ISSUE:
Centex homes is requesting that the amount of reimbursement for oversizing be increased from the
original Council approved amount of$89,707.01 (including WSST) to $100,232.20 (including
WSST).
RECOMMENDATION:
. It is the recommendation of the Planning/Building/Public Works Department that Council approve
Centex Homes request for additional costs associated with the oversizing of the extension of the
East Renton Sewer Interceptor.
BACKGROUND SUMMARY:
Centex Homes submitted a request to the City for reimbursement of costs associated with the
requirement by the City to oversize the extension of the East Renton Sewer Interceptor. This
oversizing was needed to provide service to the entire service basin. The City Council approved the
request for oversizing up to the amount of$89,707.01 (including WSST) on May 10, 1999. The
construction is now complete and Centex has submitted their actual costs, which are higher than their
original estimate that was submitted. Centex Homes is requesting that the amount of reimbursement
for oversizing be increased to $100,232.20 (including WSST).
The costs are higher than originally submitted due primarily to increases in costs by the supplier for
the large 24-inch pipe. Centex Homes has submitted all the required paperwork showing the actual
costs associated with the oversizing. This material has been reviewed and approved by Wastewater
Staff.

She claimed that skateboarders are the first to guard their parks against gangs,
alcohol, fighting and other unwanted elements since the activity of
skateboarding is a source of pride for them. Ms. Stewart emphasized that
skateboarding is not a fad,but rather a sport and a form of recreation,and urged
Council to consider the needs of youth for a skateboard facility in Renton.
Citizen Comment: Sager- David T. Sager, 1025 N. 28th Pl.,Renton, 98056, inquired when public
Labrador Ventures Plat comment will be taken regarding the Labrador Ventures development proposal.
Councilmember Keolker-Wheeler replied this will be allowed after Council has
acted on the appeal,which will likely be next week.
Citizen Comment: Olson- Sabin Olson, 15807 SE 116th,Renton, 98059, supported the idea of a
Skateboard Park in Renton skateboard park in Renton and believed that the ideal spot would be underneath
I-405 between the Cedar River and the Narco site, since the freeway would
serve as a much-desirable cover.
Citizen Comment: Urback- Mary Urback, 12417- 12th St. E.,Edgewood, 98372,encouraged Council to
Valley Zoning Code approve the proposed Zoning Code changes to the Valley area as recommended
Amendments by the Planning&Development Committee. (See page 167 for Council
action.)

Re: Centex Homes—Renton West Sanitary Sewer Service

Dear Mr. Mayor:
On behalf of our Client, Centex Homes, we are formally requesting the extension of sanitary
sewer service from the City of Renton to serve a proposed 69-lot residential subdivision to be
located adjacent to the easterly corporate limits of the City. Generally, the property fronts on
S.E. 128`� Street and would be bounded by 140`� Avenue SE (if e�ended) and extends
approximately 300 feet east of 142"d Avenue S.E. A vicinity map is attached which indicates
the major surrounding streets, the City's boundary line and the subject property.
Centex Homes is a leader in this region in developing neighborhoods of the highest quality
while offering aesthetically pleasing and affordable residences. The subject site has been
planned to provide 69 detached, single-family lots at a moderate density. This development
would act as a transitional buffer between the high density developments to the west and the
lower densities to the east.
The property is currently served by V�'ater Bistrict #30 which does no� naintait; facitities �r
sewer service for any properties within their District. Indication from District #90 is that they
will likely not serve this property with sanitary sewer anytime soon. Although the site
maintains King County zoning ranging from 4 to 18 dwelling units per acre and limited
Community Business, such uses cannot be supported by on-site septic systems for the density
and land uses allowed. At this time, the King County Health Department is reluctant to
approve on-site septic systems for residential densities greater than two units per acre. This
property does not have the ability to achieve the intended or proposed density unless sanitary
sewer service is provided via the City of Renton.

"...requests for individual sewer service outside the City limits, will be
evaluated on a case-by-case basis. The City Council will consider and
may allow sanitary sewer service to properties outside the City's
corporate limits when no other reasonable service is available and it is in
the City's best interest."
This section of the Development Code indicates two criteria which must be demonstrated
before the City Council may consider granting an extension of sewer service to a property
outside of the existing corporate limits. First, there cannot be a reasonable alternative to
serving the site with sewer and second, it must be in the City's best interest to e�end such
service.
This property clearly meets the first criteria. Because the existing water district does not offer
sewer facilities, there is no sewer service available to the property other than from the City of
Renton. No reasonable alternative exists for this property. The lack of sewer is further
complicated by the zoning and land use designations for the property. As noted above, King
County has zoned the property for uses ranging from Community Business to R-18 (18 units
per acre). This property is also within the County's designated urban growth area. The uses
as anticipated by the County cannot be achieved without a sewer extension from the City of
Renton.
Although the second criteria is more subjective, we believe there is reasonable justification that
an extension of the City's sewer service is in the City's best interest. It is our understanding
that sewer improvements were made in the vicinity of the subject property to serve nearby
residential projects such as the Orchards development and to also serve what was to be the
Burnstead annexation area to the City of Renton. The subject site was part of the proposed
Burnstead annexation. Permitting the connection to the e�sting sewer line located generally at
the southwest corner of the subject property would add approximately 69 residential sewer
services to the City's system. In doing s�, facility hao;..up charaes currently estimated at
$645.00 per unit would provide $44,505.00 to offset the cost of the past sewer improvements.
Annually, the proposed units would contribute approximately $10,176.00 in service fees.
These fees would provide a financial benefit to the City by providing additional funds to
support a system which is already in place and has capacity to serve the subject site. The term
"sewer extension" should also be clarified in that there are no new City of Renton sewer lines
which would physically need to be extended. The term extension, in this case, could be
synonymous with connection. Again, we conclude that permitting the connection of the
subject site to the City's sanitary sewer system would provide a financial benefit and, therefore,
would be in the best interest of the City.

When evaluating the above criteria, Section 8-5-15 (C.4a) discusses necessary design standards
as follows:
"The property to be served is within a drainage basin where service can be
provided with gravity flow via the existing Renton sewer system, the property is
not within a sewer service district that has service available through existing or
gravity extension of existing facilities, and the property owner executes an
agreement by which the owners, their heirs, successors or assigns, agree and
ccvenant to sign a petition to annex the property into the City."
As noted above, the site can o� be reasonably served by the City of Renton existing sewer
main line located generally at the southwest corner of the property. A connection to this line
would be via a gravity system and would not require any booster pumps, lift stations or similar
devises. Lastly, the property owners desire to be within he City of Renton corporate limits and
will execute the necessary documents to assist in the future annexation of this area.
Because there is no existing sewer service available from Water District #90; the property
cannot be developed in the County without a sewer availability certificate; the necessary sewer
facilities are in place to serve the site, and the property owner desires to be within the City of
Renton, we request that an extension to the City's existing sewer service for the development
of this site be approved.
