PROJECT DESCRIPTION: The subject proposal is for the rezoning of Gene Coulon Park, a 55.3 acre site
along Lake Washington, from the Public Use (P-1) Zone, to the Residential — 1 DU/ac (R-1) Zone with a P-Suffix
designation. It is a part of a series of 44 rezones of the former Public Use(P-1)Zone that is being phased out pursuant to
Council's 1994 direction to do so. No change of use Is anticipated as a consequence of this proposed rezone. Under the
R-1 zoning existing non-conforming uses such as the two existing restaurants within the park would become conforming
uses and the P-Suffix would ensure that nearby residents are notified in advance of any proposed change in tenants,use,
or ownership at Gene Coulon Park.
PROJECT LOCATION: Gene Coulon Park,1201 Lake Washington Blvd.North
OPTIONAL DETERMINATION OF NONSIGNIFICANCE,(DNS): As the Lead Agency,the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore,as permitted
under the RCW 43.21C.110,the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will
be no comment period followingthe issuance of the Threshold Determination of Non-Significance(DNS). A 14-day appeal
period will,follow the issuance of the DNS.. ;

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF GENE COULON
PARK FROM P-1 (PUBLIC USE) TO R-1 (RESIDENTIAL-1 DU/AC)
ZONE. (LUA-00-057, R)
WHEREAS, under Section 4.2.020 of Chapter 2, Land Use Districts, of Title IV
(Development Regulations) of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washingon," as amended, and the maps and reports adopted in conjunction
therewith, the property hereinbelow described has heretofore been zoned as P-1 (Public Use);.
and
WHEREAS, the City of Renton initiated a proceeding for change of zone classification
of said property on or about May 15, 2000. This matter was duly referred to the Hearing
Examiner for investigation, study, and public hearing, and a public hearing having been held
thereon on or about July 11, 2000, and said matter having been duly considered by the Hearing
Examiner, and said zoning request having been recommended for approval without conditions by
the Hearing Examiner or by the Environmental Review Committee, and no requests for
reconsideration or appeals having been received during the appeal period that ended July 31,
2000; and
WHEREAS, said zoning request being in conformity with the City's Comprehensive
Plan, as amended by Ordinance No. 4855, and the City Council having duly considered all
matters relevant thereto, and all parties having been heard appearing in support thereof or in
opposition thereto;

WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. The following described property in the City of Renton is hereby
rezoned to R-1 (Residential-1 DU/AC) zone with a "P" suffix, as hereinbelow specified. The
Neighborhood and Strategic Planning Director is hereby authorized and directed to change the
maps of the Zoning Ordinance, as amended,to evidence said rezoning, to wit:
See Exhibit "A" (legal description) and Exhibit "B" (zoning map) attached hereto and
made a part hereof as if fully set forth herein.
(Said property, approximately 55.33 acres, is located at 1323 Lake Washington Blvd. in
Renton, Washington.)
SECTION II. This ordinance shall be effective upon its passage, approval, and

City project manager, DONALD ERICKSON,Economic Development, City of Renton, 1055 S Grady Way,
Renton,Washington 98055, presented the staff report. He explained that when the City prepared its
Comprehensive Plan in 1993 it deferred making changes to the Public Use(P-1)zone to allow more time to
study existing P-1 uses. Originally,the P-1 zone was intended to recognize public ownership and to provide a
process that would expedite development. The study found that the City's new zoning allows the same public
uses in virtually every zone. It was also found that a relatively high percentage of actual public uses are not
located in the P-1 zones. For example,City Hall and the Fire Station are in the commercial zone and schools
and parks are generally located in single family zones. Staff proposed to the City Council's Planning and
Development Committee that the City should either assimilate all public uses in P-1 zones or allow for public
uses in all other zones. The City Council chose the latter recommendation since there are adequate provisions
in other zones to accommodate public uses and it would be more consistent with the Growth Management Act.
Therefore,the current proposal is part of a series of 50 proposed rezones of publicly held properties. An
ordinance adopted in June 1995 and referred to as "P" suffix zoning,was incorporated to protect the public
interest by identifying publicly-held properties. It also requires public notification if there is to be a change in
tenancy,use, or ownership of any of these properties. All of these P-1 rezones will be identified with a"P"
suffix.
The property which is the subject of this rezone is approximately 55.33 acres in size and is located at 1323
Lake Washington Boulevard between NE 12th Street(if extended) on the south and NE 25th Street(if
extended)on the north. The applicant has requested the site be rezoned from P-1 to Residential-1 DU/AC(R-1)
Zone with the public use"P" suffix attached.
In conclusion,Mr.Erickson recommended that Gene Coulon Park be rezoned from P-1 to R-1 Zone with a"P"
suffix attached for the following reasons: that the rezone is consistent with the Comprehensive Lane Use Map
designation for this parcel,as Residential Rural,which endeavors to preserve open space and natural resources,
protect environmentally sensitive areas by limiting residential development in critical areas as well as areas
identified as part of a city-wide or regional open space network. This rezone is also consistent with the existing
use of the subject property since existing neighborhood,community and regional parks are a permitted primary
use in this zone.
The Examiner called for further testimony regarding this project. There was no one else wishing to speak, and
no further comments from staff. The hearing closed at 10:00 a.m.
FINDINGS,CONCLUSIONS &RECOMMENDATION
Having reviewed the record in this matter,the Examiner now makes and enters the following:
FINDINGS:
1. The applicant, City of Renton,filed a request to reclassify the subject site from P-1 (Public/Quasi-
public)to R-1 (Single Family Residential; 1 dwelling unit per acre).
2. The City of Renton filed requests for approval of a series of more than fifty(50) separate rezones
involving a series of separate properties generally owned by public agencies including the City,King
County and the Renton School District. The City proposes phasing out its P-1 Zone,a zone that in the

past was designed to accommodate public and quasi-public uses. Each of the proposals requests that
the new zoning be changed to closely, if not exactly match, surrounding zoning districts and the goals
of the Comprehensive Plan.
3. The yellow file containing the staff report,the State Environmental Policy Act(SEPA)documentation
and other pertinent materials was entered into the record as Exhibit#1.
4. The Environmental Review Committee(ERC),the City's responsible official, issued a Declaration of
Non-Significance'(DNS)for the subject proposal.
5. The subject proposal was reviewed by all departments with an interest in the matter.
6. While the background information on the study and proposed abolition of the P-1 zone will be the same
for each report,each site will receive separate attention and a separate decision.
7. The P-1 (Public/QuasiPublic)Zone was established in the early 1950's to accommodate governmental
facilities as well as certain private uses such as private medical clinics and private hospitals,as well as
private schools,museums and the like that accommodated the public. The permitted uses were
expanded over the years to accommodate an even wider range of uses while other zoning districts also
broadened their range of respective uses, in effect duplicating the permitted uses in the P-1 zone. The
current zoning categorization generally appears to accommodate most, although not all,of the uses the
current P-1 zone permits. The City Council directed staff to make a recommendation as to the
continued need for a distinct P-1 zone. A result of that study was presented to the Planning
Commission(May 4, 1994 Report). The Planning Commission recommended the assimilation of the
P-1 zone. The City Council then directed that individual parcels be assimilated into nearby,compatible
zones after appropriate public hearings. The current action is the result of those decisions.
8. The subject site is commonly known as Gene Coulon Park. The site is located at the north end of the
City along the east shore of Lake Washington. The site is immediately west of Lake Washington
Boulevard. Staff noted that the most north portion of the park is already zoned R-8 (Single Family;Lot
size-4,500 sq ft)and proposes no change to that classification.
9. The subject site is approximately 55.33 acres. The parcel is irregularly shaped.
10. The City proposes designating the site R-1. The City has attached a special designation to any public
property which carries so-called "normal" zoning designations. This special designation is a"P" or P-
suffix,permitting those who view the Zoning Map to determine that the property is publicly owned.
This designation also carries with it a requirement for public notice of any further change of use or
zoning. The City did not recommend RC(Resource Conservation)because they felt RC was too
restrictive and the areas adjacent to it too urban.
11. The map element of the Comprehensive Plan designates the area in which the subject site is located as
suitable for the development of single family residential uses,but does not mandate such development
without consideration of other policies of the Plan.
12. The site is developed as an urban beach park with some low-key amenities including stream course and

wetland areas and meandering trail.
13. Zoning in the area consists of R-8 zoning for the existing portion of the park and areas north of the
park, and RM-I (Multiple Family)Zoning east of the park across Lake Washington Boulevard. There
is also Heavy Industrial(IH)uses,the Boeing Plant,south of the site.
14. The City recently allowed restaurants in parks in residential zones which will allow those developed
within the park to remain legal conforming uses.
CONCLUSIONS:
1. The proponent of a rezone must demonstrate that the request is in the public interest,that it will not
impair the public health,safety and welfare,and in addition complies with at least one of the criteria
found in Section 4-9-180(f),which provides in part that:
a. The subject site has not been considered in a previous area-wide rezone or land use analysis;or
b. The subject site is potentially designated for the new classification per the Comprehensive
Plan; or
c. There has been a material and substantial change in the area in which the subject site is located
since the last rezoning of the property or area.
The requested classification is justified and should be approved.
2. The P-1 district and its associated properties were removed from the city-wide reclassification effort to
study the basis for the zone itself. This site as well as the other P-1 properties were segregated for
special review. The public hearing that preceded this recommendation is the first analysis since that
study demonstrated that there is no reason to maintain the P-1 zones.
3. The Comprehensive Plan designates the area as suitable for single family uses which allows parks. The
R-1 is suitable for some single family areas and appears reasonable for this large regional park. It
appears that while the area is fairly urban,RC(Resource Conservation)would have been equally
appropriate given the nature of this park.The proposed zoning matches the zoning proposed for most of
the parks developed in residential areas as opposed to those parks along the less developed Maple
Valley corridor.
4. In addition to the desire to eliminate the P-1 zone,there have been a number of substantial changes in
the area. Much of the hillside east of Lake Washington Boulevard has been developed in the last few
years or is being developed currently. Much of that development is multiple family. Rezoning the park
accords with these changes in the area. In addition,the Comprehensive Plan and Zoning code have
themselves undergone a profound change. The need for a separate holding zone for public and quasi-
public uses has been questioned for a long time and the adoption of these new land use provisions just
provided the impetus to review the P-1 zone. The proposed zoning is an appropriate alternative for the
current P-1 zone.

CHANGING THE ZONING CLASSIFICATION OF GENE COULON
PARK FROM P-1 (PUBLIC USE) TO R-1 (RESIDENTIAL-1 DU/AC)
ZONE. (LUA-00-057, R)
WHEREAS, under Section 4.2.020 of Chapter 2, Land Use Districts, of Title IV
(Development Regulations) of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washingon," as amended, and the maps and reports adopted in conjunction
therewith, the property hereinbelow described has heretofore been zoned as P-1 (Public Use);
and
WHEREAS, the City of Renton initiated a proceeding for chime of zone classification
of said property on or about May 15, 2000. This matter was duly referred to the Hearing
Examiner for investigation, study, and public hearing, and a public hearing having been held
thereon on or about July 11, 2000, and said matter having been duly considered by the Hearing
Examiner, and said zoning request having been recommended for approval without conditions by
the Hearing Examiner or by the Environmental Review Committee, and no requests for
reconsideration or appeals having been received during the appeal period that ended July 31,
2000; and
WHEREAS, said zoning request being in conformity with the City's Comprehensive
Plan, as amended by Ordinance No. 4855, and the City Council having duly considered all
matters relevant thereto, and all parties having been heard appearing in support thereof or in
opposition thereto;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. - The following described property in the City of Renton is hereby
rezoned to R-1 (Residential-1 DU/AC) zone with a "P" suffix, as hereinbelow specified. The
Neighborhood and Strategic Planning Director is hereby authorized and directed to change the
maps of the Zoning Ordinance, as amended, to evidence said rezoning, to wit:
See Exhibit "A" (legal description) and Exhibit "B" (zoning map) attached hereto and
made a part hereof as if fully set forth herein.
(Said property, approximately 55.33 acres, is located at 1323 Lake Washington Blvd. in
Renton, Washington.)
SECTION H. This ordinance shall be effective upon its passage, approval, and
five days after publication.

PUBLIC HEARING: In accordance with Section 4-8-14(C)(2),the Hearing
Examiner shall determine if a change of zone classification is
advisable, in the public interest,tends to further the
preservation and enjoyment of any substantial property rights
of the petitioner, is not materially detrimental to the public

The hearing opened on Tuesday,July 11,2000, at 9:45 a.m. in the Council Chambers on the seventh floor of
the Renton City Hall. Parties wishing to testify were affirmed by the Examiner.

City project manager,DONALD ERICKSON,Economic Development,City of Renton, 1055 S Grady Way,
Renton,Washington 98055,presented the staff report. He explained that when the City prepared its
Comprehensive Plan in 1993 it deferred making changes to the Public Use(P-1)zone to allow more time to
study existing P-1 uses. Originally,the P-1 zone was intended to recognize public ownership and to provide a
process that would expedite development. The study found that the City's new zoning allows the same public
uses in virtually every zone. It was also found that a relatively high percentage of actual public uses are not
located in the P-1 zones. For example,City Hall and the Fire Station are in the commercial zone and schools
and parks are generally located in single family zones. Staff proposed to the City Council's Planning and
Development Committee that the City should either assimilate all public uses in P-1 zones or allow for public
uses in all other zones. The City Council chose the latter recommendation since there are adequate provisions
in other zones to accommodate public uses and it would be more consistent with the Growth Management Act.
Therefore,the current proposal is part of a series of 50 proposed rezones of publicly held properties. An
ordinance adopted in June 1995 and referred to as "P" suffix zoning,was incorporated to protect the public
interest by identifying publicly-held properties. It also requires public notification if there is to be a.change in
tenancy,use, or ownership of any of these properties. All of these P-1 rezones will be identified with a"P"
suffix.
The property which is the subject of this rezone is approximately 55.33 acres in size and is located at 1323
Lake Washington Boulevard between NE 12th Street(if extended)on the south and NE 25th Street(if
extended)on the north. The applicant has requested the site be rezoned from P-1 to Residential-1 DU/AC (R-1)
Zone with the public use"P" suffix attached.
In conclusion,Mr. Erickson recommended that Gene Coulon Park be rezoned from P-1 to R-1 Zone with a"P"
suffix attached for the following reasons: that the rezone is consistent with the Comprehensive Lane Use Map
designation for this parcel,as Residential Rural,which endeavors to preserve open space and natural resources,
protect environmentally sensitive areas by limiting residential development in critical areas as well as areas
identified as part of a city-wide or regional open space network. This rezone is also consistent with the existing
use of the subject property since existing neighborhood, community and regional parks are a permitted primary
use in this zone.
The Examiner called for further testimony regarding this project. There was no one else wishing to speak,and
no further comments from staff. The hearing closed at 10:00 a.m.
FINDINGS,CONCLUSIONS &RECOMMENDATION
Having reviewed the record in this matter,the Examiner now makes and enters the following:
FINDINGS:
1. The applicant, City of Renton,filed a request to reclassify the subject site from P-1 (Public/Quasi-
public)to R-1 (Single Family Residential; 1 dwelling unit per acre).
2. The City of Renton filed requests for approval of a series of more than fifty(50) separate rezones
involving a series of separate properties generally owned by public agencies including the City,King
County and the Renton School District. The City proposes phasing out its P-1 Zone, a zone that in the

past was designed to accommodate public and quasi-public uses. Each of the proposals requests that
the new zoning be changed to closely, if not exactly match, surrounding zoning districts and the goals
of the Comprehensive Plan.
3. The yellow file containing the staff report,the State Environmental Policy Act(SEPA)documentation
and other pertinent materials was entered into the record as Exhibit#1.
4. The Environmental Review Committee(ERC),the City's responsible official, issued a Declaration of
Non-Significance(DNS)for the subject proposal.
5. The subject proposal was reviewed by all departments with an interest in the matter.
6. While the background information on the study and proposed abolition of the P-1 zone will be the same
for each report, each site will receive separate attention and a separate decision.
7. The P-1 (Public/QuasiPublic)Zone was established in the early 1950's to accommodate governmental
facilities as well as certain private uses such as private medical clinics and private hospitals, as well as . .
private schools,museums and the like that accommodated the public. The permitted uses were
expanded over the years to accommodate an even wider range of uses while other zoning districts also
broadened their range of respective uses, in effect duplicating the permitted uses in the P-1 zone. The
current zoning categorization generally appears to accommodate most,although not all, of the uses the
current P-1 zone permits. The City Council directed staff to make a recommendation as to the
continued need for a distinct P-1 zone. A result of that study was presented to the Planning
Commission(May 4, 1994 Report). The Planning Commission recommended the assimilation of the
P-1 zone. The City Council then directed that individual parcels be assimilated into nearby, compatible
zones after appropriate public hearings. The current action is the result of those decisions.
8. The subject site is commonly known as Gene Coulon Park. The site is located at the north end of the
City along the east shore of Lake Washington. The site is immediately west of Lake Washington
Boulevard. Staff noted that the most north portion of the park is already zoned R-8 (Single Family;Lot
size-4,500 sq ft)and proposes no change to that classification.
9. The subject site is approximately 55.33 acres: The parcel is irregularly shaped.
10. The City proposes designating the site R-1. The City has attached a special designation to any public
property which carries so-called "normal" zoning designations. This special designation is a "P" or P-
suffix,permitting those who view the Zoning Map to determine that the property is publicly owned.
This designation also carries with it a requirement for public notice of any further change of use or
zoning. The City did not recommend RC(Resource Conservation)because they felt RC was too
restrictive and the areas adjacent to it too urban.
11. The map element of the Comprehensive Plan designates the area in which the subject site is located as
suitable for the development of single family residential uses,but does not mandate such development
without consideration of other policies of the Plan.
12. The site is developed as an urban beach park with some low-key amenities including stream course and

wetland areas and meandering trail.
13. Zoning in the area consists of R-8 zoning for the existing portion of the park and areas north of the
park, and RM-I(Multiple Family)Zoning east of the park across Lake Washington Boulevard. There
is also Heavy Industrial(IH)uses,the Boeing Plant, south of the site.
14. The City recently allowed restaurants in parks in residential zones which will allow those developed
within the park to remain legal conforming uses. -
CONCLUSIONS:
1. The proponent of a rezone must demonstrate that the request is in the public interest,that it will not
impair the public health, safety and welfare,and in addition complies with at least one of the criteria
found in Section 4-9-180(f),which provides in part that:
a. The subject site has not been considered in a previous area-wide rezone or land use analysis; or
b. The subject site is potentially designated for the new classification per the Comprehensive
Plan; or
c. There has been a material and substantial change in the area in which the subject site is located
since the last rezoning of the property or area.
The requested classification is justified and should be approved.
2. The P-1 district and its associated properties were removed from the city-wide reclassification effort to
study the basis for the zone itself. This site as well as the other P-1 properties were segregated for
special review. The public hearing that preceded this recommendation is the first analysis since that
study demonstrated that there is no reason to maintain the P-1 zones.
3. The Comprehensive Plan designates the area as suitable for single family uses which allows parks. The
R-1 is suitable for some single family areas and appears reasonable for this large regional park. It
appears that while the area is fairly urban,RC(Resource Conservation)would have been equally
appropriate given the nature of this park.The proposed zoning matches the zoning proposed for most of
the parks developed in residential areas as opposed to those parks along the less developed Maple
Valley corridor.
4. In addition to the desire to eliminate the P-1 zone,there have been a number of substantial changes in
the area. Much of the hillside east of Lake Washington Boulevard has been developed in the last few
years or is being developed currently. Much of that development is multiple family. Rezoning the park

Nearby uses abutting the subject site to the north, east and south were
rezoned in June 1993 to the R-1, R-8, RM-1, CC and IH zones. This and
a number of other P-1 zoned sites were not rezoned at this time awaiting
recommendations from planning staff for future zoning.

the following reasons:
(1) The rezone is consistent with the Comprehensive Plan Land Use Map designation for this parcel,
as Residential Rural,which endeavors to preserve open space and natural resources, protect
environmentally sensitive areas by limiting residential development in critical areas as well as areas
identified as part of a city-wide or regional open space network. Gene Coulon Park is part of the edge of
Lake Washington,which is a regional open space/resource.
(2) The rezone would be consistent with earlier citywide rezones of other properties in the area that
were zoned R-1 in 1993 and/or 1995. This rezone is also consistent with the existing use of the subject
property since existing neighborhood, community and regional parks are a permitted primary use in this
zone;
(3) The subject rezone is a non-project action under SEPA and is a legislative act that is not expected
to actually reduce the development potential of the site. It would reduce the scope of uses that might
otherwise be allowed under the P-1 Zone which includes a broad array of governmental uses ranging from

1. PROJECT DESCRIPTION/BACKGROUND
The current proposal is part a series of forty-four (44) proposed rezones of publicly held
properties that would change the Public Use (P-1) zoning designation to zoning already in the
area that allow the proposed use or most accurately reflects the characteristics of the use in
terms of its scale, lot coverage, and bulk. In addition to these forty proposed P-1 rezones, the
City has already rezoned nine (9) private P-1 properties and thirty-two (32) public P-1 properties.
There are approximately twelve (12) publicly held P-1 properties to be rezoned in the near
future, for a total of 53 P-1 rezones. This consolidation of the City's zoning is based in part upon
a detailed analysis that was done in November, 1993 that was summarized in a Staff Report to
the Planning and Development Committee in May 4, 1994. Because of major inconsistencies in
the application of the P-1 Zone over the years and new zoning in 1993 that provides for broad
array of uses, the Council directed staff in 1994 to assimilate the small P-1 Zones into the City's
then new and comprehensive Zoning Code.
2. ENVIRONMENTAL REVIEW
Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21 C, 1971 as
amended), on May 23, 1995 the Environmental Review Committee issued a Determination of
Non-significance for the five rezones identified in the checklist reviewed.
3 COMPLIANCE WITH ERC MITIGATION MEASURES
Because no mitigation measures were imposed on this non-project action, there were no ERC
conditions that the applicant was required to comply with.
4. STAFF REVIEW COMMENTS
Because this and the other four P-1 rezones considered at the same time were considered to be
non-project actions under SEPA, and because there were being sponsored by the City rather
than private individuals, comments from other reviewers were not individually solicited. This
item and the four rezones were, however, discussed at the Environmental Review Committee
meeting on September 23, 1997.

5. CONSISTENCY WITH REZONE APPROVAL CRITERIA
Section 4.9.180.F. "In any case where a change of the zone classification of property is
recommended, at least one of the following circumstances shall be found to apply:"
(5A) GENERAL CRITERIA:
(1) PREVIOUSLY NOT CONSIDERED ZONING RECLASSIFICATION: That substantial
evidence was presented demonstrating the subject reclassification appears not to have
been specifically considered at the time of the last area land use analysis and area
zoning; or

area rezoning since it was understood that Staff were studying the P-1 Zone and were preparing
recommendations to the Planning Commission and City Council on whether this special zoning
should be retained or assimilated into the City's other new zoning classifications.
Nearby uses abutting the subject site to the north, east and south were rezoned in June, 1993 to
the R-1, R-8, RM-I, CC and IH Zones. This and a number of other P-1 zoned sites were not
rezoned at this time awaiting recommendations from planning staff for future zoning. As noted
above in June, 1994 Council directed staff to proceed with the assimilation of the P-1 Zone into
the City's other new zoning categories (see Exhibit B).
(2) CONFORMANCE WITH THE COMPREHENSIVE PLAN, ITS ELEMENTS &
POLICIES: That the property is potentially classified for the proposed zone being
requested pursuant to the policies set forth in the Comprehensive Plan and conditions
have been met which would indicate the change is appropriate; or
The subject site has been determined to be potentially classified for the proposed R-1 Zone
based upon the fact that it is designated on the City's Comprehensive Land Use Map as
Residential Rural, which encourages lower density single-family residential near and/or within
environmentally sensitive areas. The recommended R-1 zoning would be consistent with the
City's Comprehensive Plan.

The existing use is also consistent with a number of the Plans objectives and/or policies
including Objective LU-XX pertaining to providing open space and preserving land to meet the
recreational needs of present and future generations. Likewise, it is consistent with Objective
LU-ZZ pertaining to developing a maintaining a system of high quality parks and recreation
facilities to serve Renton residents. Clearly, the existing park is an important regional amenity
that serves not only residents of Renton, but also of the greater region.
The existing facility also meets a number of the other objectives including being part of an
approved comprehensive parks and trails master plan, being part of a coordinated development
where architecture of various buildings and shelters have coordinated through the use of similar
materials and design elements, and where significant natural features (Lake Washington) have
been utilized to create focal points.
The proposed rezone is also appropriate because the new "P" suffix designation on the rezone
ensures early public notification whenever there is a change in the use, ownership, or tenancy of
a public owned facility, including parks. This is intended to provide an increased opportunity for
public input to decision makers before any action is taken. Therefore, it would appear that
Policies LU-229, LU-230, and LU-231 (pertaining to preserving public lands for public uses), are
met as well.

(3) TIMELINESS OF PROPOSED REZONE: That since the last previous land use
analysis of the area zoning of the subject property, authorized public improvements,
permitted private development or other circumstances affecting the subject property have
undergone significant and material change.
As noted above, the proposed rezone is timely because in June, 1995 the City adopted new
zoning provisions to protect the public trust that implement Public Facilities policies LU-229, LU-
230, and LU-231. These provisions ensure early notification of nearby residents and property
owners whenever there is a change of use, ownership, or tenancy (where it is likely to affect
surrounding uses) of any publicly owned property have a "P" suffix designation. It was
important to have these provisions in place before proceeding with these rezones so that the
public trust would be protected. This broad protection of the public trust was not available back
in 1993.
H. RECOMMENDATION:
Staff recommends approval of the Gene Coulon Park Rezone, Project File No. LUA-97-115, R, ECF,
from the Public Use (P-1) Zone to the Residential - 1 du/ac (R-1) Zone with a "P" suffix attached for the
following reasons:
(1) The rezone is consistent with the Comprehensive Plan Land Use Map designation for this parcel,
as Residential Rural, which endeavors to preserve open space and natural resources, protect
environmentally sensitive areas by limiting residential development in critical areas as well as areas
identified as part of a city-wide or regional open space network. Gene Coulon park is part of the edge of
Lake Washington which a regional open space/resource;
(2) The rezone would be consistent with earlier city-wide rezones of other properties in the area that
were zoned R-1 in 1993 and/or 1995. This rezones is also consistent with the existing use of the subject
property since existing neighborhood, community and regional parks are a permitted primary use in this
zone; and, .
(3) The subject rezone is a non-project action under SEPA and is a legislative act which is not

Several notes on the matrix:
Parks are included in the additional Hearing Examiner Conditional Uses in RMC Section 4-31-
36D.1.h. Where the code for individual zones did not specifically address the use, HEX was
entered. This explains the HEX (if defined as a park) qualifier under the Trails heading. Since
Open Spaces are differentiated from Parks, NA was entered when these were not specifically
permitted. Do Open Spaces need to be a permitted use?
Additionally (if we're picking nits), in the CD code section, Parks, Trails and Open Space are
under the Retail Sales heading. In IL, they are under the Services section. Also in the IL,
Community Parks are referred to as Commercial Parks.
