We have addressed the requests for information requested using the same numbering system as in your letter: 1. Runoff from Queen Avenue frontage and roadway is directed to the proposed detention system to the maximum extent feasible. The remainder of bypass runoff has been incorporated into the WWHM modeling and addressed per Section 1.2.3.2.E of the RSWDM. The sum of proposed outflows does not exceed existing outflow per the Peak Rate Flow Control Standard. 2. The perforated pipes within the detention system have been increased to 3 feet in diameter, and the plan-set and storm report have been revised accordingly. 3. Per Table 4.1 of the RSWSDM, the setback from the edge of the detention system to the tract & property line shall be 5 feet and is designed accordingly. This also meets the requirement of pipe centerline setback at least 1.5 times the depth of the invert of the system. In this case, 4.5’ depth requires a 6.75’ setback. A setback of 8.5 feet is provided on all sides to the pipe centerlines. 4. A dedicated tract is proposed for the detention system. During our review, Staff has determined that additional information is necessary in order to proceed further. The following information will need to be submitted before June 14, 2022, so that we may continue the review of the above subject application: 1. The TIR provides a screen shot of the WWHM model used. The developed condition includes all target surfaces and is a single basin being routed to the detention facility. However, there are target surfaces such as the driveways, sidewalk along Pierce Ave NE and street improvements along Queen Ave NE that are shown on the conceptual utility plan as bypassing the detention facility. The TIR, and drainage plans, need to be updated; acceptable methods may include: a. Update the WWHM model to account for bypass areas in accordance with section 1.2.3.2.E of the RSWDM, or b. Update the utility plan to route all target surfaces into the detention facility, or c. Update both the WWHM model and utility plan due to a combination of modeling bypass and routing additional flow into the facility per a and b above, or d. Another acceptable method per the RSWDM. 2. The proposed detention tank is 2 feet in diameter however, the minimum diameter per section 5.1.2.1 of the RSWDM is 3 feet. Update tank accordingly. 3. Building setbacks and easement widths shall be in accordance with table 4.1 of the RSWDM. It does not appear that these are met. 4. Drainage vaults, ponds, etc., shall be located within dedicated tracts.
