The following briefly describes the application and the necessary Public Approvals. See also https://cutt.ly/BSyqzzk PROJECT DESCRIPTION: The applicant is requesting a Shoreline Substantial Development Permit and Environmental (SEPA) Review for the installation of a new boat lift for the property owners of 4125 Williams Ave North on an existing community dock within the Barbee Mill development. The project site and adjacent properties are zoned as R-10. The site is on the shoreline of Lake Washington (Reach C) within the Shoreline Residential and Aquatic designations. The shoreline is armored with a concrete bulkhead. The proposed boat lift would be located approximately 128’ waterward of the ordinary high water mark on the south side of the pier. The boat lift would be 10’-9” wide by 13’- 5” long. The bunk of the boat lift would extend 18” above the ordinary high water mark and the lift will sit on the lake bed of Lake Washington on foot pads that are 12” by 18”. The lake bed consists mostly of sand and gravel where the lift will be located. No dredging, fill, or excavation would be done for the project. DATE OF APPLICATION: March 14, 2022 NOTICE OF COMPLETE APPLICATION: March 16, 2022 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, Shoreline Master Program (RMC 4-3-090) and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting. Comments on the above application must be submitted in writing by 5:00 PM on April 15, 2022.
