SEPA ENVIRONMENTAL CHECKLIST
Purpose of checklist:
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Please
answer each question accurately and carefully, to the best of your knowledge. You may need to consult
with an agency specialist or private consultant for some questions. You may use “not applicable” or
"does not apply" only when you can explain why it does not apply and not when the answer is unknown.
You may also attach or incorporate by reference additional studies reports. Complete and accurate
answers to these questions often avoid delays with the SEPA process as well as later in the decision-
making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be a significant
adverse impact.
Instructions for Lead Agencies:
Please adjust the format of this template as needed. Additional information may be necessary to
evaluate the existing environment, all interrelated aspects of the proposal, and an analysis of adverse
impacts. The checklist is considered the first but not necessarily the only source of information needed to
make an adequate threshold determination. Once a threshold determination is made, the lead agency is
responsible for the completeness and accuracy of the checklist and other supporting documents.
Use of checklist for nonproject proposals:
For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable
parts of sections A and B plus the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). Please
completely answer all questions that apply and note that the words "project," "applicant," and "property or
site" should be read as "proposal," "proponent," and "affected geographic area," respectively. The lead
agency may exclude (for non-projects) questions in Part B - Environmental Elements –that do not
contribute meaningfully to the analysis of the proposal.

Temporary Vehicle Maintenance
The existing Farwest Steel Fabrication Facility has been leased by KCSW for a
Vehicle Maintenance Facility. The 93, 938 SF primary building is a sprinkled metal
structure with an F1 occupancy rating. KCSW intends to temporarily relocate, for
approximately 5 years, its vehicle maintenance from their Cedar Hills Regional
Landfill Facility to the Farwest facility. The two Farwest office modulars currently
on the 5.63-acre site will be occupied by KCSW as is. Two additional temporary
office modulars for KCSW use is proposed to be added during the KCSW
occupancy and then removed. The existing Farwest parking layout will remain as
is and a revised parking calculation has been provided.
Tenant Improvements (TI) to the facility and site are intended to be minimal in
keeping with the temporary nature of KCSW’s occupation of the property. Facility
adaptation to KCSW’s requirements will be managed through the installation of
KCSW owned or purchased equipment which is intended to be removed and
retained by KCSW on departure.
Where required, additional office modular placement, access/egress routes, life
safety issues, seismic restraints, sprinkler system adjustments, and other
features subject to jurisdictional review will be identified and described on the
plans. In keeping with the King County Energy Star Program and overall
commitment to sustainability, the project will be pursuing the use of an Oyster
Shell Barrel Stormwater Treatment System.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address if any, and section, township, and
range, if known. If a proposal would occur over a range of areas, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic
map, if reasonably available. While you should submit any plans required by the agency, you
are not required to duplicate maps or detailed plans submitted with any permit applications
related to this checklist.

B. Environmental Elements
1. Earth
a. General description of the site:

Existing site is relatively flat with a gentle slope of approximately 3 precent.

removing any of these soils.
Soil Type is not known. Proposed project will not remove any existing soil.
Existing site conditions and surfaces are unchanged for this project.

No, proposed project is primarily a tenant improvement project with two
temporary modulars located on existing pave site. We will not be removing any
vegetation but will follow any guidelines during tenant improvements.

construction (for example, asphalt or buildings)?
Existing site impervious surfaces will remain at its current level which is about 50
percent.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Tenant improvements are proposed. No impact to exist erosion measures.

It is anticipated that less than typical construction noise and traffic will occur
during standard working hours of 7am to 6pm, Monday thru Friday.

Farwest Steel Fabrication Facility was the previous tenant, a steel fabrication
facility. Proposed use is for a temporary use as a vehicle maintenance facility for
King County Solid waste division. Current land uses and adjacent properties
should not be adversely affected since proposed use provides a less impact to
adjacent properties.
b. Has the project site been used as working farmlands or working forest lands? If so, describe.
How much agricultural or forest land of long-term commercial significance will be converted to
other uses as a result of the proposal, if any? If resource lands have not been designated,
how many acres in farmland or forest land tax status will be converted to nonfarm or
nonforest use?
No.

The existing Farwest Steel Fabrication Facility primary facility is a 93,938 sf
building. Two existing Farwest office modulars are also on the current 5.63-acre
site. Two additional temporary office modulars for KCSW use is proposed to be

Zoning classification is IH Heavy Industrial

Two proposed modular buildings will have a height of approximately 14’-0” which
in alignment with the existing adjacent structure and well below the primary
structure. Modular building exterior sheathing is standard wood siding.
b. What views in the immediate vicinity would be altered or obstructed?
No impact to the existing site view.

Proposed tenant improvements will not impact existing site aesthetics.
11. Light and Glare

Access to the existing Farwest site is off SW 34th Street which connects to Lund
Ave SW to the west and East Valley Road to the east. Proposed tenant
improvements will maintain current access to site.

Existing transit stop is located at Lund Ave SW, approximately 200 feet away from
existing site. No anticipated impacts.

Existing site parking will remain with the addition of two ADA Stall as required.
d. Will the proposal require any new or improvements to existing roads, streets, pedestrian,

Proposed tenant improvements will maintain and meet current level of use per
previous tenant. It is anticipated to have no additional vehicular impacts.
