SUBJECT: ENVIRONMENTAL THRESHOLD (SEPA) DETERMINATION

Dear Mr. Vincent:
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have
completed their review of the subject project and have issued a threshold Determination of Non-Significance.
Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 26,
2022. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-28.14 (and as amended),
the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City
Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal
fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the following non-project
items: D-220: Flood Regulations; D-221: Smoking Clubs or Lounges; D-222: Submittal Requirements Amendments; D-223: Citywide

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days. Per WAC197-11-340(2)(c) any person,
affected tribe, or agency may submit comments to the City within fourteen days of the date of issuance of the DNS.

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the following
non- project items: D-220 Flood Regulations - Proposed code amendments to revise Critical Areas Regulations to comply
with 2021 updates to the FEMA National Flood Insurance Program (NFIP) Community Rating System (CRS) program
requirements; D-221 Smoking Clubs or Lounges – Review and consideration of permissibility of Smoking Clubs or
Lounges. If allowed, with what specific requirements and in what zones; D-222 Submittal Requirements Amendments -
Update permit application submittal requirements to include items for modifications and short plats to improve permit
submittal packages. Also, clarify that a complete application requires general compliance with the development
regulations; D-223 Citywide Minimum Standards for Multifamily – Consideration of specifying the required amount space
different types of multifamily housing provide, as well as, the variety of bedrooms provided. Also, consideration of
amendments to the height allowances in the Center Downtown zone.; D-224 Parking Requirements for Converted Uses
– Staff recommend amending code to require projects that convert affordable housing or commercial use in the Center
Downtown zone that were built with a reduced parking requirement provide the number of parking stalls of the new
converted use; D-225 Warehousing and Distribution Facilities - Staff requested a review of Warehousing and Distribution
Facilities to consider their impacts, what regulations should be applied, appropriate z oning, and if there should be a
distinct impact fee rate for the use.
