In response to these concerns, we are providing the attached exhibit and brief description in this letter. The intent of RMC 4-3-100 related to structured parking garages is to “reduce the overall impact of parking garages” to the pedestrian experience. Our original proposed design (as shown in the renders included in the attached) is in response to existing site conditions and maximizes the pedestrian experience where possible. Building 1 provides Retail at the main corner and entry into the site, where pedestrian access is immediately possible and parking readily available within the site. Pedestrian access is difficult at the north corner of Building 1, due to the WSDOT dedication and grading differences. The WSDOT dedication requires the building to be setback from the sidewalk at least fifteen feet. As well, this portion of the site will be recessed from the sidewalk and does not occur at the same level as the pedestrian experience. At Building 2, residential use has been provided where possible taking into consideration the detention area along the south side of the site. The main corner entry into the site on the north side of Building 2 provides Leasing and Amenities to engage the pedestrian and activate the sidewalk. Even with the landscape provided in the large distance setback from the sidewalk, we understand there is still concern with the visibility of the parking structures. We propose to further screen the parking structures with bicycle amenity spaces. See attached clouded areas of site plan and elevations. Bike lounge amenities like the images in the attached document will look like retail with storefront and urban cladding materials. The bike storage will not be visible from the street for security but will occur behind nicely designed lounge areas or art walls that will create interest from the pedestrian view. This will activate bike access to the trails and further connect our site to the surrounding area. Residential units HENSLEY LAMKIN RACHEL, INC. An amenity will activate the pedestrian life of the sidewalk more than units. Commercial retail is also difficult in these locations due to the large setback and designated retail parking is not readily available adjacent to these locations. We hope this addresses the concerns the reviewers have. Our intent is to provide a development that responds adequately to the surrounding area and neighborhoods and meets the need we are seeing for this location, while following the guidelines of the City.
