Close, Principal Planner APPLICANT: Todd Waldo, Topgolf 8750 N Central Expressway Dallas, TX 75231 OWNER: Topgolf Renton 780 Logan Ave N Renton, WA 98057 CONTACT: Erik Silvis, ARCO 3110 Woodcreek Dr Downers Grove, IL 60505 PROJECT LOCATION: 780 Logan Ave N, Renton WA 98057 (APN 0886610010) DATE OF EXPIRATION: July 28, 2023 PROJECT DESCRIPTION: The applicant, Topgolf, is requesting a Tier 1 Temporary Use Permit (TUP) to use the phase 2 surface parking area following the grand opening of the premier golf entertainment complex to avoid parking overspill impacts. The applicant received land use approval for the Topgolf Renton recreational facility and mixed-use development on August 19, 2019 (LUA19-000094). In September 2021, the applicant received a minor modification and an addendum to the Topgolf Determination of Non-Significance to increase the first phase development area from 10.61 acres to 12.22 acres. The additional 1.61 acres, added to phase one, included 172 more surface parking stalls and associated parking lot improvements on the east side of the 13.68- acre parcel (Exhibit 2). As a result, the proposed parking count for phase one improvements increased from 336 to 508 stalls. The additional stalls were constructed in advance of the second project phase to increase the marketability of future phase 2 and create pad-ready conditions for the next development phase. Following the early period of popularity for the first Topgolf in the State of Washington, which is anticipated to include an outsized parking demand at the facility, the applicant is proposing to add and maintain temporary construction fencing / barricades to restrict access to these additional parking stalls that were allowed to be constructed under the minor modification permit in 2021. The TUP site plan identifies two (2) paved parking areas that would be temporarily barricaded (Exhibit 2) with either barriers, fencing or ecology blocks (Exhibit 3). The applicant has deferred the duration and conditions associated with the proposed temporary use permit to the City (Exhibit 4). No ground disturbances or other major site work is proposed with the temporary use. The Temporary Use Permit is hereby Approved with Conditions* and subject to the following condition: *CONDITION OF APPROVAL: 1. The barricade fencing material shall be reviewed and approved by the Current Planning Project Manager prior to placement. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on August 11, 2022. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. EXPIRATION: A Temporary Use Permit is valid for up to one (1) year from the effective date of the permit. Based upon continued progress of Phase 2 development permits, the applicant can request that a permit be valid beyond the one-year expiration, for up to five (5) years at the time of application or prior to permit expiration. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator.
