PART 1 - GENERAL
1.01 SUMMARY
A.This project, located in King County Washington, is subject to the payment of prevailing wages
to all workers. It is the contractor’s responsibility to determine and use the applicable rates for
the appropriate area of the state, as published by the Washington State Department of Labor
and Industries. These rates are available on the web at https://lni.wa.gov/licensing-permits/
public-works-projects/prevailing-wage-rates/.
1. Contractor must include these provisions in all subcontracts for work performed under this
Contract.
B.Based in the bid submittal deadline for this project, the applicable effective date for prevailing
wages for this project is June 8, 2022. Upon written request, the Owner will mail a hard copy
of the applicable prevailing wages for this project.

Philip Arnold Park Site Improvements – Bidder Questions &
Responses (CAG-22-015)
1.Bidder’s Question:
•We are interested in bidding the precast planks on the boardwalk portion
of this project. Is PermaTrak supplying these planks, or are they open to
bids from other suppliers.
Response: PermaTrek is supplying the planks (i.e. treads) as part of a complete
boardwalk system.
2.Bidder’s Question:
•Is there a base bid for the cross bracing requested, as far as material size
and lengths? Are there minimum material requirements for the cross
bracing/barriers? Is the cross bracing/barrier design provided by the
structural EOR or is the design to be provided by Magnum? If Magnum is
responsible for the cross bracing, what are the dimensions between the
bents?
Response: The Barrier Rails are installed to act as a barrier against crawling or
sleeping underneath the boardwalk and should be included in the base bid for
the boardwalk. Material, finish, and sizing is in specification 32 33 00.01, 2.02
Boardwalk Barrier. These should be included in the shop drawing submittal.
Lengths have been added to drawings and will be issued in an Addendum.
3.Bidder’s Question:
•Please provide picnic shelter foundation details. We refer to LS.2, it says
picnic shelter foundation details to be determined by the manufacturer

while Appendix E says foundation design has not performed by the
manufacturer.
Response: Per manufacturer ‘Recreation Today,’ footing/foundation design is
included in their engineering drawings they provide. These will then be reviewed
in the submittal review process for shop drawings, per 32 33 00 Site Furnishings,
1.06 Submittals, A.2.a. Picnic Shelters.
4.Bidder’s Question:
•Philip Arnold Park Spec Section 26 05 43, 2.02A, indicates conduit should
be Schedule 80 PVC. However, drawing E3.00, detail #4 indicates conduit
should Schedule 40 PVC. Please resolve this issue.
Response: The specification is correct. The drawing will be revised in an
Addendum.
5.Bidder’s Question:
•The drawings for this project show two basketball goals but they are nor
included in the specifications. I was going to bid the PR55XL goal from
Bison. I have attached a cut sheet of this goal from Bison which marches
up with the drawing in the plans. Can you clarify this?
Response: Specification 11 68 23, Section 2.01 Basketball Goal provides pole,
backboard, goal, and net components.
6.Bidder’s Question:
•Regarding, the 2,000 sq ft of joint compound, was this ever composite
tested or point counted? It could be considered part of the wall board
system and if less than 1%, could be demolished with the building.
Response: The joint compound was not composite tested, nor was it point
counted, therefore assume that it cannot be combined with in-place building
demolition.
7.Bidder’s Question:
•Is there additional written specifications available on the requirements
for the SPH service other than what is shown on the plan sheet
E1.00? Reviewing section 26000 of the special provisions I only see

information on the other PP-2 & PP-3 services from Skyline and Milbank
is needing to know if there are specific requirements for the SPH service
meeting any City of Renton standards and cabinet material type and
finish.
Response: Pedestal requirements for ‘SPH’ are the same as pedestal ‘SPL’,
except references to irrigation controller do not apply. See sheet E3.00, Detail
1, Service/irrigation Control Pedestal’ including ‘Enclosure Cabinet & Panel
Notes’. Provide distribution as shown in single line wiring diagram for ‘SPH’.
8.Bidder’s Question:
•The new plans on the City Clerk site are the same plans just with a
different name, they are still scans/raster.

The download off the City Clerk’s website prints to PDF and rasterizes, our

9.Bidder’s Question:
•The bid date (June 1) noted on Page 1 of 6 of the Bid Form has been
changed by addendum to June 8. Will this page be re-issued?
Response:
•Yes. Please see Addendum C that includes reissued pages with the
updated date for page 1 of the Bid Form, and also page 1 of the title
pages, page 1 of the bid advertisement, and the prevailing wage effective
date.
