CITYOFRENTON,WASHINGTONRESOLUTIONNO.4469ARESOLUTIONOFTHECITYOFRENTON,WASHINGTON,RESCINDINGRESOLUTIONNO.4465EFFECTIVEJUNE1,2022,DIRECTINGMEETINGSCOVEREDBYTHEOPENPUBLICMEETINGACTBELOCATEDATAPHYSICALLOCATIONFORPUBLICATTENDANCE,ANDCONTEMPLATINGTHATADDITIONALOPPORTUNITIESANDMEANSOFATTENDINGAND/ORLISTENINGTOMEETINGSREMOTELYMAYBESEPARATELYPROVIDED.WHEREAS,onMarch24,2020,GovernorJayInsleeissuedProclamation20-28,thatamongotherthings,issuedaprohibitiononconductingmeetingssubjecttotheOpenPublicMeetingsAct(OPMA),chapter42.30RCW,in-personandinsteaddirectingthatanymeetingsbeheldentirelyelectronicallyandbelimitedtoconsiderationofnecessaryandroutinemattersorthoserelatedtotheCOVID-19emergency;andWHEREAS,theCityCouncilpassedResolutionNo.4410onJune15,2020,authorizingremotemeetingsandhearingsduetotheCOVID-19publichealthemergency;andWHEREAS,Governorlnslee’sProclamation20-28wassubsequentlyamendedbyProclamation20-28.14,datedDecember8,2020andlaterextendedbyProclamations20-28.15-28,requiringmeetingssubjecttotheOPMAbeheldremotely,withanin-personcomponentoptional;andWHEREAS,ResolutionNo.4410wasamendedbyResolutionNo.4427onMarch15,2021inordertoupdatethestaffaccountinformationforthetelephonic/virtualmeetingplatformusedbytheCity;andWHEREAS,EngrossedSubstituteHouseBill1329(HB1329)wassignedintolawonMarch24,2022,whichupdatesandclarifiestheOPMA;and1 RESOLUTIONNO.4469WHEREAS,HB1329providesthatifalocal,state,orfederalagencyhasdeclaredanemergencyandthepublicagencydeterminesthatameetingcan’tbesafelymadefullyopentothepublicorparticipantsinperson,themeetingmaybefullyorpartiallyremotewithacost-freeoptiontoattendthemeetinginrealtime,eitherbytelephoneoranotherreadilyavailablealternative;andWHEREAS,onApril11,2022,theCouncilpassedResolutionNo.4465,whichrepealedandreplacedResolutionNo.4410,asitwaspreviouslyamendedbyResolutionNo.4427,withupdatedmeetingproceduresthatreflectedHB1329,theCity’songoingworktorenovatetheCity’scouncilchambers,andGovernorInslee’sstillineffectProclamation20-28,whichcontinuedtorequiremeetingsbeheldremotelyforpurposesofpublicattendance;andWHEREAS,onApril29,2022,GovernorInsleeproclaimedthatwhiletheStateofEmergencycontinuestoexist,heisterminating/rescindingProclamation20-28effective12:01a.m.onJune1,2022;andWHEREAS,whenProclamation20-28terminates,OMPAgovernedmeetingswillonceagainberequiredtobelocatedataphysicallocation,excepttotheextentholdingsuchmeetingsataphysicallocationinpersonwouldbeunsafe.Inmostcircumstances,HB1329doesnotrequireremoteattendanceand/orremoteviewingofmeetingsbeprovided,butitdoesallowtheCity,initsdiscretion,toprovidesuchviewingand/orattendanceasanoption;andWHEREAS,theCity’scouncilchambersareundergoingrenovationsandarescheduledtobecompletedbyJune1,2022,andwhencomplete,willbetterenabletheCitytoconductCouncilmeetingsinpersonandopentothepublicwhilecontinuingtoprovidethepublicwithenhancedremoteviewingopportunities;and2 RESOLUTIONNO.4469WHEREAS,startingJune1,2022,theCitycansafelyopenphysicallocationsforthepublictoattendmeetingsincompliancewiththeOPMA;NOW,THEREFORE,THECITYCOUNCILOFTHECITYOFRENTON,WASHINGTON,DORESOLVEASFOLLOWS:SECTIONI.ResolutionNo.4465IsRescinded.A.ResolutionNo.4465isherebyrescindedeffectiveat12:01a.m.onJune1,2022.PursuanttoSection4.1ofCouncilPolicy800-02,theCouncilreestablishestheregularbusinessmeetingsoftheCityCouncilwherethepubliccanattendCouncilmeetingsinpersonas:CouncilChambers,Room728,ofRentonCityHaIl,1055SouthGradyWay,Renton,WA98057.Inadditiontosuchlocation,theCitymaypublishadditionalmeansofviewingandlisteningtothemeetingsinthemeetingagendas,whichmeansmayincludeaphonenumber,streamingonChannel21,videoteleconferencesand/orinternetstreaming.TheprovisionofsuchalternativemeansofattendingvirtualmeetingsshallnotservetochangetheofficialmeetinglocationfromthephysicallocationidentifiedCouncilPolicy800-02orsuchotherphysicallocationasmaybedesignatedforregularorspecialmeetings.Anytechnicaldifficultiesthatmaypreventorlimitattendanceorviewingbyalternativeremotemeansshallnotservetoinvalidateameeting.B.TheCityCouncilfurtherdirectsallboardsandcommissionsthataresubjecttotheOPMAtoprovidephysicallocationsfortheirmeetings.Eachboardand/orcommissionmay,incoordinationwithCitystaff,establishtheirownregularphysicallocationandmeetingtimethroughby-lawsorotherdocumentedaction.However,inordertoprovide3
