 outbound). Forecast analysis was performed using a three-year horizon, which included a background growth rate and pipeline volumes. Forecast 2025 PM peak hour delays at the study intersections and access are shown to continue to meet City LOS standards. LOS E conditions were identified at Maple Ave SW & SW Grady Way and LOS B or better conditions were identified at the remaining outlying study intersections and SW 12th Street access. A left-turn lane is not warranted at the newly proposed SW 12th Street access serving the 217 SW 12th Street site. Overall, no significant impact to the surrounding roadway system is identified with the development proposal. Proposed mitigation for the project is as follows: 1. Pay traffic impact fees as required by the city of Renton. Credit may be received for the removal of existing on-site structures. Final fees will be calculated and assessed by the City at the time of building permit issuance.
