The following information is being provided for the purpose of justifying the reasons why it is believed
that this project should be allowed by The City of Renton and addressing the criteria listed in RMC 4-9-
303, Conditional Use Permits.
1. Consistency with plans and regulations:
The proposed use as an accessory dwelling unit for the multi-generational household of
the Hyodo Family is compatible with the general goals, objectives, policies and
standards of the Comprehensive Plan, the zoning regulations and any other plans,
programs, maps or ordinances of the City of Renton. The only factors not allowing this
project to be fast tracked under the current City of Renton PRADU program is that the
ADU plans were not from the “lookbook” provided by the City and that the property
has the unique design of having both a front and a rear residential street.
2. Appropriate Location:
The proposed location of the ADU on the rear portion of the lot shall not result in the
detrimental over concentration of residential use within the City or within the immediate area
of the proposed ADU. The location is well suited of the addition of an ADU and will not detract
from the look of the existing neighborhood nor will it burden the residential streets with
vehicles.
3. Effect on Adjacent Properties:
The proposed addition of an ADU on the subject location will not result in any substantial or
undue adverse effects on any adjacent properties. The proposed ADU structure, height and
appearance will not interfere with any lines of sight, density issues, or other nuisances.
4. Compatibility:
The proposed ADU will be compatible with the residential nature of the neighborhood in
which it will be located. The ADU will not detract from the overall look and feel of the existing
property or neighborhood.
5. Parking:
The current home located on the property consists of a 2 car garage and additional space in the
drive way for another 2 vehicles to park off street. There is additional street parking fronting
2709 NE 23rd Pl. of at least 2 vehicles. There is also a gravel area at the side of the house and
driveway that can accommodate another 2 vehicles if necessary.
6. Traffic:
The addition of the ADU to the property will not impede any safe movement of vehicles and
pedestrians and shall not have any adverse potential effects on the surrounding areas.
7. Noise, Light and Glare:
The potential noise, light and glare from the addition of the ADU and its use as a residential
unit should not impact the general area. There is an existing fence along NE 23rd St. which will
be at the rear of the structure and the front of the ADU will face the existing home on the
property.
8. Landscaping:
The property is currently minimally landscaped with grass coverage and some flower beds. The
landscaping plans for the project include the addition of at least 2 new trees.
