SUBJECT: Request for Extension Duvall and 17th Office Site Plan and Street Modification Approval
(LUA19-000300)
Dear Mr. Keenan,
This office has reviewed your request (August 5, 2022) to extend an approved Site Plan and Street Modification
Approval (File No. LUA19-000300) for a period of two (2) years. The Duvall and 17th Office Site Plan and Street
Modification was approved on February 20, 2020 and was valid for two (2) years. On April 20, 2020, the Renton
City Council adopted an ordinance (Ordinance No. 5968) that temporarily extended the validity of certain permits
for a period of six (6) months due to on-going construction challenges created by the COVID-19 outbreak. This
resulted in an expiration date of August 20, 2022 for the Duvall and 17th Office Site Plan and Street Modification
Approval. Pursuant to RMC 4-9-200J, the Municipal Code allows the original approving body to issue a single
extension of up to two (2) years to an applicant who files a written request with the Administrator before the
expiration of the site plan approval, provided the Administrator finds that good cause has been shown. Your
request indicates that the original applicant had challenges moving forward with the proposed development due
to the economic downturn resulting from the COVID-19 pandemic and eventually sold the property to a new non-
medical user. Your request meets requirements of Renton Municipal Code and qualifies for a one-time extension
of two (2) years, as an extension request was submitted prior to the expiration of the site plan and street
modification approval, and good cause has been shown. Therefore, your two (2)-year site plan and street
modification approval extension request is approved.
The two (2)-year extension shall be measured using the expiration date of the site plan and street modification
approval after issuance of the temporary six (6)-month extension (August 20, 2024) in order to ensure consistency
with the extensions granted to other projects under the emergency ordinance. Please note that a building permit
application must be submitted in accordance with City Code prior to the last day of the extension period (August
20, 2024). In addition, please note that no additional extensions will be granted.
