During our review, staff has determined that additional information is necessary in order to proceed further. The following will need to be corrected and submitted before October 7, 2022 so that we may continue the review of the above subject application: 1. There are trees proposed to be retained on Lot 1 that do not count towards the lot’s minimum tree density.Therefore a tree tract would be required. There appear to be a large quantity of trees that may be viable for retention along the south portion of the property. Staff recommends that the applicant look into retaining a significant portion of these trees within a tree tract. If a tree tract were located along the south portion of the project site, Lot 1 would no longer be considered a corner lot and would not be subject to the corner lot standards, in addition the retained trees would provide a buffer between the proposed lots and the public right-of-way. 2. Please see the attached memo from Nathan Janders, dated July 7, 2022 with comments to be addressed. At this time, the review of your project has been placed “on hold” pending receipt of the corrected plans and reports addressing the above comments. Sincerely, Jill Ding Senior Planner cc: Rhonda Palermo / Owners DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE:July 7, 2022 TO:Jill Ding, Senior Planner FROM:Nathan Janders, Development Engineer SUBJECT:Palmero Short Plat 12727 SE Petrovitsky Road LUA22-000230 I have reviewed the application for the Palmero Short Plat project located at 12727 SE Petrovitsky Road and have the following comments: The following comments represent additional information or corrections that are required to be made: 1. The preliminary TIR dated April 20, 2022 concludes that the project is exempt from core requirement #3 as the project meets the exemption criteria outlined in section 1.2.3.1.B for a 0.15 CFS increase. However, the modeling used to support the exemption did not model the target surfaces being treated with BMP’s in accordance with table 1.2.9.A of the 2017 Renton Surface Water Design Manual (RSWDM). Note, see comment 1 and 2 in the section below regarding vesting regulations. a.The TIR WWHM model shall be updated accordingly such that the target surfaces for which BMP’s credits are being applied are modeled as defined in table 1.2.9.A. Additional updates to the TIR and possibly the site plan will be required if modeling shows that the project is not exempt from core requirement #3. 2. The conceptual utility plans show street improvements and a dedication along SE 192nd St. The existing property line serves as the City limits between Renton and Kent. As such SE 192nd St is within the City of Kent’s ROW and improvements are deferred to the design requirement of Kent. The City limits will not change and that portion that is dedicated will become City of Renton ROW. The street section shall comply with the City of Kent design standards, however, those improvements within the future City of Renton ROW shall comply with the City of Renton construction standards. a.The applicant shall provide written confirmation from the City of Kent confirming the required street section along SE 192nd St. Confirmation should also include if street lighting is required. Palmero Short Plat - LUA22-000230 Page 2 of 7 July 7, 2022 The following comments represent additional information or corrections that should be made when considering site layout: 1. The preliminary TIR dated April 20, 2022 uses forms from the 2016 King County Surface Water Design Manual and refers to the King County manual in multiple locations. The project shall comply with the City of Renton Surface Water Design manual that is current at the time of construction permit application unless otherwise vested (see comment 2 for more information). a.The TIR should be updated to use the forms found within the City of Renton surface water design manual and remove references to the King County Surface Water Design Manual. Staff recommends that the applicant verify compliance with the RSWDM 2. As of April 22, 2022 the City of Renton adopted an updated surface water design manual. Per the vesting regulations defined in RMC 4-1-045, a project may vest to the stormwater regulations current at the time of land use application if a complete construction permit application is submitted within 180 calendar days of a complete preliminary short plat application. Given that the preliminary short plat application was made on April 17, 2022, the project may be vested to the 2017 RSWDM provided the forth mentioned conditions are met; otherwise, the project shall comply with the 2022 RSWDM. Of note the 2022 RSWDM removed the BMP credits. The applicant may voluntarily elect to comply with the 2022 RSWDM if desired. 3. The conceptual construction plans show street improvements along 120th Ave SE consistent with the minimum standards for a Residential Access street (as taken from the ROW centerline, a 13- foot paved road, a 0.5-foot curb, an 8-foot planting strip, a 5-foot sidewalk, street trees and storm drainage). These improvements place the face of curb at 17 feet from the property line. However, there is an established curbline fronting the parcel immediately to the north for which the face of curb is set 14 feet from the property line (per record project file TED04045). The existing curbline shall be maintained such that the street section, as taken from the ROW centerline, consists of a 16-foot paved road, a 0.5-foot sidewalk, an 8-foot planting strip, a 5-foot sidewalk, street trees and storm drainage. No dedication is anticipated for the above listed improvements. a.The conceptual utility plans should be updated to reflect the above listed improvements.
