2. Soils : Alderwood (AgC) . Permeability is moderately rapid
in the surface layer and subsoil . Runoff is slow to medium and
the erosion hazard is moderate . This soil is used for timber,
pasture, row crops , and urban development .
3. Some small shrubs and a few evergreen trees are found on
the subject site.
4. Existing vegetation on the site provides suitable habitat for
birds and small mammals.
5. Water : No water was evidenced on the subject site (September 6 ,
1979) .
6, Land Use : The subject site is undeveloped at this time.
E. NEIGHBORHOOD CHARACTERISTICS :
The surrounding area is developed into a medical-professional

L. PLANNING DEPARTMENT ANALYSIS (Special Permit ) :
1. The proposed parking layout contained in this application
is consistent with the requirements of the Parking and Loading
Ordinance, Chapter 22 of the Renton Municipal Code.
2. Approval of this request will insure that ample parking and
maneuvering space are provided for the clinic uses adjacent
to the east and approved in SP-287-79.
3. Suitable utilities are available to the subject site . However,
sewer and water plans along with storm drainage plans should be
submitted to the Public Works Department for review and approval.
4. In SP-287-79 the Hearing Examiner required a 15-foot landscape
buffer along the southerly edge of the property adjacent to the
east . However, 10 feet of the 15-foot width is reserved for a
sewer and water easement . It does not appear that the sewer and
water easement extends into the subject site . If this is the
case, then the 15-foot landscape buffer should be required along
the southerly and westerly borders of the site to serve as an
effective screen for the adjacent "G" zoned parcels .
5. The 'andscape plan submitted with the building permit application
was not approved. A new landscape plan was required prior to
occupancy. The landscape area around the parking lot as stated in
L-4 , should be included in that landscape plan.
M. DEPARTMENT RECOMMENDATIONS (Special Permit ) :
Based upon the above analysis , the staff recommends approval of the
request for parking only with landscaping of all areas of the site
not paved, subject to the approval of detailed landscaping plans
by the Planning Department prior to installation of landscape
materials and the occupancy of the clinic on the parcel immediately
to the east .

FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS: •
1. The request is for approval of a rezone of +9,900 square feet from G (General)
classification to P-1 (Public) classification together with a request for site
approval to establish a parking lot on the site.
2. The Planning Department report sets forth the• issues, applicable policies and provisions,
- findings of fact, and departmental recommendations in this matter, is uncontested; and
is hereby attached as Exhibit #1 and incorporated in this report by reference as set
forth in full therein.

3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
' Policy Act of 1971, R.C.W. 43.21.C. , as amended, a Declaration of Non-Significance •
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible. with the required setbacks, lot coverage and height
• requirements Of Section 4-710 (Public) of Title IV, Ordinance No. 1628, Code of
General Ordinances.
8. The subject site was annexed into .the city in 1968. The G classification was applied
at the time the area was annexed. The adjoining lot was rezoned by the Council and
a special permit to construct a medical clinic was approved in early 1979 (File No.
• R-286-79 and SP-287-79) .
9.• The site slopes downward from east to west at about a 10% grade. The undeveloped site
contains some small shrubs and a few evergreen trees.
10: The subject site is in the vicinity of the Valley General Hospital and the area is
developed with. a number of medical and professional clinics. There are some scattered
single family homes in the area.

11. The applicant proposes to develop an expanded dermatology clinic on the adjoining lot
and an associated parking area on the subject site to provide adequate parking.
12. The Planning Department recommended that the rezone and the special permit be issued
• with the condition that the area be adequately landscaped. The applicant requested
that the landscaping be omitted because of the distance between the subject site and
the nearest residential units. The distance was not specified.
The Fire Department indicated that road grades should be limited to less than 15%
for emergency access on the site.
13. The Comprehensive Plan for the area in which the subject site is located designates
the area as potentially suited for public development.
14. The area to the west, south and east of the subject site is zoned G and is developed
with scattered single family housing. The Comprehensive Plan indicates that these
areas are potentially zoned for single family development.
15. An R-3 district lies just north of the subject site along S. 43rd Street.
CONCLUSIONS:•
1. The proponent of a rezone must demonstrate compliance with at least one of the
criteria of Section 4-3014, which provides in part that:
a. The site has not been considered in a previous area-wide rezone;
b. The site is potentially zoned for the new classification per the Comprehensive
Plan and conditions indicate that the change would be appropriate; or
c. There have been significant and material changes in the area indicating the
change is appropriate.

The applicant has demonstrated that the circumstances are appropriate for the
requested change.
•
The area in which the subject property is located is the site of Valley General
Hospital and a large array of medical clinics established in a rather extensive
P-1 zone. , Most of this development is of recent occurrence.
2. The adjoining lot was rezoned to P-1 in early 1979 to permit the expansion of a
existing dermotology. clinic. The site plan for that project was approved. The
applicant has proposed to provide expanded parking facilities to adequately ser e
the previously'approved clinic. The proposed use of the subject property as a •
• parking area will not have a negative effect on the neighboring properties when it
is effectively screened by appropriate landscaping.
3. . The plans comply with the, necessary criteria of the Parking and Loading Ordinance,
Chapter 22 of the Renton Municipal Code.
4. The "requested exception to the landscape requirements would be inappropriate si ce
the adjoining property to the south is, presently zoned for residential use and 's
developed in that use. The potential for further residential subdivision is
probable and these properties should be effectively screened from the more inte se
use the applicant is establishing, especially a parking lot.
In addition, the property to the south is designated in the Comprehensive Plan for
single ,family use and the. probable change of zoning of this adjoining property
to a more intense use must be ruled out for the present.
•
5. Road grades developed on the' property should be limited to less than 15% per the
recommendation of the Fire Department so that adequate emergency access is poss'bie.
•
RECOMMENDATION:
The City Council should approve the requested rezone subject to:
1. Installation of landscaping approved by the Planning Department which is to be
integrated into the landscaping of the adjoining clinic parcel which is being
developed by the applicant.

2. Development of all roads on the subject site should be less than a 15% grade:
• The site approval is granted subject to approval of the rezone request.

SE Quadrant Letter from Planning Director Ericksen presented Planning
Comprensive Plan Commission recommendations for the Southeast Renton Compre-
Adopted hensive Planning Area which is defined as area southerly
of the Cedar River, southeasterly of the FAI-405 and easterly
of the Valley Freeway. The southerly and easterly boundaries
were not specifically defined but include areas in King County
extending easterly to the Fairwood/Lake Youngs area and
southerly to Kent. The Comprehensive Plan as recommended
included Land Use, Community Facilities, Circulation, Utilities
of water, sewer and storm drainage. The letter explained
the plan as a guide for present and future actions relating to
growth and land development. Moved by Stredicke, Second by
Trimm, refer to the Planning and Development Committee for
for recommendation re presentation/public hearing. Councilman

WHEREAS under Chapter 7, Title• IV (Building Regulations) of Ordinance
•
No. 1628 known as the "Code of General Ordinances of the City of Renton", Cs
amended, and the maps and reports adopted in conjunction therewith, the property
hereinbelow described has heretofore been zoned as General Classification District (G);
and •
WHEREAS a proper petition for change of zone classification of said property
has been filed with the Planning Department on or•about August 27, 1979, which
petition was duly referred to the Hearing Examiner for investigation, study and public
hearing, and a public hearing having been held thereon on or about September 18,
1979, and said matter having been duly considered by, the Hearing Examiner and said
zoning request being in conformity with the City's Comprehensive Plan,,as amended,
and the City Council having duly considered all:matters relevant thereto, and all parties
having been heard appearing in support thereof or in opposition thereto, NOW
THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS: • •
SECTION I: The following•described property in the City of Renton is
hereby rezoned to P-i (Medical, Health, Fire and Education) District as hereinbelow
specified; subject to the findings, conclusions and decision dated September 21, 1979;
the Planning Director is hereby authorized and directed to change the maps of the
Zoning Ordinance, as amended, to evidence said rezoning, to-wit:
