SUBJECT: Declaration of Emergency – Talbot Road & Renton Village
Place Storm System Failure
Between December 9 and December 12, 2022, a large sinkhole occurred over a city storm
system that is a 42-inch corrugated metal pipe. The 42-inch pipe carries flow under I-405
and the sinkhole is close to I-405. The existing 42-inch storm system pipe segment,
located north of I-405, west of Talbot Road South and south of Renton Village Place, has
structurally failed and needs immediate replacement. The sinkhole is approximately
20 feet long by 20 feet wide. The 42-inch pipe is buried approximately 20 feet below
ground. The storm system conveys runoff from a large upstream drainage basin south of
I-405. The storm system needs to be repaired immediately to prevent upstream flooding.
The sinkhole also needs to be stabilized to prevent it from enlarging and impacting I-405.
The storm system failure is an unforeseen circumstance beyond the control of the city. It
presents a real and immediate threat to the proper performance of essential municipal
public works functions. If immediate action is not taken, the failure is likely to cause
further material loss or damage to property, bodily injury, or loss of life.
Therefore I, Armondo Pavone, Mayor of the City of Renton, declare an emergency
pursuant to the provisions of RCW 39.04.280 and City of Renton Policy & Procedure No.
800-12, paragraph 4.9. As a result of such emergency, I authorize the Public Works
Department, under the supervision of Public Works Administrator Martin Pastucha, to
waive competitive bidding and other applicable procurement requirements, including
but not limited to limits on the use of day labor and bid splitting, and to otherwise take
immediate emergency action to repair and mitigate damage, including awarding of all
related contracts on behalf of the City of Renton to address the emergency situation
and using city staff to assist in repairs as deemed appropriate. Pursuant to
RCW 39.04.280, this Emergency Declaration and any contract awarded pursuant to this
Emergency Declaration shall be immediately recorded with the City Clerk and open to
public inspection upon request. Within two weeks of any contract awarded pursuant to
this Emergency Declaration, this Emergency Declaration and such contracts awarded
shall be provided to the City Council, published on the City’s website, and/or placed in
the next Council agenda packet, as the City Clerk deems appropriate.
