Renton Senior Activity Center Bocce Court Improvements Stormwater Technical Information Report JUNE 16, 2022 JAMES ELLIS, PE WSP USA Renton Senior Activity Center Bocce Court Improvements Stormwater Technical Information Report 1 Section 1: Project Overview The City of Renton (City) Parks Planning & Natural Resources Department proposes improvements of a bocce court for senior citizens along the Cedar River in Renton, Washington. The project area is within the Township 23N, Range 5E, Section 18 and is just northeast of the Cedar River. The project includes the removal of existing synthetic turf comprising the bocce court area. The gravel underlaying the bocce court area will be lowered several inches and rubberized surfacing will be poured in place to bring the rubberized surface level with the existing surrounding surface. A corn hole court, ping pong table, pour-in-place checkerboard, and exercise equipment including a cardio stepper, health hand beat cycler, balance steps, assisted row/push up, and stretch equipment will be added to the new rubberized surface area. Additional proposed improvements include the removal and replacement of existing shrubs, new concrete pads for benches, and the replacement of existing benches. A small portion of the site lies with the 100-year floodplain of the Cedar River. There are no additional special site features such as wetlands, water bodies, and steep slopes within the project area. No permanent excavation is proposed. Poured-in-place rubberized surfacing will be placed in an approximately 2200 square feet (sq. ft.) area over existing impervious surface. There will be a poured-in-place checkerboard in an approximately 144 sq. ft. area. Two new benches will each have a 12 sq. ft. concrete pad. The site is currently covered with approximately 80% impervious surfaces over approximately 2,400 square feet. The project construction will result in the addition of approximately 100 sq ft of pavement, bringing the total to approximately 82% impervious surface coverage. Figure 5 shows the flow chart used to determine the required level of drainage review. Per Section 1.1.2 of the Manual, the project falls under TDR Category #1 because it is adjacent to the Cedar River flood hazard area. Category 1 TDRs must meet Core Requirement (CR) 5 as well as additional CRs as required by the Community and Economic Development Department (CED). At this time no other CRs are required. Additionally, category 1 TDRs must meet Special Requirements (SR) 1, 2, 3, 4 and 6 as applicable. Each Core Requirement and Special Requirement is addressed below. Special Requirement #4: Source Controls The proposed project does not require a commercial building or commercial site development permit, thus SR #4 is not applicable. An ESC plan is included as Figure 8. Below is a description of each required ESC category and how it is addressed using BMPs from the SWMMWW. Clearing Limits Project clearing limits will be marked using a high visibility construction fence. Areas outside of the marked clearing limits will remain undisturbed and natural vegetation will be preserved. BMP Measures: C101, C102, C103 Cover Measures Temporary and permanent cover measures will be implemented to protect all disturbed areas and exposed soil. If an area will remain unworked for more than seven days during the dry season then temporary cover (erosion control blankets or plastic covering) will be installed. Any area that remains unworked for more than 30 days must be seeded or sodded unless otherwise determined by the City. BMP Measures: C122, C123, C124 Perimeter Protection Perimeter protection shall be placed downstream of disturbed areas prior to upstream grading to remove sediment from sheet flow runoff. Silt fence shall be used on the downhill side of the clearing limits to capture sediment. BMP Measures: C233 Renton Senior Activity Center Bocce Court Improvements Stormwater Technical Information Report 18 Traffic Area Stabilization It is not expected that construction traffic will be using unsurfaced roads or parking areas, thus traffic area stabilization will not be necessary. If construction traffic requires use of unsurfaced areas, construction road/parking area stabilization measures will be implemented per Section D.2.1.4.2 of the SWDM. BMP Measures: C105, C106, C107 Sediment Retention The area of disturbed soil is small enough to be treated solely with perimeter protection measures. See Perimeter Protection above for further information. BMP Measures: C233 Surface Water Collection The area of disturbed soil is small enough to be treated solely with perimeter protection measures. See Perimeter Protection above for further information. BMP Measures: C233 Dewatering Control Dewatering is not anticipated for this project. Dust Control At any time that exposed soils are dry enough that wind transport is possible, dust control measures shall be used. Water will be used to control dust. Exposed soils will be sprayed until wet enough to not produce dust, but not enough to generate runoff. Section D.2.1.8 of the SWDM recommends application of water at a rate of 0.125 gallons per square yard of exposed soil every 20 to 30 minutes. BMP Measures: C140 Flow Control The project is not expected to increase runoff flow rates during or after construction. Temporary flow control will not be necessary. Control Pollutants Concrete handling measures will be implemented when constructing foundations, surfacing, and other poured/cast-in-place installations. BMP Measures: C151, C152, C153, C154 Protect Existing and Proposed Stormwater Facilities and On-Site BMPs No stormwater facilities or BMPs exist within the project limits. Adjacent facilities will be protected to maintain function and avoid sedimentation. Facilities and BMPs will be protected with silt fence and catch basin inlet protection.
