(AESI) was onsite in the morning to observe progress on detention facilities #1A and #1B, sidewalk and curb subgrade and footing backfill. While onsite, AESI met with Jerry Jr. of CDC and Gerard of Cornerstone. Detention Facilities #1A and #1B Upon arrival, AESI noted that the contractor had completed placement of top protective layer in Facility #1A and had begun placing 6” of washed aggregate across the base of the facility. AESI observed that the contractor had partially completed placement of the liner and the liner protection geotextile at Facility #1B. The protective nonwoven fabric consisted of Tencate Mirafi PT800E 8oz delivered in 15 foot by 300 foot rolls. The liner was delivered to the site prefabricated in a single folded sheet with no field seaming, and reportedly consisted of PVC. There was no labelling directly on the liner to confirm the polymer type or thickness. Placement of liner and protection geotextile completed today was generally consistent with sheet C2.11 in our opinion, and the nonwoven geotextile appeared consistent with project Specification section 33 4000 2.6 based on the product information sheet supplied by ACF West. During our visit the base protective layer of geotextile and the liner was placed in facility #1B, the top protective layer was not placed pending sealing around control structures. Offsite Sidewalk and Curb Subgrade While onsite, AESI observed that an area of sidewalk and curb subgrade had been prepared for observation near the intersection of Duvall Ave NE and NE 10th Street (Figure 2). AESI used a ½ diameter steel soils T-probe to assess the subgrade conditions. Several areas of the sidewalk subgrade probed past 12”. The contractor moisture conditioned the subgrade and compacted with a hoepac and jumping jack, per our recommendations. In a small area the contractor replaced the loose material with crushed rock and compacted with the jumping jack. AESI reassessed subgrade conditions. Generally, the area probed less than 4” to 6”. In our opinion, based on our observations we found the area of subgrade observed today to be firm and unyielding and suitable for support of planned sidewalk and curb sections. Footing Backfill – Area B While on-site, we observed that approximately 2’ of footing backfill had been placed around a footing on the northern edge of Area B (Figure 3). The backfill, consisting of on-site soils, was placed in 1’ lifts and compacted with a hoepac. AESI used a density gauge to test the newly backfilled sections. Test results met or exceeded 95% compaction (Table 1). In our opinion, based on our observations and test results, we found the observed area of the footing backfill to be firm and unyielding.
