1.0 PROJECT OVERVIEW
CEKO, L.L.C. (CEKO) has been contracted by Magellan Architects, project architect, to provide civil
engineering design and consulting services in support of the proposed preschool playground
improvements at 4110 Northeast 4th Street in Renton, Washington (herein referred to as the
Site). The proposed improvements are to be constructed on an approximately 6,700-square-foot
portion of a single parcel, consisting of King County Parcel No. 1023059128. The total parcel area
encompasses approximately 3.56 acres of land. A Site location map is provided on Figure 1.
It is anticipated that project construction will be completed in a single phase, with
commencement of construction activities in 2023 and completion by the winter of 2023. This
Technical Information Report (TIR) has been prepared to fulfill City of Renton Land Use and
Building Permit application submittal requirements. This TIR includes descriptions and
documentation demonstrating how the proposed project design will comply with the
requirements set forth by the City of Renton in the adopted City of Renton Surface Water Design
Manual, adopted on June 22, 2022 (RSWDM 2022), and the 2021 King County Surface Water
Design Manual dated September 25, 2019 (KCSWDM 2021). A TIR worksheet is provided as
Figures 2A through 2E in the building permit submittal issue of this report. It is anticipated that a
Targeted Drainage Review, per Figures 3A through 3C (RSWDM 2022 Figure 1.1.2.A), is triggered
for this project.
1.1 EXISTING SITE CONDITIONS AND HYDROLOGY
The project Site area is approximately 6,700 square feet in the highlands of the City of Renton,
Washington, and is currently developed as a grass area that is part of an existing commercial
shopping center. The Site parcel is bordered as follows:
· To the north by multi-family residential;
· To the east and south, by other parcels of the same commercial shopping center, and the
NE 4th Street right-of-way; and
· To the west by commercial and multi-family commercial properties, and the Union Ave.,
NE right-of-way.
See Figure 4 for a depiction of existing conditions.
As reported by City of Renton staff, the Site is within the Black River Drainage Basin. Currently,
the Site is served by an existing on-Site stormwater collection and management system
constructed with the development of the commercial shopping center. Based on a review of
information presented on COR MAPS, which is the City of Renton online GIS map system,
stormwater runoff flows from the Site and the commercial shopping center are conveyed south
via public surface water mains to a discharge to Maplewood Creek, near its headwater, just south
of the NE 4th Street right-of-way. Maplewood Creek conveys flows southward to a confluence

with the Cedar River, near Maplewood Golf Course and Maple Valley Highway, also known as
State Route 169.
Based on a review of the USDA NRCS Web Soil Survey, the Site is underlain with Alderwood
gravelly sandy loam with 8 percent to 15 percent slopes, abbreviated as AgC. AgC is considered
a low permeability, till-like soil. See Figures 5A through 5E.
Based on a review of date presented on the Federal Emergency Management Agency (FEMA)
online Flood Insurance Rate Map (FIRM), Map No. 53033C0981G, the Site is an area designated
as Zone X, which is defined as an area of minimal flood hazard. There are no known flood control
facilities on or associated with the Site. See Figure 6.
1.2 PROPOSED SITE CONDITIONS AND HYDROLOGY
The proposed project includes construction of the following improvements:
· Tenant improvements, interior to the existing building;
· Modifications to an existing loading dock;
· Construction of a new preschool playground conforming to the standards of the Goddard
School;
· Construction of associated stormwater management facilities; and
· Construction of additional and/or modified landscaping, where required.
The new playground area is located on the north end of the existing on-Site building, in an area
that is currently vegetated with mowed grass. See Figure 7 for a depiction of proposed developed
conditions.
The Site is in an area of the City of Renton which is required to meet the Peak Rate Flow Control
Standard, which means that the site stormwater management system is required to match peak
flow rates of the existing Site conditions for the 2-year, 10-year, and 100-year 24-hour design
storm events (RSWDM 2022 1.2.3.1).
The proposed stormwater management system for the Site will include detention in the void
volume of the base rock beneath the proposed play area pervious surfaces. This approach is often
used for synthetic turf athletic field projects and is desirable because of co-location of the flow
control stormwater facility beneath the proposed play area and because the facility allows for
partial infiltration within a substantial portion of the play area footprint.
The proposed improvement surface areas are all non-pollution generating; therefore, no water
quality facilities are proposed.

2.0 CONDITIONS SUMMARY WITH RESPONSES
2.1 APPROVAL CONDITIONS
Once issued, conditions of approval will be provided in an appendix of this report. The project is
subject to the City of Renton Stormwater Standards, which, at the time of project vesting, follow
the adopted RSWDM 2022 and KCSWDM 2021. These requirements are as described Section 2.2,
Adopted Basin Plans.
2.2 ADOPTED BASIN PLANS
The project is located within the City of Renton and in the Black River Drainage Basin. Other than
the requirements defined by RSWDM 2022, no additional basin plan requirements are in effect.
2.3 STATE ENVIRONMENTAL POLICY ACT REVIEW AND MITIGATION
The project size is below thresholds that would trigger review and mitigation under the
Washington State Environmental Policy Act (SEPA). SEPA review is not required.
2.4 CORE REQUIREMENTS
As described in Table 1.1.2.A of RSWDM 2022, and with the assumption that the project will be
subject to Targeted Drainage Review, the project is anticipated to be required to meet the nine
Core Drainage Requirements listed below. The six Special Drainage Requirements are not
anticipated to be applicable to the project.
2.4.1 DISCHARGE AT NATURAL LOCATION
The proposed improvements will not alter the discharge location for the Site.
2.4.2 OFF-SITE ANALYSIS
A limited analysis of off-Site downstream drainage conditions has been completed in support of
this preliminary report. Additional analyses can be completed if and as required and appropriate,
after preliminary review by City of Renton staff of the proposed improvements.
2.4.3 FLOW CONTROL FACILITIES
Flow control facilities are proposed, and are anticipated to include detention in the void volume
of the base rock beneath the proposed play area pervious surfaces, limited infiltration within the
footprint of the proposed play areas, and a flow control structure prior to discharge from the
proposed detention system.

2.4.4 CONVEYANCE SYSTEM
The proposed improvements include conveyance system improvements with capacities to
adequately convey runoff from the proposed detention system to the existing on-Site
stormwater management facilities.
2.4.5 CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN
The submitted Temporary Erosion and Sedimentation (TESC), and Demolition Plan, sheet C2.00
of the project engineering drawings set, provides the information required to meet the
requirements of the Construction Stormwater Pollution Prevention Plan (CSWPP) Plan described
in RSWDM 2022.
2.4.6 MAINTENANCE AND OPERATIONS
The final version of this TIR will include maintenance and operations guidance and requirements
for the proposed stormwater management facilities.
2.4.7 FINANCIAL GUARANTEES AND LIABILITY
Financial guarantees, including cost estimates required to determine financial guarantee
amounts, will be prepared and submitted prior to permit approval and as required by the City of
Renton. Easements and/or Declarations of Covenants will also be prepared and submitted if and
as required.
2.4.8 WATER QUALITY FACILITIES
The proposed improvements are entirely non-pollution generating surface. Because of this, the
requirement to include water quality facilities is not applicable. No water quality facilities are
proposed.
2.4.9 ON-SITE BEST MANAGEMENT PRACTICES (BMPs)
The proposed detention system will allow for limited include limited infiltration within the
footprint of the proposed play areas, thereby meeting this requirement.

3.0 OFF-SITE ANALYSIS
The downstream flow route was reviewed on COR MAPS, which is the City of Renton online GIS
map system. Based on a review of information presented on COR MAPS, which is the City of
Renton online GIS map system, stormwater runoff flows from the Site and the commercial
shopping center are conveyed south via public surface water mains to a discharge to Maplewood
Creek, near its headwater, just south of the NE 4th Street right-of-way. Maplewood Creek conveys
flows southward to a confluence with the Cedar River, near Maplewood Golf Course and Maple
Valley Highway, also known as State Route 169.
Additional offsite analyses, including a field review of the downstream flow path can be
performed if and as required and appropriate, after preliminary review by City of Renton staff of
the proposed improvements.

8.0 DESIGN REQUIREMENTS FOR EROSION AND SEDIMENTATION CONTROL AND
STORMWATER POLLUTION
Standard temporary erosion and sedimentation control (TESC) elements are required and
presented on the project TESC and Demolition Plan, which is sheet C2.00 in the project plan set.
The proposed TESC measures include:
1. Silt fences, aligned along the downhill perimeter of work areas;
2. Catch basin inserts, also known as inlet protection, placed in existing catch basins in the
project area;
3. Straw wattles, placed where applicable around the existing, paved driveway area that will
serve as the project staging area. The existing pavement, the straw wattles, and the
relatively long paved driveway route to the street are intended to provide the protections
normally addressed with a stabilized construction entrance; and
4. Temporary security fences, installed around construction areas, if and as needed to
provide site security.
