City of Renton Board of Park Commissioners Meeting Tuesday, April 12, 2022, 4:30 pm Virtual Meeting on Zoom 1. CALL TO ORDER Chair Shun Takano called the meeting to order at 4:31pm. 2. ROLL CALL Members Present: Cynthia Burns, Al Dieckman, Larry Reymann, Shun Takano, and Marlene Winter Members Absent: Tim Searing, Troy Wigestrand City Staff Present: Kelly Beymer, Parks and Recreation Administrator, Cailín Hunsaker, Parks and Trails Director; Erica Schmitz, Parks Planning and Natural Resources Director, Ian Gray, Urban Forestry and Natural Resources Manager, and Roberta Graver Administrative Assistant Larry Reymann motioned to excuse Tim Searing and Troy Wigestrand’s absences, motion seconded, all in favor, motion carried. 3. APPROVAL OF AGENDA Marlene Winter motioned to approve the agenda as presented, motioned seconded, all in favor, motion carried. 4. APPROVAL OF MINUTES Marlene Winter motioned to approve the March 8, 2022 meeting minutes as presented, motioned seconded, all in favor, motion carried. 5. BOARD COMMUNICATION a. Board member questions and responses: i. Will the large shade structure at Kennydale Beach Park, be going away, as it’s not pictured in the new design plan? Also, if it’s going away, could there be more shades installed? Erica said, no, the large shade structure is not being removed. There are a lot of restraints at this park and some elements, like swings, cannot meet the safety requirement, so were not included in the plans. ii. The construction signs aren’t up at Kiwanis or Philip Arnold parks yet. Erica said the signs at Kiwanis went up today. Philip Arnold construction will start in the fall. iii. Status of pickleball court conversion/installations. Kelly said that one court at Liberty Park will be converted and the Renton Community Center and the Senior Activity Centers both have pickleball available in their facilities. iv. Will converting the tennis court to pickleball affect the Parks, Recreation, and Natural Areas Master Plan. Erica said, no. There was great interest in pickleball that came in during the public process of creating the plan. Board member also asked if these conversions or changes would require an update to the master plan before the next cycle of master plan. Kelly said, no. The department is starting to address the issues and interest that came in during the plan’s creation. 6. DISCUSSION / ACTION ITEMS a. Urban Forestry “Tree Tour” – Ian Gray Parks Commission Meeting April 12, 2022 Page 2 of 2 Wheelchair Accessible. American Sign Language (ASL) interpreter available upon request. The tour includes a placard at each tree site that opens a webpage showing a couple photos and historical information about the tree and its surroundings. This is a collaboration between Renton Forestry, Renton GIS division and the Renton History Museum. www.rentonwa.gov/treetour b.Coulon Park Projects – Board Member Question - Erica Schmitz i.Board member had asked if the construction of the EasTrail was in coordination with the Coulon Park projects. Erica said that the EasTrail is a King County project but that there’s still a lot of coordination with the City. Cailín is on the EasTrail Regional Advisory Council and working with Erica on related issues. https://eastrail.org/ It may take up to 2 years to complete. Kelly said there was a mudslide there in the past year, but Public Works/Transportation handles the bluff issues. c.Edlund Property Update – Kelly Beymer The property must have asbestos abatement done before the demolition later this month. d.Perelli Property / Parks Shop Update – Kelly Beymer The City has signed purchasing agreement for the property just north of the Bronson Ave Parks Maintenance. It was in the best interest of safety that the house will be demolished. Future use of the property is still to be determined. 7.ADMINISTRATOR’S REPORT a.Let Teresa Nishi know if you will be attending the Arbor and Earth Day event at Maplewood Park on 4/23or the Volunteer Appreciation Drive Through event on 4/27. b.Discussion of topics for the May meeting. Topics chosen were Summer Recreation Programs and Park Rules and Regulations update. This meeting will be a zoom meeting. c.Board member asked the status of Carco Theater and its maintenance. Kelly said she was involved in a meeting for the 4Culture grant program, and Carco doesn’t qualify. Staff is evaluating the building to see what issues could be addressed. d.Board member asked if the Ecolodge will be converted into housing for the homeless. No, not at this time. 8.ADJOURNMENT Cynthia Burns motioned to adjourn; motion seconded, all in favor, motion carried, adjourned at 5:30pm.
