Board of Park Commissioners Meeting
Tuesday, May 10, 2022, 4:30 pm
Virtual Meeting on Zoom
1. CALL TO ORDER
Chair Shun Takano called the meeting to order at 4:31pm.
2. ROLL CALL
Members Present: Cynthia Burns, Al Dieckman, Larry Reymann, Shun Takano, Tim Searing, Troy
Wigestrand, and Marlene Winter
Members Absent: none
City Staff Present: Cailín Hunsaker, Parks and Trails Director; Erica Schmitz, Parks Planning and Natural
Resources Director, Carrie Nass, Recreation Director, Jennifer Spencer, Recreation Manager, Sonja
Mejlaender, Community Events Coordinator, and Roberta Graver, Administrative Assistant
3. APPROVAL OF AGENDA
Marlene Winter motioned to approve the agenda as presented, motioned seconded, all in favor, motion
carried.
4. APPROVAL OF MINUTES
Al Dieckman motioned to approve the April 12, 2022 meeting minutes as presented, motioned seconded, all
in favor, motion carried.
5. BOARD COMMUNICATION
a. Al Dieckman’s Term – Al’s term expires June 1, 2022 and expressed interest in serving another
voluntary term. Marlene Winter moved to recommend that Al Dieckman be appointed to
another four-year term as Park Commissioner which would expire June 1, 2026. Motion was
seconded, all in favor, motion carried.
b. June Meeting Topics Discussion – Discussion concluded with board interested in touring
Kennydale Beach Park and any other topics city staff would recommend for the June meeting.
6. DISCUSSION / ACTION ITEMS
a. Recreation Programs – Carrie Nass shared the presentation she gave to the Community Services
Committee on May 2, 2022 with PowerPoint slides about summer programming and events. See
attached slides.
7. ADMINISTRATOR’S REPORT
a. Cedar River Trail FEMA Embankment Repair – Cailín Hunsaker. Currently at 30% design stage
for bank stabilization and in permit process with the federal government. Construction to start
summer of 2023.
b. May Creek Trail Extension Status - Washington State Department of Transportation will be
building the extension that starts at the north end of the current trail, extend under I405 and
stop at Jones Ave NE. Construction is expected to take place in 2024.
c. Budget Process – The 2023/2024 biannual city budget process is starting soon. More
information in upcoming meetings.
d. Urban Forestry Black River Riparian Forest – Ian Gray was approached by a researcher for a
planting site for a tree planting experiment involving two tree species to compare their climate
resistance. This will include long term monitoring. Ian was approached by the Renton School

District to share about forestry careers so involved a group in helping plant about 100 trees. This
also opens opportunities for Ian to speak to students on forestry career paths.
e. Board Comments – Cynthia suggested the board could participate in their own volunteer park
improvement project. This will be discussed further. Troy asked how the Blue Heron population
is doing at the Black River Riparian Forest. Cailín stated that the Herons Forever group is still
active and a photographer with them recently noted the population is the highest it’s been in
years.
8. ADJOURNMENT
Larry Reymann motioned to adjourn; motion seconded, all in favor, motion carried, adjourned at 5:56pm.
