ICON Materials (ICON) hereb y certifies it is currentl y able to reproduce the 2014 Hot Mix Asphalt (HMA)
mix design(s) for the 2016 season as per section 5-04.3(7) A1 of the Washington State Department of
Transportation (WSDOT) 2008 standard specifications.
Specificall y, WSDOT mix designs MD 140009 & MD 140010 can be replicated to the same specifications
by ICON Materials in 2016. ICON is currentl y using existing stockpiles of t he aggregate crushed to the
2013/2014 job mix formula (JMF). The aggregate source remains A-464 and there are sufficient stockpiles
of existing aggregate to accommodate multiple months of production.
Further, ICON’s asphalt binder suppliers, U.S. Oil & Refining and/or Targa Sound Refining, have assured
ICON that they are providing PG 64-22 binder in 2016 consistent with WSDOT specification and
manufacturing standards. Both suppliers remain WSDOT Qualified Products List (QPL) approved vendors
for PG 64-22 asphalt binder as of this date. Anti-stripping additive will be incorporated into the HMA as
recommended in the 2014 mix designs. For 2016 season, all HMA products available from ICON Materials
will have Anti-strip if required.
Continued use of mix designs from the previous year is allowed by WSDOT specifications if this
certification is provided by the HMA manufacturer.
