Dear Ms. Beymer:
This office received your request to extend an approved Temporary Use Permit (File No. LUA 20-000105, TP). The
initial decision for the TUP was issued on May 6, 2020 and was granted a single extension. Based on your
confirmation that no operation changes are proposed and the use will operate in a manner consistent with the
original approval, the TUP expiration date has been extended for one (1) year from the expiration of the previous
extension, May 6, 2022. This extension is subject to the five (5) conditions of approval included as part of the first
extension approval.
1. The applicant shall notify the City prior to any changes in the operation schedules originally identified in the
application.
2. All requirements, standards, and permits required of the Seattle – King County Public Health Department
must be met and approved prior to operation.
3. The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the temporary
use upon completion of removal of the use, or when the operation of the use ceases to exist.
4. The site occupied by the temporary use shall be restored to the original condition when the use ceases to
exist including restoration of site elements such as, but not limited to, landscaping vegetation and parking
stall striping.
5. The subject program shall comply with the operational practices as identified in Attachment B.

The applicant is seeking a Tier 1 Temporary Use Permit to utilize a city-owned
building located at 300 Rainier Ave N for a cold-weather shelter operated by
Catholic Community Services. An associated meal program provided by REACH
Meal Coalition would also be located on the site. The applicant is proposing that
both uses operate on the site for a period of one year. The site is located in a
Medium Industrial (IM) Zoning District and is designated as an Employment Area
(EA) on the Comprehensive Plan Land Use Map. The contracted agencies
would provide staff to screen and supervise the cold-weather shelter during open
hours seven days a week (8pm to 7am). Meals prepared off-site would be
provided by REACH Meal Coalition between the hours of 8:00am and 10:00am
seven days a week and a dinner feeding program would be provided Friday –
Sunday weekly. The maximum capacity at the site would be 35 people. Hours of
operation and activities may vary depending on the time of year.
The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions:

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After
review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original
decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
APPEAL: Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s
Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at
a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the
situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of
filing the appeal in person.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit, unless
the Community & Economic Development Administrator or designee establishes a shorter time frame or an
applicant can request that a permit be valid beyond the one year expiration, for up to five years at the time of
application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to
permit expiration to the Department of Community & Economic Development Administrator.

Operational Plan for REACH Meal Coalition and Emergency Cold
Weather Shelter (LUA21-000105)
· Description of homeless population to be served
Renton Ecumenical Association of Churches (REACH) clients who seek services through REACH Meal
Coalition are described as the chronically homeless population. The individuals within this population
often deal with disabling conditions such as physical, mental, and/or substance abuse and have been
homeless for 6 months or more in the past year.
Cold Weather Shelter here forth known as CWS – a City of Renton/Human Services operation: During
the months of November thru March the City of Renton is on CWS alert to serve those homeless
clients that are unsheltered in the event of inclement weather. CWS open 8p.m. to 7a.m. A
professional security team will be contracted to be on site along with a experience homeless service
provider with no more than 15 clients served (Following public health Covid-19 protocols), in normal
times a max of 30 would be allowed in the space.
· Statement of operators experience at providing homeless services
REACH is an organization that provides services to clients who are impacted by homelessness. Our
organization consist of two main programs: REACH Meal Coalition & Center of Hope.
REACH Center of Hope, which began in 2013, provides 24- hour shelter service for families impacted
by homelessness.
The beginning foundation of REACH Meal Coalition began in 2013 when local leaders formed a group
to explore how meals were provided to the homeless population in Renton. In 2015, REACH, who
formed a partnership with the Salvation Army, took over preparing and serving the weekend meals
(Friday, Saturday, Sunday) and serving breakfast to those in need 5 mornings a week.
· Standard operating procedures plan including how it will be used, description of staffing, description of
known funders, description of intake procedures, plan for encouraging prospective occupants to provide
personal ID info for inclusion in the Homeless Management Information System
The building will be used to prepare and serve food for the chronically homeless. Due to the impact of
Covid, REACH clients are not able to gather inside of the building to eat instead c lients are served at
the doorway by REACH staff who pass out to-go meals. REACH staff begins their shift by preparing the
package meals to be served. REACH staff then directs clients to line up and food is then passed out
from the doorway. At the end of each shift, REACH staff cleans the facility and takes out any
accumulated waste to the dumpster. REACH RMC staff follows the covid sanitation guidelines set by
Seattle/King County.
RMC is staffed by two REACH employees at every meal as well as volunteers.
On-site case management is provided twice a week through our partnership with Catholic Community
Services. Clients are encouraged to share information that would allow them to be entered into the
HMIS system.
Our REACH Housing Navigator/Case Manager meets with clients on an as needed basis; approximately
once per month. Clients are encouraged to share information that would allow them to be entered
into the HMIS system.
REACH Meal Coalition is funded by individual donations. RMC does not receive any federal, state, or
local government funding.
· Plan to ensure school-aged residents of the use are enrolled in school during their stay
We do not serve school aged residents in this program.

· Description of how the operator will inform and educate occupants of the services use regarding the
code of conduct
The code of conduct is posted conspicuously on bulletin boards within the building. The code of
conduct is also explained verbally to clients by REACH staff.
· Description of consequences to imposed for violating the code of conduct
Violations of the code of conduct result in verbal warnings given by REACH staff to the client outlining
the offense. If after receiving two verbal warnings a client violates the code of conduct for a third
time, s/he is trespassed for 30 days. In all instances REACH employees use de-escalation techniques as
much as possible.
· A safety and security plan describing measures that the operator will employ to promote the safety of
shelter occupants and surrounding residents and businesses including;
REACH staff actively monitor the premises during our hours of meal service and encourage clients to
follow the code of conduct.
In case of life threatening emergency situations REACH employees contact 911 for assistance.
Safety precautions during COVID:
All meals are served in a to-go format.
A handwashing station is provided outside the door for client use. Hand sanitizer is also
available.
A plexi-glass barrier installed in the door separates clients from staff.
Staff and volunteers are fully masked and wear food handler gloves.
Criteria for removal of individual
REACH staff actively monitor the premises during our hours of meal service. Any violation of the code
of conduct results in a verbal warning. If the infraction is one involving physical danger or threat to
other clients, staff or volunteers, the client is told to leave the premises immediately. If needed we
contact the Renton Police Department for help.
CWS – has same procedure of removal of individuals
Plan to address any behavior exhibited by clients of the service that constitutes a threat to an employee
or other occupant.
REACH staff are trained in de-escalation techniques which are used whenever needed. If the situation
cannot be safely defused the offending client(s) is asked to leave the premises. If needed on an
emergency basis we contact the Renton Police Department for help.
Plan for deployment of security patrols
We have 2 REACH staff members on staff who actively monitor the site during our hours of meal
service. (REACH does not employ security patrols).
Plan for managing individuals excluded from accessing the service
REACH maintains a list of individuals who have been trespassed from the site. This list is posted for
employee use and reference.
Plan for addressing reported concerns and documenting resolution and sharing the info with neighbors.
Identification of performance metrics that will be used to track compliance with safety and security plan
REACH RMC supervisor informs the REACH program manager of any situations involving safety
and/or security issues.
REACH Program manager makes regular site inspections.
REACH staff fills out an incident report at the end of a shift if any serious conflicts arise.
We share any major issues with City of Renton if it impacts city property or agreement.

Dear Ms. Beymer:
On April 30, 2021 this office received your request to extend an approved Temporary Use Permit (File No. LUA20-
000105, TP). The initial decision for the TUP was issued on May 6, 2020 and expired on May 6, 2021 (Attachment
A). Prior to expiration of the permit, interim zoning controls related to homeless services were established per
Ordinance 5996 (ORD 5996). ORD 5996 was passed by the City Council December 14th, 2020 and went into effect
on December 17, 2020. Due to the initial TUP decision being issued prior to passing of the subject ordinance, the
standards within did not apply to the REACH Meal Coalition and Emergency Cold Shelter Program, TP. Considering
this extension request staff requested a project narrative documenting compliance with the Homeless Services
standards in ORD 5996 (Attachment B). Staff has reviewed the submitted narrative and has determined that the
extension request complies with the requirements in ORD 5996, provided the applicant complies with the
operational practices identified in Attachment B.
Following review, the TUP expiration date has been extended for one (1) year until May 6, 2022 subject to four
(4) original conditions of approval and one (1) new condition (#5):
1. The applicant shall notify the City prior to any changes in the operation schedules originally identified
in the application.
2. All requirements, standards, and permits required of the Seattle – King County Public Health
Department must be met and approved prior to operation.
3. The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the
