Thank you for the opportunity to provide comments on the State
Environmental Policy Act (SEPA) notice of application utilizing the optional
determination of nonsignificance (ODNS/NOA) process for the Sounders FC
Center at Longacres project. Based on review of the checklist associated with
this project, the Department of Ecology (Ecology) has the following comments:
Section B Environmental Elements Subsection 3 Water b Ground Water: The
regional groundwater table appears to be shallow. Please provide the
maximum excavation depth of the project. If dewatering is needed during the
excavation, please provide the dewatering procedure. Section B
Environmental Elements Subsection 7 Environmental Health: This subsection
indicated that potential soil or groundwater impact may be present in the
project area related to former Boeing operation or Tacoma Smelter Plume. In
the events that soil and groundwater contamination is encountered during
construction, please provide mitigation measures to address the following: •
Hazardous waste operation workers training, health and safety plan, and site
control requirements. • Management of contaminated soil or groundwater
encountered during construction, including sampling, containment, and
disposal at a permitted facility. Thank you for considering these comments
