Dear Ms. Donnelly, Thank you again for reaching out about stormwater runoff and our requested noise variance with the city of Renton. Earlier today, our maintenance superintendents conducted a site visit and found the drainage conveyance in your area was stable. The only modification made since your meeting with Mike Cotten in Aug. 2019 was the installation of riprap to protect the shoulder of SE 148th below the catch basin and to convey runoff into the ditch. This is outside of state right-of-way and would be a local jurisdiction issue. Our crews have proposed some routine drainage work in August along SR 900 between MP 15.1 and 15.3. This should not affect stormwater runoff on SE 148th Street. There are currently no widening or stormwater improvements planned around milepost 15 at this time. As for the city noise variance hearing this week, that is needed to address anticipated night work along the State Route 900 (Sunset Blvd) corridor between Kirkland Avenue and Duvall. This variance will allow our contractor to repair existing pavement between mileposts 13.11 and 14.40 which sustained potholes and other significant damage during the winter storm season. We anticipate crews will need approximately eight non-consecutive nights to complete several critical repairs, including paving, placement of pavement markings and replacement of damaged traffic loops. The hours permitted under this variance should minimize travel disruptions in the area. I appreciate you taking the time to contact us about this issue. The problem started in 1989 when a neighbor -- Charles Luck clear cut his property in order to develop. Starting in 1990, we got flooding, erosion, and sedimentation problems -- and I have pictures. In 2018, city of Newcastle, King County and Renton officials all expressed a concern over a proposed clear cut of the DeLeo Wall area of Cougar Mountain. I called and talked to the city manager and took him a set of pictures and the city attorney took them to a KC Superior Court judge and got a temporary injunction of the proposed clear cut. In 2019, the property next to mine, wanted to annex to Renton, and I gave a set of pictures to the KC Boundary Review Board -- and in February I attended a BRB meeting and heard from the board members and they all wondered why KC and Renton couldn't work together to fix the problem. 2 In 2020, Renton officials wanted a development at the corner of SR 900 and 148th. They only made the developer do a drainage analysis down 1/4 mile and we live about 1 mile. I wrote to DOE and they stopped the plan based on an inadequate drainage analysis.
