Grady Way Renton, WA 98057 RE: Jill Ding Minor Site Plan Modification Revisions Site: 1625 Duvall Ave NE KC Parcel #: 516970-0129 Permit #: PRE 17-000639 Project Name: 1625 DUVALL AVE NE OFFICE BUILDING Thank you for sending comments on August 8th 2022 regarding the Duvall Office Building Minor Site Plan Modification Submittal, below are our responses (in italics). I have included the wording from your email for your reference. All corrections are indicated by Revision symbol #1 on the drawing sheets. 1) As the proposal includes an expansion of the existing building a new SEPA determination will be required, I saw a SEPA checklist in the pre-submittal documents, but wanted to reiterate that a new SEPA threshold determination would be required. It is understood that a new SEPA threshold may be required. The SEPA checklist has been updated with reference to a new drainage report dated October 25th 2022. 2) It was difficult for staff to determine where the changes in the building footprint would occur, please amend the site plan to clarify where the expanded footprint/parking would occur. Sheets [A1.0, A1.0 color, A2.1, A2.2, A2.3, L-1, L-1 color] have all been re-clouded to indicate more clearly where the building footprint change occurred at the south of the building and the west wall of the 2nd floor. The grade has also been adjusted as well as the landscaping and is included in the re-clouding. 3) The current Site Plan Approval expires on August 20, 2022. In accordance with RMC 4-9-200J, a single 2 year extension may be granted provided good cause is shown. Please submit a site plan approval extension request. Request has been submitted via email August 5th 2022 and granted August 8th 2022. 4.a) The City has adopted a new 2022 City of Renton Surface Water Design Manual. An updated Drainage report dating October 25th 2022 has been uploaded with this submittal. 4.b) The City Council is currently considering revisions to our Tree Retention Regulations, the proposed regulations would increase the retention requirement from 10% of onsite significant trees to 30%, please see attached draft ordinance as these regulations are anticipated to be in effect prior to the end of August. Landscape tree caliper calculations have been added to sheet [L-1 & L-1 color] and uploaded in this submittal 4.c) The City changed it’s criteria for approving a reduction in the 15-foot setback required for front and secondary front yard setbacks, please include a narrative that addresses how the project complies with the following criteria for the proposed setback reduction. Regarding 4.c.ii & 4.c.iii The project narrative has been updated with the section: “Street Frontage Landscaping. With consideration of the already approved 5-feet & 3.5 feet strips of landscaping Along NE 17th Street, street frontage landscaping has been maximized at the west end of the site extending all along the west elevation going south. In addition, approximately 25 feet of landscaped area is provided along Duvall Ave NE and landscape plantings are maximized throughout, wherever they can be located.” Regarding 4.c.iv The project narrative has been updated with the section: “Art Installation. A space has been provided for an art installation, subject to review and approval, with a minimum monetary value of one 1% of the assessed value of the proposed building.” Regarding 4.c.v(b) The project narrative has been updated with the section: “Glazing. Floor to ceiling (head height of 8’-0” and sill of 10”) glazing has been provided for 24.3’ of the 60’ or 41% of the north elevation at the proposed reduced setback. Although this falls short of the newly required 50%, the glazing proposed exceeds minimum glazing requirements in that they provide operability at the transom for the building users. Glazing has been maximized per the proposed office layout along NE 17th Street. The windows closest to the north elevation on the west and east facades have been made to be floor to ceiling as well to maximize the glazing viewed from the exterior along NE 17th Street.” All requested corrections are clouded on the drawing sheets.
