Way will be reviewed to determine whether potential densities are excessive relative to the environmental sensitivity of the
area. The review may result in an amendment to the Comprehensive Plan Land Use Map to redesignate some or all of
the subject parcels to Residential Rural. Concurrent Rezones from R-8 to R-5 or R-1 are proposed for only areas within
the City limits,should amendments to the Land use Map occur.
Reduction in potential density resulting from a change to the Comprehensive Plan will affect projects that are proposed •
within the city limits,should annexation occur,and projects that are provided sanitary sewer service by the City of Renton
prior to annexation.

Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore,
as permitted under the RCW 43.21C.110,the City of,Renton is using the Optional DNS,process to_,give notice that a DNS
is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). A 14-day appeal period will follow the issuance of the DNS. '

PROJECT DESCRIPTION: Nonproject action. The Residential Single-Family designation South of SE 95th
Way will be reviewed to determine whether potential densities are excessive relative to the environmental sensitivity of the
area. The review may result in an amendment to the Comprehensive Plan Land Use Map to redesignate some or all of
the subject parcels to Residential Rural. Concurrent Rezones from R-8 to R-5 or R-1 are proposed for only areas within
the City limits,should amendments to the Land use Map occur.
Reduction in potential density resulting from a change to the Comprehensive Plan will affect projects that are proposed
within the city limits,should annexation occur,and projects that are provided sanitary sewer service by the City of Renton
prior to annexation.

(DNS). A 14-day appeal period will follow the issuance of the DNS.

The City of Newcastle has the following concerns on the above-referenced proposal and
would like to provide comments appropriate to the timing of this review and action. We
have concerns for the impact to the level of service and capacity issues that this proposal
will generate on 95th Street in Newcastle.
As you have probably already determined, without outlet alternatives other than Coal
Creek Parkway, development in this area will impact SE. 95th Street. It may be
appropriate at this time to initiate mutual discussion with regards to an Interlocal
Agreement for the appropriate level of improvement to this street.
I am forwarding a copy of this letter to our Public Works Department so the department
will be able to give this matter appropriate consideration.

Project Narrative
This review of the Comprehensive Plan land use designations in the Sierra Heights/May Creek area
was initiated by the City Council. The subject area is shown on the attached maps. The Council's
intent is to ascertain whether existing land use designations would allow densities that may pose
environmental risks to the subject area and to May Creek.
The review will consider the existing Residential Single Family and the lower intensity Residential
Rural designation. No increase in potential zoned density is anticipated to result from this review.
Existing King County zoning is R-4 and R-6. Existing City zoning is R-8, for the portion within
Renton.
Alternatives to be analyzed include maintaining the existing designation and amending designation to
Residential Rural. Redesignating to Residential Rural may lower the development potential of the
subject parcels.
Potential zoning under each of the alternatives is as follows:

The subject area is primarily outside Renton's existing corporate boundary, although a small area
along SE 95th Way and Duvall Avenue NE/Coal Creek Parkway is currently within the city. Only the
portion of the study area within the city will be considered for zoning changes concurrent to
amendments to the Comprehensive Plan Land Use Map.
The subject area includes extensive slopes of 25% to 40% with several small areas exceeding 40%.
One small wetland or no streams are mapped for the subject area in the May Creek Current and Future

PURPOSE OF CHECKLIST:
The State Environmental Policy Act(SEPA), Chapter 43.21 C RCW, requires l all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal,
write "do not know"or "does not apply". Complete answers to the questions)now may avoid unnecessary
delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and
landmark designations. Answer these questions if you can. If you have problems, the governmental
agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.
