Project Summary: The applicant, King County Solid Waste Division (KCSWD), is requesting Hearing
Examiner Conditional Use Permit, Site Plan Review, and Environmental (SEPA)
Review for a vehicle maintenance and storage facility at the Farwest Steel
Fabrication Facility. The Farwest facility is zoned Heavy Industrial (IH). KCSWD is
proposing to temporarily relocate locations from their vehicle maintenance and
stores operations at the Cedar Hills Regional Landfill facility to the Farwest facility
for approximately five (5) years as they redevelop the Cedar Hills location. The
facility would be repurposed as a vehicle maintenance, a combined parts stores
and general light storage, and office facility. Site plans include the addition of two
(2) temporary office and conference space modulars south and east of the
existing primary structure. These modulars would be removed as KCSWD exits the
property. No changes are proposed to the existing stormwater, detention ponds,
frontage, or landscaping. Life safety improvements, seismic restraints, sprinkler
system adjustments, and a temporary floor over one (1) loading bay would be
installed where required. Access to the site would be retained from SW 34th St.
The City’s mapping system has identified the subject property is within a high
seismic hazard area.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant, King County Solid Waste Division (KCSWD), has leased the existing Farwest Steel Fabrication Facility as
a temporary vehicle maintenance facility (“Farwest Facility”). The existing 93,938 square foot primary building is a
sprinkled metal structure with an F1 industrial occupancy rating. KCSWD is proposing to repurpose the Farwest Facility
as a vehicle maintenance, a combined parts stores and general light storage, and office facility . The applicant is
proposing change in use at this facility in order to t emporarily relocate its vehicle maintenance operation from their
Cedar Hills Regional Landfill Facility to the Farwest facility for approximately five (5) years . The change of use process
would change the occupancy category to S1 vehicle maintenance and storage. The 5.63-acre site contains two (2)
office modulars and the applicant is proposing to bring in two (2) additional office modulars to the Farwest Facility for
additional office space. The primary function would be to service the KCSWD road vehicle fleet of approximately 75
transport rigs and a smaller number of King County personnel and utility vehicle s. No changes are proposed to the
existing Farwest Facility parking layout.
The applicant is proposing minimal tenant improvements to the existing facility and site to meet life-safety and other
code required improvements. Minor facility adaptation to KCSWD’s requirements would be managed through the
installation of KCSWD owned or purchased equipment which is intended to be removed and retained by KCSW D on
departure. The project would pursue the use of an Oyster Shell Barrel Stormwater Treatment System to keep with the
King County Energy Star Program and overall commitment to sustainability .
The existing site is primarily flat, there are no wetlands, steep slopes, or other sensitive features. No changes are
proposed to the approved and installed stormwater, detention ponds, or landscaping, nor would any trees be
removed from the site. No off-site improvements are proposed. Existing building layouts and floor plans would remain
unchanged.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts
that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day appeal period

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with
the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable
impacts:
1. Air
Impacts: It is anticipated that some temporary air quality impacts could be associated with placing the
office modulars and tenant improvements required for the proposed change of use. Project development
impacts during tenant improvements of the existing building, operations, or site maintenance would
include exhaust from vehicles and equipment. No site-specific mitigation for the identified impacts from
typical vehicle exhaust is required.
Mitigation Measures: No further mitigation is recommended.
Nexus: Not applicable.
2. Environmental Health
a. Noise
Impacts: Short term construction noise impacts generated by the proposal would be minimal because
the bulk of work would occur inside the existing building. Noise sources generated by the proposal
would occur over a five (5) year period, which would include trucks arriving for vehicle maintenance
and departing after vehicle maintenance. Therefore, no further mitigation is recommended. The
applicant anticipates less than typical construction noise and traffic during standard weekday working
hours.
Mitigation Measures: No further mitigation is recommended.
Nexus: Not applicable.
3. Transportation
Impacts: The applicant submitted a Transportation Impact Scoping Analysis, prepared by KPG Psomas,
dated April 1, 2022 (Exhibit 14). The applicant is proposing a change of use to the Farwest Facility located
at 201 SW 34th St to use the site as an interim vehicle maintenance and parts storage facili ty. The
Transportation Analysis indicated that truck movements would primarily enter and exit using the SW 34th
St driveway. Trucks would be able to turnaround within the existing facility to exit the building on the

northeast corner. A second entrance would be used on the south side of the building. Other vehicles may
use either the SW 34th St driveway or use the access road to access directly to Lind Ave SW.
According to the Transportation Analysis, Farwest Steel operated the building until approximately March
2021, when King County took over as the leaseholder. The trip generation for the previous use (Farwest
Steel) was based on ITE Trip Generation (11th Edition) and used estimates for Warehousing (150) and
Office (712) land uses. KCSWD is proposing two primary uses of the site: storage and maintenance facility.
According to the site plan, approximately two-thirds of the main building square footage would be for the
vehicle parts storage function and the remaining one-third of the main building square footage would be
for vehicle maintenance. The office/break area would continue to be office function. The applicant
anticipates a weekday average of six (6) employees for the maintenance facility per day, split between a
day shift and a swing shift. Approximately four to five vehicles are expected to arrive for scheduled
maintenance each day. Additionally, there may be unscheduled vehicles arriving for onsite services. The
Transportation Analysis indicates that a total of 28 employees would work during weekdays, split between
two shifts. Fourteen employees would work the workday shift from 6:00 am to 2:30 pm and thirteen
employees would work the swing shift from 2:30 pm to 11:00 pm. On e maintenance scheduler would
work during the daytime hours. As a result, the proposed project would generate three (3) new trips
during both the AM and PM peak hours and approximately 51 fewer daily trips than the previous land use
(Farwest Steel). The Transportation Analysis concluded that the project is not anticipated to generate
significant traffic impacts to the area roadways and intersections.
Staff has reviewed the data and methods utilized in the Transportation Impact Scoping Analysis and
determined that the new use would not generate any significant traffic impacts above the previous use.
In addition, staff determined that at completion of the project, the development will have met City of
Renton concurrency requirements (Exhibit 15), which is based upon a test of the citywide Transportation
Plan, consideration of growth levels included in the LOS-tested Transportation Plan, site specific
improvements, and future payment of Transportation Impact Fees. The transportation impact fee that is
current at the time of building permit application would be levied. Therefore, at this time, staff does not
recommend any site-specific mitigation measures related to traffic impacts.

4. Fire & Police
Impacts: Police and Fire Prevention staff have indicated that sufficient resources exist to furnish services
to the proposed development; subject to the condition that the applicant provides Code required
improvement and fees. For example, the Renton Regional Fire Authority (RRFA) has indicated fire sprinkler
and fire alarm systems would be required to be updated and/or maintained. In addition, the existing fire
alarm system is of moderate protection only as the metal fabrication facility was of low fire hazard and it
would meet the requirements for vehicle maintenance and repair and office spaces . However, it would
not be able to protect piled storage/storage racking over twelve feet (12’) high or high hazards such as
vehicle tire storage or other large quantities of hazardous materials. Upgrades would need to take place
to store these types of higher hazard commodities (Exhibit 18).
No special emergency services beyond those normally provided such as police, emergency medical, and
fire protection are being anticipated by the applicant.
Mitigation Measures: No further mitigation recommended.

The Environmental Determination decision will become final if the dec ision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing on or before 5:00 p.m. on July 25, 2022. Due to the ongoing state of emergency enacted by Governor’s
Proclamation 20-28.14 (and as amended), the City Clerk’s Office is working remotely. For that reason, appeals
must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor
Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal i s submitted, will be
collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed
by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s
Office, cityclerk@rentonwa.gov.
