PROJECT DESCRIPTION: The applicants, the City of Renton and SECO Development, Inc., are requesting
Environmental (SEPA) Review to extend Park Ave N from N Southport Dr to the Southport Office Towers. The City’s portion
of the project is 2.43 acres, includes intersection improvements from N Southport Dr across the BNSF railway tracks, and
entails clearing and grubbing; paving of roadway, new sidewalks, curbs, and gutters; stormwater conveyance system
installation; signalization, signage, and the construction of a railroad crossing; casing installation for sanitary sewer and
water; illumination installation; landscaping; slope protection; underground utility relocation within a duct bank (to be
conducted by Boeing); and in-kind trestle bridge replacement (to be conducted by BNSF). In addition, the City’s portion of
the project includes the construction of a pedestrian sidewalk below an existing trestle bridge located northeast of the
Lake Washington Blvd N near the intersection of 757th Ave NE and Lake Washington Blvd N.
Southport would continue the road extension via a private road through the west side of 1095 Lake Washington Blvd N
(APN 0823059191) to the parking garage tunnel on the Southport office site, approximately 1.56 acres. The private road
would be considered a temporary road while development of a future building progresses, and the private portion of the
road would consist of a minimum of two lanes (one lane each direction), curbs and gutters, streetlights, a sidewalk on the
west side of the road, and a drainage system. The project site is located in a high seismic hazard area and contains regulated
slopes along the railroad. SECO Development, Inc. submitted a Technical Information Report and Geotechnical Engineering
Design Study.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on February 11, 2020,
together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057.
Appeals to the Examiner are governed by City of RMC 4-8-110 and information regarding the appeal process may be

In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS-M with a 14-day Appeal Period.
B. Mitigation Measures
1. The Applicant, SECO Development, Inc., shall comply with geotechnical recommendations supporting
civil design as indicated in the Geotechnical Engineering Design Study, prepared by Hart Crowser, Inc.,
dated May 1, 2015, or an updated report submitted at a later date.
2. If any Native American grave(s) or archaeological/cultural resources (Indian artifacts) are found, all
construction activity shall stop and the owner/developer shall immediately notify the City of Renton
planning department, concerned Tribes’ cultural committees, and the Washington State Department of
Archeological and Historic Preservation.
3. Project contractors shall coordinate with Construction.Coord@kingcounty.gov at least five (5) business
days before any temporary or construction-related impacts to King County Metro stops or routes.

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1. Earth
Impacts: The subject site is located in an area with a known seismic hazard. As such the applicant, SECO
Development, Inc., submitted a Geotechnical Engineering Design Study, prepared by Hart Crowser, Inc.,
dated May 1, 2015 (Exhibit 5). The Report was initially prepared for the Southport Office Development in
2015. The proposed roadway extension project would connect to the existing Southport Office Complex
which consists of three 9-story office towers, a podium, and a common garage (Exhibit 3). The report
states there is a risk of liquefaction during a significant seismic event through the upper 20-50 feet
below grade. The analysis in the report indicated that if work was completed in wet conditions that pipe
bedding and backfill should consist of high quality sand and gravel with a low fines content.
Construction of the roadway extension would require excavation, grading and fill. According to the
applicant, projects within the vicinity of the project site such as Logan Ave N encountered soils that
required over excavation for pipe installation. For the roadway extension project, there would be
approximately 3,325 cubic yards of excavation and 6,080 cubic yards of fill over an area of
approximately 63,000 square feet. For the trestle crossing there would be approximately 185 cubic
yards of excavation and approximately 50 cubic yards of fill over approximately 5,900 square feet.
Together, these portions of the project would have a combined project quantity of approximately 3,510
cubic yards of excavation and approximately 6,130 cubic yards of fill over approximately 68,900 square
feet (Exhibit 13). The City is proposing imported crushed surfacing top course (CSTC), gravel borrow, or

cast-in-place cellular concrete. For the roadway extension at Southport, there would be approximately
4.5 cubic yards of cut and approximately 4,250 cubic yards of fill (Exhibit 14).
An Erosion and Sediment Control (ESC) Plan would be utilized for the roadway extension project which
would include both structural and non-structural best management practices (BMPs). Structural BMPs
may include installation of silt fences, rock checking dams in existing ditches, and placement of catch
basin inserts in existing catch basins. Non-structural BMPs may include planning and design, routine
inspections and routine maintenance.
Southport’s geotechnical report includes specific recommendations in order to mitigate potential
geotechnical impacts given the seismic hazards. Therefore, staff recommends as a condition of approval
the Southport Park Ave Extension Permit be required to comply with Geotechnical Recommendations
Supporting Civil Design as provided in the Geotechnical Engineering Design Study.
Mitigation Measures: The Applicant, SECO Development, Inc., shall comply with geotechnical
recommendations supporting civil design as indicated in the Geotechnical Engineering Design Study,
prepared by Hart Crowser, Inc., dated May 1, 2015, or an updated report submitted at a later date.
Nexus: State Environmental Policy Act (SEPA) Environmental Review; RMC 4-4-060 Grading, Excavation
and Mining Regulations.
2. Air
Impacts: It is anticipated that some short-term air quality impacts could be associated with site work
and civil construction required to complete the Park Avenue North Extension Project. Project
development impacts during construction may include dust as a result of construction activities, wind
erosion, and traffic over unpaved surfaces. Carbon emissions may be generated due to construction
machinery, workers driving to and from the job site and increased congestion due to construction
activities. For example, trucks needed to haul debris and fill would cause dust and emit exhaust. Dust
control would be mitigated through the use of temporary erosion control measures, watering or other
measures to remediate impacts as needed. Long-term impacts would result from the net increase of
vehicular traffic; however, the project is intended to enhance traffic operations and roadway conditions.
No further site specific mitigation is recommended for the identified impacts from typical vehicle and
construction exhaust.
Mitigation Measures: No further mitigation required.
Nexus: Not applicable.
3. Water
a. Storm Water
Impacts: The applicant, SECO Development, Inc., submitted a Technical Information Report,
prepared by Coughlin Porter Lundeen, dated September 2019 (Exhibit 4) for the Southport Park
Avenue Extension Project (development of a private interim roadway through the Southport site).
The Technical Information Report (TIR) provides the technical information and design analysis
required for developing the Drainage and Temporary Erosion and Sedimentation Control Plan (TESC)
for the Southport Park Avenue Extension Project. According the TIR, the existing PSE Bypass
drainage system already takes 0.31 acres of the proposed roadway site (0.59 acres of impervious
area) area into account for conveyance capacity. The remaining 0.28 acres of impervious area would
be routed to the existing PSE Bypass system via catch basins and a water quality catch basin. Based
on City of Renton GIS data and available survey data, this 0.29 acres of impervious area runoff is
being redirected from the existing Boeing drainage system located west of the site to the existing
PSE Bypass drainage system. Both systems ultimately drain to Lake Washington. Based on the
Conveyance Analysis calculations, the existing PSE system has enough capacity to accommodate the

additional flows generated by the portion of the proposed roadway that the PSE system does not
already account for. Storm runoff would be conveyed by gutter flow to this series of catch basins
and would then discharge to the new Contech StormFilter system Catchment Area. After being
treated, all runoff from the capture area and would be discharged into the existing PSE Bypass storm
conveyance system and ultimately discharged into Lake Washington (located within a quarter mile
of the site). All conveyance on the Southport site would be designed according to Chapter 4 of the
2017 RSWDM and the proposed storm drainage system would be privately owned, operated and
maintained by SECO Development. Basic Water Quality measures would apply per the 2017 Renton
Surface Water Design Manual (RSWDM).
Appropriate on-site BMPs would be required to help mitigate the new runoff created by this
development. A temporary erosion and sediment control (TESC) plan provides BMPs to be
implemented during construction. The final drainage plan with BMPs and drainage report makes
recommendations for water quality and flow control to meet the requirements of the 2017 RSWDM.
The applicant, SECO Development, Inc., would be required to follow The TIR and meet all code
requirements.
The City submitted a Draft Stormwater Technical Information Report, prepared by Perteet, dated
August 2019 (Exhibit 6) for the Park Avenue N Extension Project. Within the City’s portion of the
project, the roadway runoff is the main source of runoff in the project area. Currently roadway runoff
enters catch basins along the roadway and flows through a closed conveyance system to be treated.
The City’s portion of the project would include a stormwater conveyance system to meet the
requirements of the 2017 RSWDM. Staff does not recommend any further mitigation of impacts from
new surface water runoff through SEPA as it is anticipated that the 2017 RSWDM would sufficiently
mitigate any surface water runoff impacts.
A Construction Stormwater General Permit from Department of Ecology will be required if grading
and clearing of the site exceeds one acre. A Stormwater Pollution Prevention Plan (SWPPP) is required
for this site.
It is anticipated that the City’s currently adopted 2017 City of Renton Surface Water Design Manual
would mitigate for any potential surface water impacts that could be generated by the project
proposal, therefore no further mitigation is recommended at this time.
Mitigation Measures: No further mitigation required.
Nexus: Not applicable.
4. Vegetation
Impacts: Approximately 9,000 square feet of vegetation would be removed for the roadway extension
and approximately 7,000 square feet of vegetation would be removed for the trestle crossing for a total
of approximately 16,000 square feet. Vegetation to be removed includes grass, small shrubs, and
blackberries. Only scattered weeds would be removed on Southport’s portion of the project.
The applicant submitted a landscaping plan with the Park Avenue N Extension (90% Submittal) (Exhibit
2). The landscape plan includes the planting of native trees and shrubs. Landscaping for the roadway
extension includes: three (3) paperbark maples (Acer griseum), 30 blue diamond rhododendrons
(Rhododendron augustini x ‘intrafast’), 20 dwarf PJM rhododendrons (Rhododendron x ‘P.J.M.
compacta’), 43 Pacific wax myrtle (myrica californica), and 4 coral beauty cotoneasters (cotoneaster
dammeri ‘coral beauty’). In addition, 5,625 square feet of sod lawn on topsoil would be placed in the
grassy areas temporarily impacted by the project, 4,050 square feet of mulch would be placed in the
planting areas, and 1,980 square feet of river rock would be placed in unmaintained planting strip within
the BNSF right-of-way (ROW). Landscaping for the trestle pedestrian undercrossing includes: 256 Frau
dagmar hastrup rose (rosa rugose ‘frau dagmar hastrup’), 3,400 square feet of mulch at planting areas,

and placement of 593 square feet of concrete slope protection with embedded rock. Landscape planting
would be installed after site work is done, including roads, utilities, driveways, etc.
No landscaping would be provided for the temporary private road.
It is anticipated that the submitted plans would mitigate for any potential landscape impacts that could
be generated by the project proposal, therefore no further mitigation is recommended at this time.
Mitigation Measures: No further mitigation required.
Nexus: Not applicable.
5. Environmental Health
a. Noise
Impacts: Noise impacts would primarily result from construction of the proposed roadway and
infrastructure improvements. The construction noise would be regulated through the City’s adopted
noise level regulations per Chapter 8-7, RMC, Noise Level Regulations and RMC 4-4-030. The City’s
construction standards limit haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division. Permitted work hours in or near
residential areas are restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00)
p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock
(9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays.
Temporary noise impacts are anticipated that would be commonly associated with new civil
construction.
Mitigation Measures: No further mitigation required.
Nexus: Not applicable.
6. Historic and Cultural Preservation
Impacts: Development within the vicinity of Lake Washington are more likely to be sites where
significant historic and/or cultural resources would be found, and the subject development has indicated
that site grading would be conducted. Therefore, staff recommends a mitigation measure that requires
the applicant and/or developer to stop work and immediately notify the City of Renton planning
department, concerned Tribes’ cultural committees, and the Washington State Department of
Archeological and Historic Preservation if any Native American grave(s) or archaeological/cultural
resources (Indian artifacts) are found.
Mitigation Measures: If any Native American grave(s) or archaeological/cultural resources (Indian
artifacts) are found, all construction activity shall stop and the owner/developer shall immediately notify
the City of Renton planning department, concerned Tribes’ cultural committees, and the Washington
State Department of Archeological and Historic Preservation.
Nexus: City of Renton Comprehensive Plan Policies L-46 and L-47; RCW 27.53 Archaeological Sites and
Resources and RCW 27.44 Indian Graves and Records; Chapter 197-11 WAC; SEPA Rules.
7. Transportation
Impacts: The roadway extension would cause short-term negative impacts to traffic in the vicinity of the
project. The applicant would be required to provide a Traffic Control Plan to minimize and mitigate
these short-term impacts. According to King County Metro Transit, the proposed project may
temporarily impact up to five (5) bus stops during construction: 6541, 45191, 46505, 46595, 46590. King
County Metro Transit requested that the contractor coordinate with the King County Construction
Information Center (CIC) via email at Construction.Coord@kingcounty.gov at least five (5) business days
before any temporary or construction-related impacts to King County Metro stops or routes (Exhibit 7).

The CIC serves as the first point-of-contact at Metro Transit for public or private contractors planning
construction projects that may impact Metro transit. Therefore, staff recommends a mitigation measure
that requires the project contractors to coordinate with Construction.Coord@kingcounty.gov at least
five (5) business days before any temporary or construction-related impacts to King County Metro stops
or routes.
The long-term impacts to traffic are expected to be improved traffic flow in the City Center Community
Planning Area. Staff does not recommend any mitigation measures for the long-term impacts to traffic.
Mitigation Measures: Project contractors shall coordinate with Construction.Coord@kingcounty.gov at
least five (5) business days before any temporary or construction-related impacts to King County Metro
stops or routes.

E. Comments of Reviewing Departments

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA

My apologizes. I sent you comments yesterday but they bounced back because I had miss-typed your email address.
Unfortunately, I didn’t know this until this AM because the bounce back email notice was in my quarantined emails which
didn’t get released until this AM. Anyway, here are the comments I tried to send yesterday:
We have reviewed the Park Avenue North Extension project referenced above and offer the following comments:
1. Additional information is needed to demonstrate that this project is not affected any portions of Johns Creek, either
piped or open channel. The stream was not clearly shown on any of the project figures, site plans, or those figures in the
Technical Information Report.
2. As shown the project will be discharging treated stormwater to the PSE channel that drains directly to southern Lake
Washington at the Southport bulkhead. Per the TIR, the project intends to treat the stormwater using basic treatment
methods. Given the location of the outfall immediate adjacent to the nearshore area of Lake Washington used by
juvenile Chinook and other salmon, the project should be treated its stormwater using "enhanced" treatment methods
removing metals and oils in the stormwater to the fullest extent possible to minimize impacts to salmon in the nearshore
area of Lake Washington.
We appreciate the opportunity to review this proposal and look forward to the City of Renton's responses.

SEPA ENVIRONMENTAL CHECKLIST
Purpose of checklist:
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Please
answer each question accurately and carefully, to the best of your knowledge. You may need to consult
with an agency specialist or private consultant for some questions. You may use “not applicable” or
"does not apply" only when you can explain why it does not apply and not when the answer is unknown.
You may also attach or incorporate by reference additional studies reports. Complete and accurate
answers to these questions often avoid delays with the SEPA process as well as later in the decision-
making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.
Instructions for Lead Agencies:
Please adjust the format of this template as needed. Additional information may be necessary to
evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse
impacts. The checklist is considered the first but not necessarily the only source of information needed to
make an adequate threshold determination. Once a threshold determination is made, the lead agency is

1.Fill out Civil Construction Permit Application form and Project Cost Estimate.
2.Schedule an Intake Meeting with the assigned City Development Engineer.
3.The following items are all required at the First Intake meeting:

4.Upon completion of a successful and complete intake, the City has accepted the submitted materials for review
and the first review cycle has begun. The City reviewers will evaluate your plans for compliance with
development standards, applicable codes and regulations, and satisfaction of Land Use Decision conditions as
applicable to the civil construction permit.
Note: The Applicant has the option to schedule an informal pre-screen meeting prior to preparing the required
number of copies for the formal intake meeting. Applicants should coordinate with the assigned City Development
Engineer to determine if a pre-screen meeting is appropriate for their project. One complete copy of the application
package (including all items noted above) is required for informal review by the City Development Engineer. Please
allow approximately 45 minutes for the application screening.

The following notes are supplemental information provided in conjunction with the administrative land use action.
Because these notes are provided as information only, they are not subject to the appeal process for the land use
action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial and other nonresidential construction activities shall be restricted to the hours between seven
o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be
restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be
permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate
ground cover over any portion of the site that is graded or cleared of vegetation and where no further
construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic
covering as specified in the current King County Surface Water Management Design Manual as adopted by
the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The
Development Services Division’s approval of this work is required prior to final inspection and approval of
the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being
cleared.
5. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for
adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or
your U.S. Fish and Wildlife Service permit.
