Project Narrative
a. Project name, size and location of site
The Project is not limited to one site, rather most improvements are in
discrete areas along the 17-mile corridor around station locations. The
location is comprised of mostly arterial streets between Renton, Kent, and
Auburn, as shown in the vicinity map (Attachment 1).
b. Zoning designation of the site and adjacent properties
Zoning designations along the corridor in Renton include Center Downtown,
Commercial Arterial, Commercial Office, Low- to Higher-density Single-
Family Residential (R-1, R-4, R-8, R-14), Residential Manufactured Homes,
and Residential Multi-Family.
c. Current use of the site and any existing improvements
Current uses of the Project site and adjacent properties on the Renton
corridor are as follows:
At the northern terminus downtown (near the Renton Transit Center),
uses are retail businesses, restaurants, multifamily housing, religious
buildings, schools, and a grocery store.
Usage west of the transit center to Rainier Avenue South is a mix of
fast-food restaurants, auto-related businesses (car parts store, car
wash, tire store, car dealerships), Renton Shopping Center, Renton
Village, and a variety of other small and large commercial businesses
along Rainier Avenue South and South Grady Way.
Usage south of Interstate 405 is predominantly single-family
residences with more multifamily residences nearer to Kent.
The intersection of Talbot Road South and South Carr Road has
concentrated commercial uses, including Valley Medical Center and
other medical services.
The intersection of South Carr Road and 108th Avenue SE has a Fred
Meyer, food restaurants, and the North Benson Retail Center.
d. Special site features
The Critical Areas Report contains details on special site features
(Attachment 2).

e. Statement addressing soil types and drainage conditions
Project improvements will be at various locations along the corridor, largely
in areas previously developed. There are many different soil types and most
are deeply mixed or modified. According to the Natural Resources
Conservation Service soil survey for King County,1 soil types range from
gravelly sandy loam and silt loam to arents and urban. Erosion control
measures will be implemented prior to and during construction. The Critical
Areas Report contains additional details on erosion-prone soils (Attachment
2).
The Project drainage area spans multiple natural discharge locations and
multiple threshold discharge areas, none of which directly discharge to a
major receiving water. Stormwater flow-paths will be maintained following
the completion of the Project construction. The Critical Areas Report contains
additional details on drainage conditions (Attachment 2).
f. Proposed use of the property and scope of the development
The Project includes new passenger facility and transportation system
improvements along the corridor. Construction activities in critical areas will
include minor grading, existing concrete removal, and vegetation removal.
Project elements in critical areas are new concrete bus pads, paving,
sidewalks, bus stations, and other new passenger facilities such as shelters,
benches, litter receptacles, real-time information signage on “tech pylons,”
and bicycle racks. The stations are typically 60- by 10-foot concrete areas
with shelters and tech pylons around 11 feet 7 inches tall. The Critical Areas
Report contains additional information on stations that have critical areas
impacts (Attachment 2).
g. Proposed off-site improvements
The Project is largely within the right-of-way or within area to be acquired by
King County Metro and dedicated to the City as right-of-way and therefore
not applicable.
h. Total estimated construction cost

i. Estimated quantities and type of materials involved
Most planned excavation areas are relatively small and located within
existing right-of-way and/or previously disturbed areas. Excavation is
necessary to install several elements of the Project. Estimated quantities
within the city of Renton are listed in Table 1.
