Gibson Traffic Consultants, Inc. (GTC) has been retained to provide a trip generation and distribution
scoping memo for the proposed Logan 6 development located on the east side of Logan Avenue N,
between N 4th Street and N 3rd Street in the City of Renton. The development is proposed to consist
of 100 multifamily mid-rise units and 10,248 square feet (SF) of commercial space. At this time, the
use of the commercial component is not determined; however, it is anticipated that it will be
something similar to general retail or general office uses. The site is currently undeveloped. A site
vicinity map is included in Figure 1.
Matthew Palmer, responsible for this memorandum, is a licensed professional engineer (Civil) in the
State of Washington and member of the Washington State section of ITE.
1. TRIP GENERATION
Trip generation calculations for the Logan 6 development have been performed utilizing data
published in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th Edition +
Supplement (2020). The average trip generation rates for the following ITE Land Use Codes (LUC)
have been utilized in the trip generation calculations:
LUC 221, Multifamily Housing (Mid-Rise) – 100 apartments units
LUC 820, Shopping Center – 10,248 SF of retail space
The commercial component has been conservatively analyzed in this report as a shopping center
(retail) use as it has a higher trip generation than typical office uses. It is also important to note that
although ITE Land Use Code 820 is called shopping center, does not mean that the commercial use
will meet the City of Renton’s definition for shopping centers. ITE LUC 820, Shopping Center was
utilized as ITE does not have a general retail land use code any longer. ITE also publishes a pass-by
rate for ITE Land Use Code 820 to account for existing trips along the roadway using the site. This
pass-by rate, 34%, has been applied to the daily and peak-hour trip generation calculations. The trip
generation calculations of the Logan 6 development are summarized in Table 1.

2. TRIP DISTRIBUTION
The Logan 6 development is proposed to have one access onto N 4th Street and one access onto N 3rd
Street. The distribution of trips is based on existing travel patterns and surrounding uses. It is
anticipated that 25% of the trips generated by the development will travel to and from the north along
I-405. An estimated 5% of the trips generated by the development will travel to and from the east
along NE 3rd Street. Approximately 20% of the trips generated by the development will travel to and
from the south, five percent along SR-167 and fifteen percent along I-405. An anticipated 25% of the
trips generated by the development will travel to and from the west, fifteen percent along Renton
Avenue S and ten percent along SR-900. The remaining 25% of the development’s trips will travel
to and from local destinations. Detailed trip distributions for the AM peak-hour and PM peak-hour
are shown in Figure 2 and Figure 3, respectively.
