You are continually full of surprises. This is unfair to the Owner. You presented us with finding code to eliminate the connector from the house to the Garage, and the upstairs of the Garage. We did that, to avoid an extensive shoreline review you presented after we had checked early on in the project that it was looking acceptable for the small size of the encroachment, a 15’ buffer that was brought to our attention late in the design process. Moreover, there was no mention of assigning this as an ADU and all the associated permits…these issues were never brought up at any time. Now you are finding once we removed the encroaching connecting addition, there are other permits involved. Why are you bringing this up now? What can you and the City of Renton do for the taxpaying owner to ameliorate this Catch 22 situation? We are asking for your help, not hindrance. The revised plans propose to convert the existing detached garage into a carriage house. Carriage houses may be permitted, however the following additional land use permits would be required: a. A Conditional Use Permit would be required as the proposed carriage house would be located between the single family residence and Mountain View Ave N; b. A Modification would be required as the proposed carriage house would be taller than the existing single family residence; c. A Shoreline Conditional Use Permit would be required as any Conditional Use that is triggered within the underlying zone also triggers a Shoreline Conditional Use Permit; d. A Shoreline Substantial Development Permit is triggered for an Accessory Dwelling Unit located within 200 feet of Lake Washington. These permits would required a public hearing with the Hearing Examiner, and would be reviewed within an estimated time frame of 12 weeks. The applications fees would total $9,985.50. 2. As an alternative, the applicant could remove the proposed second story addition from the detached garage, the proposed would move forward as a Shoreline Exemption (no charge for this application). Please let me know how you would like to proceed. If you decide to proceed with the Carriage House proposal I would be happy to provide you with the submittal requirements that are necessary for the above listed applications. Hello Permit Tech: I have completed revisions to the Permit Plans for the Nisenna residence at 3101 Mountain View Avenue North, and we will not be requiring a Master Use Permit. We have been advised by Jill Ding of Land Use that we had designed an addition within the 65' waterfront setback, and we are now removing any additions within this setback. Therefore, I have prepare a revision set I would like to resubmit for plan review. Please advise how best to do this, and provide a link so I can upload the revision documents.
