Project Summary: The applicant is requesting a building permit and Environmental (SEPA) Review to
establish a restaurant within two (2) commercial spaces located in an
approximately 17,994 gross square foot multi-tenant building located within The
Landing. The project would combine the two (2) spaces into a single approximately
5,692 square foot space. The spaces were previously separate and housed an
approximately 3,085 square foot restauarnt (829 G) and an approximately 2,607
square foot salon (829 F). No exterior modifications to the building are proposed.
Parking is not proposed to be amended. According to COR Maps, the site is located
within a High Seismic Hazard Area. No vegetation or trees are proposed for
removal.

ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A.Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day appeal period

C.Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipa ted to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1.Earth
Impacts: The project is to establish a restaurant in two (2) different commercial spaces within 829 N
10th St. This is an existing building located at the intersection of N 10th St and N 10th Pl within The
Landing commercial development. The project would replace a restaurant and salon. Per the
Environmental Checklist (Exhibit 2) all work will be interior to the existing building. No ground
disturbance will occur, and no cut and/or fill is proposed. The two (2) spaces would be combined into
one (1) 5,692 square foot space. Per the provided floor plans (Exhibit 3) no exterior modification to the
building is proposed. It is anticipated that the City’s adopted measures would adequately mitigate any
potential adverse impacts that could occur during project construction, therefore no further SEPA
mitigation measures are recommended.

2.Air
Impacts: Temporary impacts from tenant improvements to the air are expected to be minimal,
localized to the area and not continue past completion. Overall trip generation is not expected to
increase as no additional trips will be generated. Air emissions during operation are expected to be in
line with a typical restaurant use and would not require additional mitigation. Therefore, no further
SEPA mitigation measures are recommended.

3.Water
a.Storm Water
Impacts: Based on the City of Renton’s flow control map, the site falls within the Flow Control
Duration Standards (Existing Peak Conditions) and is located within the East Lake Washington -
Renton drainage basin. Project construction is required to comply with the 2022 Renton Surface
Water Design Manual (RSWDM). The project proposes to continue stormwater discharge into the
existing storm system.
Stormwater runoffs from the building and parking lot are directly conveyed to the private storm
system of a 12-inch (12”) stormwater main to the south of the existing building within the existing
parking lot. No external modification to the building or modification to the parking areas are
proposed. The City’s adopted 2022 RSWDM is anticipated to mitigate stormwater impacts
associated with the development, therefore no further SEPA mitigation measures are
recommended.

4.Transportation
Impacts: Per the site plan (Exhibit 4), revisions to existing access and parking are not proposed. Per the
City’s Traffic Concurrency Test (Exhibit 5) no additional trips will be generated. The proposal has passed
the City’s Traffic Concurrency Test per RMC 4-6-070D, which is based upon a test of the citywide
Transportation Plan, consideration of growth levels included in the LOS-tested Transportation Plan,
and future payment of appropriate Transportation Impact Fees. No further SEPA mitigation measures
are recommended.

The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report and/or “Advisory Notes to Applicant.”

The Environmental Determination decision will become final if the decision is not appealed within the 14 -day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing on or before 5:00 p.m. on January 3, 2023. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be pai d on the first floor in our Finance Department. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process
may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
