Brian Nielsen Northwest Region Administrator Washington State Department of Transportation (206) 440-4692 office -----Original Message----- From: Claudia Donnelly <thedonnellys@oo.net> Sent: Monday, June 27, 2022 11:20 AM To: Nielsen, Brian D. <NielseB@wsdot.wa.gov>; Millar, Roger <MillarR@wsdot.wa.gov>; baloghe@wsdot.wa.gov.; Clark Close <CClose@Rentonwa.gov> Subject: [EXTERNAL] Storm water runoff WARNING: This email originated from outside of WSDOT. Please use caution with links and attachments. Good morning Mr. Nielsen and Ms. Baloghe: My name is Claudia Donnelly. I live east of Renton, in King County and have a small stream -- made up of stormwater runoff flowing through my yard to May Creek. This storm water comes from many different government agencies. One agency is WSDOT. Greenes Stream starts at the south end of SR 900 and goes under SR 900, down the East Renton Plateau to May Creek -- which has salmon in it. A couple of years ago, I met with Mr. Cotton and other WSDOT gentlemen at MP 15 to discuss this problem. We also get storm water runoff from the Renton development of Windstone (the detention pond and vault plus NE 17th and other development roads. In addition, we get stormwater runoff from KC parkland at the corner of SR 900 and 148th Avenue SE. Stormwater runoff also comes down the drainage ditch along side 148th Avenue to NE 17th St. where it again goes under the road and back to Greenes Stream. In addition we get storm water runoff from 150th Avenue SE via a drainage easement, sending water down to the drainage ditch to the intersection of SR 900 and 148th to another culvert sending the water down to NE 17th and then under 148th back to Greenes Stream on its way to May Creek. 2 Here is a picture of what I saw last December. Water from SR 900 flowed down at this intersection -- 148th Avenue SE and SR 900 and created this gully. KC DOT came out and fixed the gully but we still get the water going into the drainage ditch back to Greenes Stream and then down to May Creek. I've had this runoff since 1990. IMG_1367.jpg I was told by Mr. Cotton that WSDOT wouldn't do anything until they widened SR 900. I saw something in the legal section about a Public Hearing being held to discuss a noise variance. I have talk to KC officials -- and will be attending a Water Quality committee meeting soon to discuss this issue with KC officials. I recently testified before the Renton City Council about Renton helping us. We did not cause this problems yet, we are expected to fix it? Thank you in advance for allowing me to bring this to your attention. Claudia Donnelly
