There is at present a housing shortage--
I want to make better use of my land--and
make that area look nicer.
I will soon be ready to build and I do not

Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requ res
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals . The Act also requires that an EI be
prepared for all major actions significantly affecting the quality of the environme t.
The purpose of this checklist is to, help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of your answers are required, or wh re
you believe an explanation would be helpful to government decision makers , include our
explanation in the space provided, or use additional pages if necessary. You shoul
include references to any reports or studies of which you are aware and which are r le-

PRELIMINARY REPORT TO THE HEARING EXAMINER
PUBLIC HEARING: CHARLES A. GRAMPS , File No : R-454-79

The slippage potential is moderate. This soil is used for
mostly timber. Some areas on the lower parts of slopes are
used for pasture .
3. Vegetation : The northerly portion of the site consists of
numerous Douglas Fir trees whil to the south lawn grass with
scattered shrubs are the rule.
4. Wildlife : The existing vegetation on the site provides suitable
habitat for birds and small mammals .
5. Water: No surface water was evidenced on the site (January
3, 1980) .
6. Land Use: A single family residence and older duplex are
found in the westerly portion of the subject site .
E. NEIGHBORHOOD CHARACTERISTICS :
The surrounding properties are a mixture of undeveloped, single
family residential and low to medium multiple family residential .
F. PUBLIC SERVICES :
1 . Water and Sewer : A 12" water main extends east-west on Sunset
Blvd. N.E. adjacent to the subject site and a 6" main runs north-
south along Newport Avenue N.E. within 300 feet to the west .
8" sanitary sewers are located on both Newport Avenue N.E. and
Sunset Blvd.
2. Fire Protection : Provided by the Renton Fire Department per
ordinance requirements.
3. Metro Transit Route #107 operates along N.E . 12th Street within
mile to the south of the subject site .
4. Schools : Hillcrest Elementary School is within 3/4 of a mile
to the west of the subject site while McKnight Junior High
School is approximately 1/2 mile to the west and Hazen Senior
High School is within 14 miles to the east of the site.
5. Recreation: The North Highlands Park is within 3/4 of a mile
to the west and Kiwanis Park is within one mile to the southeast .

on August 22 , 1957 at which time the present zoning classification
was applied.

1. Topography : The subject site slopes down from south to north at
approximately a 7-8% slope.
2 . Soils : Arents , Alderwood material (AmC) . Runoff is medium,
erosion hazard is moderate to severe. This soil is used for
urban development . Alderwood garvelly sandy loam, 15-30% slopes
(AgD) . Runoff is medium and the erosion hazard is severe.

L. PLANNING DEPARTMENT ANALYSIS :
1. The subject proposal is consistent with the Comprehensive Plan
land use designation of low density multiple family for he site
and surrounding area.
2. A parcel of property immediately across Sunset Blvd. N.E
to the south was rezoned from SR-1 to R-2 by Ordinance #!627
of April 23, 1971 and a second parcel on the south side of Sunset
approximately 500 feet to the east was also rezoned from SR-1
to R-2 by Ordinance #2631 of May 7, 1971 .
3. The subject site does not appear to have been considered since
the last area land use analysis and zoning (Comprehensive Plan
Land Use Report , 1965, and Section 4-3014-A) .
4. Suitable utilities are available to the subject site . However,
a sewer extension and/or easement will be required in addition to
a latecomer ' s fee for water. Standard hook-up fees will also apply .
5. Fire access will be required and a hammerhead turnaround or
cul-de-sac with a 45 ' turning radius provided as per Fire
Department requirements .
6 . The subject property presently serves as a buffer betweel Sunset
Blvd. N.E. and the single family residences to the north
Significant evergreen .trees are included and these should be
retained as much as possible in any future site development .

3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, R.C.W. 43.21.C. , as amended, a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. The subject property is located on the north side of Sunset Boulevard N.E. between
Newport Avenue N.E. (approximately 170 feet to the west) and Union Avenue N.E.
7. The site slopes downward from Sunset at approximately a 7-8% grade. There is erosion
and slippage potential and there is runoff because of the slope.
8. An existing single family home and a duplex are currently located on the western
portion of the subject site. The site contains Douglas fir trees in the north
portion of the site and lawn grasses in the southerly portion of the subject site.
9. The development in the area consists of a mixture of development types, although
there are a large number of undeveloped properties in the vicinity. There are
single family residences to the north of the subject site in a moderate sized
subdivision. Single family residences on large lots front on Sunset Boulevard east
and west of the subject property.
10. The zoning districts in the area are a mix of GS-1, east, west and south of the
subject property, SR-1 (Single Family Residential; minimum lot size - 7,500 square
feet) , north of the subject property, and R-2 directly south across Sunset and east.
11. The Comprehensive Plan indicates that the area in which the subject property is
located is suitable for low density multifamily residential development.
12. The subject site was annexed into the city in August of 1957 and the current
classification, GS-1, was applied at that time.
The R-2 property located across Sunset Boulevard N.E. from the subject property was
reclassified to R-2 in 1971. The R-2 parcel 500 feet east of the subject property
was also rezoned in 1971.
CONCLUSIONS:
1. The proponent of a reclassification must demonstrate compliance with at least one of
the three criteria listed in Section 4-3014 which provides in part that:
a. The subject site has not been considered in a previous area wide rezone or land
use analysis; or
b. The subject site is potentially zoned for the new classification per the
Comprehensive Plan; or
c. There has been demonstrated change in the development pattern in the area
since the last rezoning action.
The applicant has demonstrated that the necessary criteria to permit the rezone of
the subject property has been met.
2. The Comprehensive• Plan designates the area in which the subject property is located
as suitable for the development of low density multiple family units. The applicant
has proposed to rezone the subject property R-2, which permits the establishment of
duplex units on parcels containing 7,200 square feet in area. The proposal is
compatible with the designation of the Comprehensive Plan.
3. There have been two prior rezones to R-2 in the vicinity of the subject property.
One of those sites is directly south of the subject property; the other, also,
lying along Sunset Boulevard N.E. is only 500 feet to the east. The applicant is
proposing similar treatment of the subject property which fronts on Sunset Boulevard
N.E.
4. While there are parcels of single family development along Sunset, a well-integrated
.duplex development on the 45,000 square foot site the applicant proposes will not
adversely impact these nearby properties which remain in single family uses. The
subject property's classification to R-2 and development of duplex units will
provide a buffer between heavily traveled Sunset Boulevard N.E. and the single
family homes to the north.

Mr. Gramps indicated concurrence in Exhibit #1, and supported approval of the requested
rezone. He requested clarification ,of the Planning Department requirement for extension
of sewer lines as noted. in Section L.4 of Exhibit #1. Mr. Munson 'advised that. .n
easement must be obtained to the existing pump station in the area, and requested that
the applicant contact the Utilities Division for specific information regarding the
matter.
The Examiner requested further comments in support or opposition to the application.
There was no response. He then requested final comments from the Planning Department
staff. Since there were no further comments, the hearing regarding File No. R-,54-79
was closed by the Examiner at. 9:55 a.m.

' FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this ma ter, the
Examiner now makes and enters the following: •
FINDINGS:
1. The request is for approval of a reclassification of a +45,000 square foot .arcel
from GS-1 (General;' Single.Family Residential; minimum lot size - 35,000 sq are feet)
to R-2 (Duplex Residential; minimum lot size 7,200 square feet) .
2. The Planning Department report sets forth the issues, applicable policies a d
provisions, and departmental recommendations in this matter, and is entered as •
'Exhibit #1.

The retention of the significant trees on the property will.permit the applicant
to buffer the north property line and the single family development in that area
from •the more intense development the applicant proposes.
5. The applicant will have to receive Fire Department approval of the primary access
from Sunset Boulevard. At a minimum, the applicant will have to provide a turnaround
with 'a 45-foot radius. .
RECOMMENDATION:
The City Council should approve the reclassification of the subject property from GS-1
to R-2 subject to the following conditions:
1. The approval of the Planning Department of a tree retention plan in order to adequately
buffer the single family homes surrounding the subject property. .
' 2. Approval by the Fire Department of the fire access which shall include a minimum 45-
foot radius turnaround.
3. The provision of a sewer extension and/or easement and the payment of the standard
fees.

be filed in writing on or before February 6, 1980.. Any aggrieved, person feeling that
the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgement, or the discovery of new evidence which could not be reasonably
available at the prior hearing may make a written request for review by the Examiner,
' within fourteen (14) days from the date of the Examiner's decision. This request shall
set forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of' $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in
the Finance Department, first floor of City Hall, or same may be purchased at cost in
said department.

Dear Mr . Cramps :
Pursuant to our conversation of late last week, it will be
necessaryfor you to provide the correct legal description
concerning the rezone application to a Mr. Dick Houghton
in the Engineering Department (235-2631) . His review of
the legal provided by you does not correspond with the apparent
ownerships presented in the assesor 's listings . The City
cannot continue processing the ordinance before the City
Counil until the question of the legaldescription is clarified.
The ordinance rezoning the property was originally intended
to be read last evening ; however , it was removed from the
agenda. .
It my understanding from our conversation that Mr. Dalpay
was going to call Mr. Houghton and resolve the problem .
As of today, we have no information that this conversation
has taken place and we will not place the ordinance back
on the City Council agenda untij the situation is resolved.

CORRESPONDENCE AND CURRENT BUSINESS
Administrative Mayor Shinpoch advised Department Heads that it will not be

agenda item or they are specifically requested to do so. Mayor
Shinpoch thanked Public Works Engineer Richard Houghton for
commendable effort last Monday night re sewers public hearing.
Mayor Shinpoch also noted clarification as requested by Council-
man Shane regarding "ethics and the elected official ." City
Ordinance No. 2586 was explained along with procedure for declar-
ing conflict of interest and disqualification; also Board of
Ethics explained. Mayor Shinpoch reported the Suburban Mayors'
Association hosted Kent Swisher and Stan Finkelstein from Associ-
ation of Washington 'Cities 2/6/80 with Legislative update; Council-
man Hughes had also attended.
OK Cab Inc. _ Letter from Doretha Rood, President, OK Cab Inc. and Philip
Sale Reinhardt requested approval of the sale of controlling
interest in OK Cab Inc. , P. 0. Box 217, Renton, to Philip
Reinhardt in accordance with requirements of Ordinance 2074.
The letter explained that Mr. Reinhardt is leasee-operator of
the Rainier Union 76 Station at 320 Rainier Ave and that the two
businesses will operate compatibly. The letter requested
immediate action as closing date had been set at 2/15/80.
MOVED BY SHANE, SECOND STREDICKE, REFER MATTER TO THE PUBLIC
SAFETY COMMITTEE. CARRIED.
NEW BUSINESS Councilman Hughes called attention to invitation to meet with
State Legislators in Olympia 2/15/80, asking those Councilmen
wishing to participate to contact the Council Secretary.
Councilman Reed found the orientation with the Planning Department
helpful and suggested Public Works and Park Departments also
hold orientation for new Council Members if possible.

WHEREAS under Chapter '7, Title IV (Building Regulations) of Ordinance
No. 1628 known as the "Code of. General Ordinances of the City of Renton", as

First Reading The Ways and Means Committee recommended first reading of an
Sewer ordinance known as Kennydale/Honeydew Sewer Interceptor which
Interceptor relates to facility and trunk connection charges and establishes
a trunk line service charge and trunk line service area in the
Kennydale and Honey Creek areas. (Public Hearing 2/4/80)
Following reading, MOVED BY CLYMER, SECOND SHANE, REFER THE
ORDINANCE BACK TO WAYS AND MEANS COMMITTEE FOR ONE WEEK. CARRIED.
The Ways and Means Committee recommended reading and adoption of
the following three resolutions :
Resolution #2320 A resolution was read authorizing Interlocal Agreement between
Interlocal City, designated Indian Tribe and the incorporated municipal
Agreement -- jurisdictions within King County except Seattle; authorizing
Law & Justice the Mayor and City Clerk to sign the agreement. MOVED BY CLYMER,
Planning Funds SECOND ROCKHILL, ADOPT THE RESOLUTION AS READ. CARRIED.
Resolution #2321 A resolution was read designating Peoples National Bank of Wash-
Demand Bank ington, Renton Branch as demand deposit account depository for
Depository the City for a period of two years commencing 5/1/80; authorizing
the Mayor and City Clerk to execute Agreement. MOVED BY CLYMER,
SECOND HUGHES, ADOPT THE RESOLUTION AS READ. CARRIED.
Resolution #2322 A resolution was read approving the form of cooperation agreement
Housing between the City and the Housing Authority of the City and author-

and/or services have been received/rendered; including the
following: L. I .D. #302 Revenue Warrant R-53 $17,061 . 18 and Cash
Warrant C-125 $17,061 . 18; L. 1 .D. #307 R-12 $19,151 .32 and
C-16 $19,151 .32. MOVED BY CLYMER,SECOND SHANE, APPROVE THE

CONSENT AGENDA The following items are adopted by one motion which follows
materials included:
Boundary Review The Board of Public Works reviewed proposed annexations for
Board re King County Boundary Review Board concerning King County Water
Proposed District #58 Resolution 1840 AP-79-1 and Resolution 1838 #P-79/a.
Annexation The Board members expressed concern that development in this
Water District area would not be under the City's control and that once develop-
#58 ment began in the area, it would be difficult to annex. That
at the present the City's water shed '(annexed some time ago)
is an island and if area in question was annexed, then the
the water shed would be contiguous to the City. Refer to the
Planning Director to invoke jurisdiction.
Appointment Mayor Shinpoch appointed Karen Lunder to the Municipal Arts
Commission to complete the term of Lloyd Meeks who has resigned;
term effective through 12/31/81 . Refer to Ways and Means Committee.
Cedar River Planning Department Housing and Community Development Coordinator
Trail requested an Ordinance appropriating $1 ,900 from donation of
The Boeing Company for recreation facilities on Cedar River Trail
near Boeing, to the Trail Construction Fund. Refer to Ways and
Means Committee,
Superior Letter from Superior Fast Freight, 400 SW 34th St. , requested
Fast Freight a latecomer agreement for improvements at 400 SW 34th St.
LCAG as water line and hydrants were installed at larger volume
than needed by Superior Fast Freight which was directed by
the City Engineering Department. The letter noted easement
granted to the City. Refer to the Public Works Department
and to the Utilities committee.
Damages Claim for Damages was filed by Puget Sound Power and Light Co.
when City vehicle hit a power pole; cost $271 .50. Refer to
City Attorney and Insurance Carrier.
LID #307 Letter from_ Pu blic Works Department requested final pay estimate
Raymond Ave. SW final acceptance of project and beginning of 30-day lien release
period for the Raymond Ave. SW, LID #307, Contract CAG 033-79•
Public Hearing Contractor Frank Coluccio Construction Co. , Inc. completed the
Final Roll project 12/21/79; final construction cost $332,738.55.
4/7/80 Second letter from Public Works Department requested hearing
date of 4/7/80 to consider the final assessment roll for LID #307
in amount of $492,768.87. Council accept project as of 3/10/80
and set hearing date 4/7/80,.
Final Plat Hearing Examiner Kaufman recommended approval, subject to restric-
Pulte Home tive covenants, posting of a bond and other conditions, for final
Corporation plat nine-lot single family subdivision in R-1 zone located
Brentwood Park at the southeast corner of Pierce Ave. NE and NE 12th St. , known

Appropriation Public Works Department requested ordinance appropriating
Request - $4,875 from insurance company when Ornamental Garden Services truck
backed over City survey instrument, into Engineering Design
Budget to replace, instrument. Refer to Ways and Means Committee.
