PROJECT DESCRIPTION: The City of Renton proposes to construct 1,200 feet of 12-inch to 30-inch storm
water pipes in North Lake Washington Boulevard,Burnett Avenue and North 34th Street right-of-ways. The project would
replace an older drainage system,which currently crosses private property. New manholes and catch basins would also
be replaced at various locations as part of the project. The project site is located within 200 feet of the Lake Washington
shoreline and is,therefore,subject to the City's Shoreline Master Program. In addition to Environmental (SEPA)review,
the project requires a Shoreline Substantial Development Permit.
PROJECT LOCATION: Lake Washington Boulevard/Burnett Avenue North, between North 34th and North
32nd Street
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE,MITIGATED(DNS,M): As the Lead Agency,the City of
Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore,
as permitted under the RCW 43.21 C.110,the City of Renton is using the Optional DNS(M)process to give notice that a
DNS-M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non-
Significance Mitigated(DNS-M). A 14-day appeal period will follow the issuance of the DNS-M.

each of these designations.

On June 2, 2000, the Environmental Review Committee
issued a Determination of Non-Significance (DNS)for the
project. The decision was followed by a two-week appeal
period, during which no appeals were filed.
The project site is located within 200 feet of the Lake
Washington shoreline and is, therefore, subject to the City's
Shoreline Master Program. The shoreline in this area is
designated Urban Environment, which allows for the
construction of utilities.
LEGAL DESCRIPTION: The project area is located within City of Renton Right-of-
Way of Lake Washington Boulevard N., N. 34th Street, and
Burnett Avenue N. in the southeast quarter section of
Section 31 and the southwest quarter of Section 32,
Township 24 North, Range 5 East, Willamette Meridian, in
the City of Renton, King County,WA.

Development of this project shall be undertaken pursuant to the following terms and conditions:
1. Temporary erosion and sedimentation control measures shall be installed and maintained to the
satisfaction of the representative of the Development Services Division for the duration of the project.
This permit is granted pursuant to the Shoreline Management Action of 1971 and pursuant to the following:
1. The issuance of a license under the Shoreline Management Act of 1971 shall not release the applicant
from compliance with federal, state, and other permit requirements.
2. This permit may be rescinded pursuant to Section 14(7) of the Shoreline Management Act of 1971 in
the event the permittee fails to comply with any condition hereof.
3. A construction permit shall not be issued until twenty-one (21)days after approval by the City of Renton

B. RECOMMENDATION
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials
make the following Environmental Determination:

D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
1. Earth
Impacts: The proposed area of construction is developed with asphalt paving or gravel, with the exception of portions
of unimproved North 34th Street. The majority of the project area is relatively flat, with slopes of less than 5%. The are
portions of the North 34th Street right-of-way next to Lake Washington Boulevard which contain slopes of about 27%
that are designated as"moderate" on the City's Sensitive Areas Maps for slope and slide hazards. However,the
proposal is not anticipated to adversely impact these areas and includes appropriate erosion and sedimentation control
measures to adequately mitigate temporary construction impacts.
The project will involve trenching within existing asphalt streets or gravel shoulders. After construction all trenched
areas will be restored with asphalt or gravel. In addition, some gravel shoulders or ditches may be restored with
asphalt as part of road or sidewalk improvements. The disturbed areas within the unimproved right-of-way will be
restored with grass. Approximately 1,200 to 1,500 cubic yards of backfill could be used for restoring trenched areas.
The backfill will include existing soils where suitable, and imported backfill or gravel when existing soils are not
suitable.
Approximately two to four deciduous trees (28-inch to 42-inch in diameter), two to three evergreen fir trees, as well as
some shrubs may be removed from the portions of the North 34th Street right-of-way for project construction. In
addition,trees and shrubs in the Burnett Avenue right-of-way may also need to be removed if they are too close to the
pipe alignment and interfere with construction equipment.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
2. Water
Impacts: There are no surface water bodies or sensitive areas located on the subject site. Project construction is
proposed on Lake Washington Blvd, approximately 130 feet from the Lake Washington shoreline. Therefore, the
proposal is subject to the City's Shoreline Master Program and requires a Shoreline Substantial Development Permit.
The shoreline in this area is designated as"urban", which allow utilities as permitted uses. The shoreline permit will
not be issued until the completion of the appeal period for the project's proposed SEPA determination.
The purpose of the project is to improve the existing drainage system in Burnett Avenue in order to reduce flooding
problems that currently occur in the area. The storm water runoff intended to be controlled by the proposed storm
lines comes from residential areas and City right-of-ways around the project site. Storm water runoff is commonly
collected in ditches and catch basins on side streets, which then flows to Burnett Avenue and enters the existing storm
water system. The replacement system will connect to the existing system in Lake Washington Boulevard,which
discharges to the west into Lake Washington. The project will not change the amount of runoff being collected.

Standard sedimentation and erosion control measures would be employed during construction to mitigate impacts that
may occur as a result of moving, storage and use of earth materials. Ground water encountered during construction
will be dewatered as needed and treated for sediment removal and pumped to the nearest sewer or storm manhole.
Erosion control measures such as storm drain inlet protection, as well as covering of soil stockpiles with plastic sheets
will be employed to prevent erosion and sedimentation. Special measures such as erosion control netting and seeding
and mulching will also be used on the steeper portions of the unimproved North 34th Street right-of-way.
Mitigation Measures: No further mitigation is recommended.

2. Transportation
Impacts: Minor impacts to local traffic patterns may occur as a result of the project construction. In addition,the
project would also include asphalt replacement of portions of the existing road and revegetation of unimproved areas.
Any potential impacts to transportation areas would be mitigated by the applicant's construction mitigation description.
The plan indicates that work hours would be limited to the hours between 7 am and 5 pm, Monday through Friday. As
described, construction transportation routes may include Lake Washington Boulevard, Burnett Avenue North and
North 30th Street to reach the construction site. The preliminary traffic control plan consists of permitting one lane
traffic within construction areas on Lake Washington Boulevard and Burnett Avenue North. Access to local driveways
will be maintained, except when the construction path requires crossing of a driveway. In addition,the bike lane on the
east side of Lake Washington Boulevard may be temporarily blocked during project construction. Vehicle, bicycle and
pedestrian traffic will be limited to one-way flow depending of site specific work.
Mitigation Measures: No further mitigation is recommended.

I am responding with comments to Project Number/Name: LUA-00-055,ECF, SM/Lake
Washington Storm System.
The section of the drainage project on Burnett Avenue between 33rd Place and 33rd
Street is currently an open drainage ditch. The project descriptions do not mention
replacing the ditch with a pipe. There is no discussion of possible changes to groundwater
levels in the adjacent properties caused by incasing the drainage flow in a pipe, and
filling in the ditch. There is no discussion of connecting existing drainage from the
adjacent properties into the new drainage pipe. Water flow is continuous in this ditch
between October and July. Also, most of the year groundwater flows continuously
through the 33rd Place storm drain..Portions of that come from the spring that popped in
the middle of 33rd Place several years ago.These drainage systems handle more then
simply storm runoff. There is evidence of major groundwater flow from the hillside.
My property sits at the northeast corner of Burnett Avenue and 33rd Place. This property
has a very high water table, areas of water-saturated ground, and a running streamlet six
months of the year. A portion of the property off 33rd Place has groundwater so high that
when I dig a shallow hole, the water will seep in and puddle. These are seasonal
conditions, as much as weather(or storm event)related.
The house was built in 1948. The previous owner reports water in the basement starting
around 1970, after development up the hill. That owner completed major drainage
projects around the foundation of the house, and installed two sump pumps.-The depth
and flow within the ditch effect the ground water in the property. I can judge this by the
depth of the water in the sumps, and by the frequency in which they pump. Since we
moved into the house in 1993, the frequency in which the pumps worked increased as the
ditch.silted up. In 1996 the basement flooded in the.Christmas time snow/rain storm.
During heavy storm events,the sump pump in my basement would go off every 10
minutes. The ditch was cleaned out in 1997 (?), and now flows deeper and faster. This
past winter the sump rarely went off on its own.Water level stays about 5 inches below
floor level.
I am concerned that groundwater problems will increase on my property if they are not
addressed in the design and installation of storm drain improvements in the area. I am
concerned that the proposal addresses only storm runoff when groundwater is an obvious
problem in the area.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act(SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact Statement
(EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the
environment. The purpose of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency

The project involves constructing approximately 1200 feet of 12-to 30-inch diameter
stormwater pipe to replace existing stormwater pipes and ditches in Lake
Washington Blvd, Burnett Avenue N, and in the undeveloped ROW in N 34th Street
between Lake Washington Blvd and Burnett Ave. The project is replacing an older
drainage system that crosses private property. Flooding has occurred in the past in
part of the system that is an open ditch. The exact pipe size and locations will be
determined during the final design process. New manholes and catch basins will be
placed at various locations.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township,
and range if know. If a proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity map, and

The project is located on Lake Washington Blvd and Burnett Ave N.
Construction would occur in the 3300 to 3400 blocks of Lake Washington Blvd,
in Burnett Ave. N from N 32nd St. to N 34th St., and in the N 34th St unused ROW
between Lake Washington Blvd and Burnett Ave. N.
The project is located in the SE 1/4 of Section 31 and the SW 1/4 of Section 32,
Township 24 N, Range 5 E.

B. ENVIRONMENTAL ELEMENTS
1. EARTH
a. General description of the site: ❑ flat ❑ rolling ® hilly

b. What is the steepest slope on the site (approximate percent slope?)
Part of the hillside along Lake Washington Blvd slopes at about 27 percent.
Burnett Ave N slopes at about 5 percent.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
and muck)? If you know the classification of agricultural soils, specify them and note any
prime farmland.
The construction site consists of asphalt streets, gravel shoulders and ditches,
and grass covered unused ROW. The adjacent properties are single family
residences.
The majority of the soil in the area is classified by the Soil Conservation Service,
King County Soil Survey, as Indianola (InC), which is made up of somewhat
excessively drained soils that formed under conifers in sandy, recessional,
stratified glacial drift. The soil is typically brown to light olive brown, loamy
sand to sand. There is a small area of Alderwood (AgC) gravelly sandy loam
along Lake Washington Blvd.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,
describe.
On the City of Renton Sensitive Area Map for Slides part of the unused ROW
between Lake Washington Blvd and Burnett Ave. N is shown as "Moderate".
e. Describe the purpose, type, and approximate quantities of any filling or grading
proposed. Indicate source of fill.
Bedding Gravel will be used as fill for the new stormwater pipe and Imported
Backfill or Bank Run Gravel for backfill above the pipe, if the existing soil is not
suitable for backfill. All material will be obtained from a local gravel pit.
Approximately 1,200 to 1,500 cubic yards of backfill material could be used. The
ground surface will be restored to the existing grade after construction is
finished.

f. Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
The project will mainly consist of trenching in an asphalt street or gravel
shoulder so erosion is not likely to occur. Special measures such as using
erosion control netting (jute matting), and seeding and mulching, will be used on
the steeper portions of the unused ROW in N 34th St. Typical erosion control
measures identified in 1. h. (below)will be used to mitigate potential impacts.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Construction will not markedly change the amount of impervious surface. The
trench area in the streets will be restored with asphalt or gravel as it now exists.
Some of the gravel shoulders or ditches affected by construction may be
restored with asphalt as part of road or sidewalk improvements. The unused
ROW in N 34th St will be restored as a grass surface.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Typical erosion control measures such as storm grate inlet protection and
covering any exposed soil stockpiles, as specified in the King County Surface
Water Design Manual, will be used. Special measures such as using erosion
control netting (jute matting), and seeding and mulching, will be used on the
steeper portions of the unused ROW.
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust, automobile,
odors, and industrial wood smoke) during construction and when the project is
completed? If any, generally describe and give approximate quantities if known.
During construction exhaust from construction equipment and dust from the
trench excavation and filling will occur.
b. Are there any off-site sources of emission or odor that may affect your proposal?❑

Lake Washington is approximately 130 feet west of the proposed work in Lake
Washington Blvd. The shoreline is a typical urban lake shoreline with 4-to 6-foot
high shrubs and bushes growing along it. The existing stormwater system
discharges into Lake Washington.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? ® Yes ❑ No.
If yes, please describe and attach available plans.
A section of the stormwater system that will be replaced is in Lake Washington
Blvd, approximately 130 feet west of Lake Washington. Construction will not
occur on the shoreline. See the Site Plan for work locations.

from surface water or wetlands and indicate the area of the site that would be affected.

No. The drainage area will not be changed, and will continue to discharge at the
same location.

No. If groundwater is encountered during excavation the contractor will dewater
the excavation as needed, treat it for sediment removal if needed, and will pump
the water to the nearest sewer or storm manhole.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the following
chemicals; agricultural; etc.). Describe the general size of the system, the number of
such systems, the number of houses to be served (if applicable), or the number of
animals or humans the system(s) are expected to serve.

c. Water Runoff(including storm water):
1) Describe the source of runoff (including storm water) and method of collection and
disposal, if any (include quantities, if known). Where will this water flow? Will this water
flow into other waters, If so, describe.
Stormwater runoff for the project comes from the residential areas and City
ROW around the project site, primarily Burnett Ave N, and N34th Street through
N 30th Streets. Stormwater runoff is commonly collected in ditches and catch
basin on the side streets, flows to Burnett Ave N, and enters the existing
stormwater system.
The replacement stormwater system will connect to the existing system in Lake
Washington Blvd. The existing system discharges to the west to Lake
Washington.
The potential drainage area consists of about 60 acres. The majority of the area
consists of single-family homes and streets. At the downstream end of the
project in Lake Washington Blvd. the peak flows for existing conditions from the
storm system are estimated as follows:

The project will not change the amount of runoff being collected. The project is
being constructed to improve the existing drainage system in Burnett Ave N, and
will reduce flooding problems in that area.

ROW may need to be removed if they are too close to the construction
alignment.

The unused ROW in N 34th St will be restored with grass. Other disturbed ROW
areas may be restored with grass, depending on existing conditions. Some
shoulder areas on Burnett Ave N may be restored with gravel or asphalt to help
form walkways or street improvements.

maintained, except when construction needs to cross a driveway. After
construction all streets will be restored to existing access.

PROJECT NARRATIVE
LAKE WASHINGTON BLVD/ BURNETT AVE. N
STORM SYSTEM PROJECT
The project involves constructing approximately 1,200 feet of 12- to 30-inch stormwater
pipes to replace existing stormwater pipes and ditches in Lake Washington Blvd, Burnett
Avenue N, and the unused ROW in N 34th Street. The exact pipe sizes and locations
needed will be determined during the final design process. New manholes and catch
basins will be placed at various locations. After construction is finished the streets will be
restored with asphalt and returned to their existing condition.
During construction Lake Washington Blvd and Burnett Avenue N may be restricted to
one lane while work is occurring in them. After construction all streets will be restored to
existing access.
The site is in City right-of-way (ROW). Adjacent properties are primarily zoned R-8
Residential. The site is used for City streets. A portion of the N 34th Street ROW
between Lake Washington Blvd and Burnett Ave N is not used as a street. However, a
sewer main is located in it.
Part of the unused N 34th St ROW is shown on the City of Renton Sensitive Area Map
for Slides as "Moderate". The section of the stormwater system in Lake Washington
Blvd is located approximately 130 feet from Lake Washington.
The soils in the site area are classified as Indianola (InC), typically light olive brown,
loamy sand to sand. The residential area and streets drain to ditches, catch basins, and
pipes in the City ROW. The existing stormwater system discharges to Lake Washington.
The site will remain as City ROW used as streets, or unused except for the utilities
located in them. There are no proposed offsite improvements.
The estimated construction cost for the project is $150,000 to $170,000.
Bedding gravel will be used as fill for the stormwater pipe. The existing soil will be used
for backfill if it is suitable. Imported backfill of bank run gravel will be used for backfill if
the existing soil is not suitable. Approximately 1200 to 1500 cubic yards of backfill could
be used.
Approximately 2 to 4 deciduous trees ( greater then 6" caliper, about 28" to 42" in
diameter and 40 to 60 feet tall), 2 to 3 evergreen fir trees, and some shrubs may be
removed from the unused ROW for construction. Several trees and shrubs in the
Burnett Ave N ROW may need to be removed if they are too close to the pipe alignment
and interfere with construction equipment.
A section of the stormwater system in Lake Washington Blvd is located approximately
130 feet from Lake Washington. Construction will occur in Lake Washington Blvd, and
will not occur in the shoreline. The shoreline is a typical urban lake shoreline with 4- to
6-foot high shrubs and bushes along the edge.

CONSTRUCTION MITIGATION DESCRIPTION

STORM SYSTEM PROJECT
Proposed Construction Dates: Construction may occur between August 14 and
November 30, 2000
Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM
Proposed Hauling/Transportation Routes:
The contractor will probably use 1-405 to reach the site vicinity, and Lake Washington
Blvd., Burnett Ave N, and N 30th Street to reach the construction site. Work will occur
from Monday through Friday. Work on weekends will only occur with approval from the
City.
The contractor will be required to file a Traffic Control Plan with the City to identify the
hauling routes and traffic control measures for the construction area. During
construction Lake Washington Blvd and Burnett Ave N will probably be limited to one
lane. Access to local driveways will be maintained, except when construction needs to
cross a driveway.
Erosion control measures such as storm drain inlet protection per the King County
Surface Water Manual will be used. Any soil stockpiles not in use will be covered with
plastic sheets during rainy periods. All construction equipment will be required to have
muffler and exhaust systems in good working order.
