SUBJECT: DEVELOPMENT OF TRACT 'B' OF SPRINGBROOK TECHNICAL CENTER
The ERC conditions at the time of plat approval required the dedication and construction
of Oakesdale Avenue (2 lanes) along the west side of Tract 'B' from S.W. Seventh Street
to S.W. Grady Way prior to the development of Tract 'B'. Development of the parcels
adjacent to Tract 'B' by First City Equities and Holvick. deRegt and Koering (HDK) have
been short of parking spaces on existing lots. In order to accommodate proposed parking.
lot tine adjustments have been approved in which a portion of Tract 'B' is added to the
adjacent lots. These lot line adjustments for parking lot areas raised the question of
whether Oakesdale needed to be constructed.
On October 30. 1985. the ERC upon review of a new traffic analysis determined that "...
parking lots can be constructed on Parcel B without the implementation of the condition
to construct Oakesdale Avenue. This interpretation does not include the construction of

Dear Mr. Blaylock:
Holvick deRegt Koering has asked the Transpo Group to review and
comment on our alternative use proposals for Washington Technical
Center. They have prepared a comparison of the changes in daily and
p.m. peak hour trip generation between the final environmental impact
statement statistics of building mix to a proposed mixed use of 75%
office and 25% manufacturing. The review and comparison is enclosed
in the following Transpo Group report.
The results of the Transpo Group review indicates that although we are
increasing the office use over the projected office use in the environ-
mental impact statement, we are reducing overall trips generated from
the site. This reduction is due to the seventeen acres being lost to
the City of Renton for the P-1 channel and the reduction of the heavy
truck traffic trip generation that was associated with heavy and light
warehousing.
This report should answer any questions the City has regarding their
concern of trips generated from the site and how it may affect the
original impacts outlined in the environmental impact statement. If
you have any questions, please contact myself or Mr. Dave Markley at
The Transpo Group at your earliest convenience. We look forward to

SUBJECT: WASHINGTON TECHNICAL CENTER - TRIP GENERATION COMPARISON
Dear Mr. Davis:
Thank you for asking The TRANSPO Group to review and comment on alterna-
tive site plan proposals for the Washington Technical Center. As
requested, we have prepared a comparison of the changes in daily and PM
peak hour trip generation, the generation of heavy truck traffic, and a
general estimate of the effect of these traffic volumes on the street
network. •
Development Options
The base condition used for comparison is the development proposal
outlined .in the February 1981 FEIS for the Earlington Park project. The
Earlington Park proposal covered 109.31 acres with a building area of
1,980,880 square feet. As depicted in Table 1 this proposal contains a
mix of warehouse, business park and office uses.
The first development option (Option#1) covers 81.28 acres and accounts
for a total building area of 1,416,230 square feet. The reduction in
building acreage is the result of 17 acres that were set aside for a
retention pond for roads that were not accounted for in the initial
EIS. The uses under Option #1 are confined to business park and office
uses only.
Under Option #2, the 81.28 acres is divided into two parcels in .accor-
dance with ownership of the property including 28.17 acres under the
control of Holvick deRegt Koering (HdK), and 53.11 acres under the
control of First City Equities. Under development Option #2, the HdK
properties would be developed with business park and office uses only,
while the First City Equities properties would maintain a mix of land
uses that are proposed to be in approximate proportion to the mix of
land uses found in the original Earlington Park proposal .

Summary
In summary, this analysis finds that the daily trip generation
associated with development Options #1 or #2 would decrease by 9 and
11.5 percent, respectively, as compared with the original Earlington
Park proposal . The evening peak hour traffic volumes will decrease from
2660 vehicles per hour (vph) by 430 to 470 vph or a 16 to 18 percent
decrease as compared with the Earlington Park proposal .
Of greater significance is the reduction in the heavy truck volumes that
relate to the elimination of heavy warehousing. On a daily basis, heavy
truck volumes are anticipated to reduce by 15 to 60 percent. During the
peak hour, volumes are estimated to stay the same or be reduced by as.
much as 40 percent as compared with the Earlington Park proposal .
A part of the Washington Technical Center Revised Site 'Plan, is a
connection from the site to Monster Road. As noted in our previous
report of September 14, 1982, this is expected to reduce volumes by as
much as 15 to 25 percent of the daily and peak hour traffic volumes. As
part of the development of the first phase of devlopment two traffic
signals were installed. These improvements served. to mitigate first and
second phase impacts.
The Monster Road Connection, the reduction in traffic volumes, the lower
number of heavy trucks, and •the recent traffic control improvements
combine such that there will be a noticeable reduction in the level of
impact that is expected to occur due to development of either of these
options as compared with the impacts outlined in the FEIS for the
original Earlington Park project.
Trip Generation
A comparison of daily and PM peak hour trip generation was made using
trip generation rates found in the traffic analysis for the Earlington
Park project so the results could be directly compared. The results of
this analysis are depicted on Table 1 and show that the daily trip
generation associated with Options #1 and #2 are estimated to be 18,060
and 17,750 vehicles per day (vpd), respectively. This is to be compared
with the daily trip generation associated with the original Earlington
Park proposal which was forecasted to generate 19,820 vpd.
The evening peak hour traffic volumes will also decrease from the 2,660
vph level associated with the Earlington Park proposal to 2,230 and
2,190 vph for development Options #1 and #2, respectively. This

reduction is due to several factors. Primary among them is the reduc-
tion of the total building land area from 109.31 acres to 81.28 acres.
This has resulted in a reduction in the total building area from
1,980,880 square feet to 1,416,230 square feet and 1,387,260 square feet
for development Options #1 and #2, respectively. Further, the proposed
site coverage was reduced. These factors offset the increased propor-
tion of more intensive uses like business park and office.
Truck Traffic
As indicated above, the percentage of trucks in the traffic stream is
expected to reduce sharply as a result of the decrease in heavy ware-
housing activity. Under the Earlington Park proposal , between 2,710 and
6,070 trucks per day were estimated to be generated. Under Option #1,
this truck volume reduces to between 1,060 and 5,365 trucks per day, and
Under Option #2, the reduction is from 1,575 to 5,145 trucks per day.
See Table 2. During the PM peak hour, the Earlington Park proposal
would generate between 65 and 170 trucks per hour, while development
Option #1 would generated between 70 and 145 trucks per hour. Option #2
contains some light warehousing, and the reduction is therefore somewhat
less than Option #1 and ranges between 40 and 150 trucks per hour. On a
daily basis, truck traffic could reduce between 15 to 60 percent, while
during the evening peak hour volumes could reduce as much as 38 percent.
The significant aspect of these reductions is that the traffic impact of
each heavy truck is equivalent to between 2 and 4 passenger vehicles.
This is because the heavier trucks move more slowly and have operating
characteristics that are less responsive than passenger vehicles. Thus,
while the actual reduction in heavy truck trips maybe 700 to 1,700
trucks per day, it may have an impact equivalent to a reduction of 1,400
to 6,000 passenger vehicle trips. •
Based on the review of trip generation characteristics outlined above in
combination with the improvements that are proposed as well as improve-
ments that have already been made to intersection design and signaliza-
tion, this analysis indicates that development under Option #1 or Option
#2 would have traffic impacts that would be noticeably less severe than
those outlined in the Environmental Impact Statement for the Earlington
Park development (FEIS, February 1981) .

PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a public hearing
on the subject as follows:
The hearing was opened on January 10, 1984, at 9:00 a.m. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following were entered into the record by the Examiner:
Exhibit #1: Yellow file containing the application, staff
report, and other pertinent documents
pertaining to posting and publication.
Exhibit #2: Site Plan which also shows some schematic
landscaping.
The staff report was presented by Roger Blaylock, Zoning Administrator. He stated the
applicant is requesting a site plan approval to allow development of the next + 4.3 acres of
building area in Phase 1 of Washington Technical Center. The site plan proposed is for 66,000
square feet of building in one-story, tilt-up concrete buildings and one two-story, tilt-up
building; that this phase is located immediately south of the present buildings which have been
approved under site plan approvals SA-094-81 and SA-065-83.
Mr. Blaylock further stated the applicant has provided the city with the proper utility
easements for the site, and that the surrounding area is developing into a business park setting
also. He also noted it is difficult to estimate the number of trips per day this will generate, but
it has been estimated at between 263 average trips as proposed, to 1,14.6 average trips if the
site were developed based on maximum parking for office use

It was pointed out that the site plan complies with the modified approved plat for Washington
Technical Center; that this plat was modified under boundary line adjust (LLA-•016-•83) to move
the lot line to increase the size of Lot #3 on which the project is proposed to be developed; that
the utility easements are in the process of being modified and the site plan approval should be
granted subject to vacation of utility easements by the City Council.
Mr. Blaylock stated the staff recommends approval of the request, subject to the release of
utility easements by the City Council.
The Examiner called on the applicant or representative. Responding was:

Mr. Davis indicated the applicant concurs with the staff report for this phase and they are
keeping with the same atmosphere of the previous buildings; that they are seeing a good
response to their endeavors in this area. Further, he stated it is the applicant's intention to
landscape the next set of buildings similar to the ones already completed, and that they hope
the utility easement will come before the Council shortly.
The Examiner called for further testimony in support of the application. There was none. The
Examiner then called for testimony in opposition to the application. There was none.
The Examiner closed the hearing at 9:20 a.m.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The applicant, Holvick, deRegt, Koering, filed a request for approval of a site plan
for four new buildings in an M-P (Manufacturing Park) Zone.
2. The application file containing the application, the State Environmental Policy Act
(SEPA) documentation, the Building and Zoning Department Report, and other
pertinent documents, was entered into the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA, a
Declaration of Non-Significance has been issued for the subject proposal by the
Environmental Review Committee (ERC), responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. The subject proposal met with no opposition from the public.
6. The subject site is located near the 800 block of Powell Avenue S.W., and is part of
the Washington Technical Center at the site of the old Earlington Golf Course.
7. The site is level and covered with grasses and small shrubs.
8. The applicant proposes erecting four additional buildings as part of its phased
development of the Technical Center. Buildings have already been erected north
and northeast of the subject site.
9. The buildings will be tilt-up concrete buildings. Three of the structures will be one
story (Buildings 16, 18 and 19), while one of the buildings (Building 17) will be a
two-story building.
The design will be consistent with the existing building in the complex.

10. While the landscaping plans submitted with the application are not consistent with
those already in place in the complex, the applicant has expressed willingness to
install similar landscaping.
11. The buildings will contain approximately 66,000 sq. ft. of interior floor space.
Parking will be provided for 266 vehicles. The parking space limits the mix of
office and warehousing which may be contained within the buildings. A ratio of
50,000 sq. ft. of office and 16,000 sq. ft. of warehousing could be achieved under
the parking constraints.
12. The applicant will have to meet the requirements of the Fire Department for
access to all areas of the subject site.
CONCLUSIONS:
1. The proposed site plan appears to serve the public use and interest subject to a
modification of the landscaping plans to tie in with the existing landscaping of the
already constructed portion of the complex, and further subject to the approval of
the city's landscape architect.
2. The applicant is limited to a certain mix of uses under the underlying
environmental decisions regarding traffic impacts and is similarly governed in this
respect by the parking requirements for office versus warehousing.
The proposed 266 parking spaces would allow 50,000 sq. ft. of office space and
16,000 sq. ft. of warehousing. The Building and Zoning Department intends to
monitor the mix of uses as development of the site proceeds and as a tenant mix is
arrived at by the applicant.
3. Development will expand the opportunities and variety of options available for
light industrial and office users and thereby broaden the economic base of the
city. New employment opportunities should also be created by the additions to the
Technical Center.
DECISION:
The site plan is approved subject to the following conditions: 1) modification of the
landscaping plan to assure uniformity of design with existing development in the complex
and subject to approval of the city's landscape architect; and 2) vacation by the City
Council of the utility easements underlying the center of the subject site.

All communications concerning the the proposal must be made in public. This permits all
interested parties to know the contents of the communication and would allow them to openly
rebut the evidence. Any violation of this doctrine would result in the invalidation of the
request by the Court.
The Doctrine applies not only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.

L. DEPARTMENT ANALYSIS;
1. The applicant, Holvick. deRegt .& Koering, is requesting site plan approval to
allow development of the next ±4.3 acres of building area in Phase 1 of
Washington Technical Center. The site plan proposed 66.000 square feet of
building in one-story, tilt-up concrete buildings and one two-story, tilt-up
building.
The proposal is located immediately south of the present buildings approved
under site plan approvals (SA-094-81 and SA-065-83).
2. The proposal, as submitted. complies with the: Comprehensive Plan
designation of Manufacturing Park for the subject site,and the present M-P.
Manufacturing Park zoning.
3. The specific site plan complies with the modified approved plat for
Washington Technical Center. This plat was modified under boundary line
adjustment (LLA-016-83) to move the lot line to increase the size of Lot #3
on which the project is proposed to be developed. The utility easements are
in the process of being modified and the site plan approval should be granted
subject to vacation of utility easements by the City of Renton City Council.
4. Public services to the site have been provided through the completion of
Phase 1 of the plat. Minor modifications will result with the actual
development of the site. In 1982, a variance was granted to allow joint use
access on the common property lines, File V-014-82. This variance is still
valid. The site plan as presented utilizes a joint use access on the northern
property line only.
5. The parking as shown complies with the dimensional requirements of the
Parking and Loading Ordinance. Based upon the 266 parking spaces provided,
only 50.000 sq. ft. out of the total 66,000 sq. ft. proposed can be utilized for
office space. The remaining 16.000 sq. ft. would be categorized as light
warehousing. As tenant improvements occur in the buildings. the Building
and Zoning Department will keep track of required parking per use.
6. The Environmental Review Committee has issued a Declaration of
Non-Significance subject to the provision that access roadways from Phase 1
to the north are to be extended through Phase 2 to a minimum standard for
design required by the Fire Code.

7. Based upon the maximum number of parking spaces available on site, a
traffic generation estimate was completed using the criteria established in
the draft Environmental Impact Statement to determine if the project was
still within the scope of the original EIS for Phase 1. Average daily trips
(ADT) for Phase 1 were estimated in the DEIS to 6,660. Any development
that would exceed that number for Phase 1 would require a supplemental
evaluation of traffic impacts. The following table shows trip generation as
actually developed in Phase 1 at this time and proposed in Phase 1-C
(SA-081-83). The total to date would account for 1,848 trips which is well
within the limits established for Phase 1.

This proposal was reviewed by the ERC on December 7, 1983, following a presentation by
Jerry Lind of the Building and Zoning Department. Oral comments were accepted from:
Roger Blaylock, Ronald Nelson, Robert Bergstrom, Richard Houghton, James Matthew,
David Clemens, James Hanson, Gary Norris and Jerry Lind.
Incorporated by reference in the record of the proceedings of the ERC on application
ECF-071-83 are the following:
1. Environmental Checklist Review, prepared by: Loren Davis, DATED November 14,
1983.
2. Applications: Site Plan Approval (SA-081-83).
3. Recommendations for a declaration of non-significance: Fire Prevention Buearu,
Policy Development Department, Parks and Recreation Department, Building and
Zoning Department, Police Department, Traffic Engineering Division, Design
Engineering Division, and Utility Engineering Division.
Acting as the Responsible Official, the ERC has determined this development does not
have a significant adverse impact on the environment. An EIS is not required under RCW
43.21C.030(2)(c). This decision was made after review by the lead agency of a complete
environmental checklist and other information on file with the lead agency.
Reasons for declaration of environmental non-significance:
The subject development will not adversely impact the environment or adjacent properties
and the following requirement shall be complied with:
1. Access roadways from Phase I to the north are to be extended through Phase II to
minimum standards of design required by the Fire Code.

Introduction The State Environmental Policy Act of 1971. Chapter 43.21C, RCW, requires •

own actions and when licensing private proposals. The Act also requires that an EIS be
