ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight
o’clock (8:00) p.m. No work shall be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vege tation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is
being cleared.
5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.
6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around
the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be
placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on
each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the
applicant shall provide supervision whenever equipment or trucks are moving near trees.

Fire Authority:

1. A sprinkler system is required. Plans shall be stamped by a state certified sprinkler contracto r. Plans
shall be stamped by a State certified sprinkler contractor. Plans shall be submitted to Renton Fire
Prevention Bureau for review and permitting. A plumbing permit for a backflow prevention device is
required prior to issuance of the sprinkler permit.
2. Separate plans and permits are required for the installation of the kitchen hood exhaust fire
suppression system. Plans shall be submitted to Renton Fire Prevention Bureau for review and
permitting.

I have reviewed the application for the Clove Restaurant Expansion project located at 829-D & 829-G N
10th St and have the following comments:
EXISTING CONDITIONS
WATER: The proposed project is within the City of Renton’s water service area and in the Kennydale
308 pressure zone. Below is a summary of the existing water system in the project vicinity:
1. There are two existing water mains to the north and east of the building:
• 12-inch water main on N 10th Street to the north of the existing building – refer to City
water project plan no. W-314921.
• 8-inch water main to the east of the existing building – refer to City water project plan
no. W-337101.
• The static water pressure is approximately 119 psi at ground elevation of 32 feet.
2. There are existing water services to the subject property:
• 2-inch domestic water meter (Facility ID No. MTR-011307).
• 8-inch fire water service serving the existing building.
SEWER: Sewer service is provided by the City of Renton. There is an existing 12’’ gravity wastewater
main located within N 10th Street (see Record Dwg: S-314917); there is an existing 8-inch gravity sewer
man located within the access road to the east of the building (see Record Dwg: S-314916) and the
existing building is connected to the sewer main with a 6’’ sewer stub.
STORM DRAINAGE: The stormwater runoff from the building and parking lot are directly conveyed to
the private storm system of 12” stormwater main to the south of the existing building within the
parking lot (Record Dwg: R-337115).
STREETS: The project site takes access from N 10th St to the north. N 10th St (Collector Street) has 75-
foot right of way width with a 52 feet paved roadway (one 12-foot middle lane for truck loading, two
12-foot travel lanes, and two 8-foot parking lanes on both sides of the streets with concrete curb and
gutter on both sides, a 5-foot planter and 5-foot sidewalks on both sides of the roadway.

WATER COMMENTS:
1. The back flow prevention systems for existing domestic water services and fire service will be
reviewed during building permit review.
SEWER COMMENTS:
1. The existing sewer system provides the needed sewer service for the proposed use. The
grease interceptor will be further reviewed during building permit review process.
STORM DRAINAGE COMMENTS
1. A drainage report complying with the 2022 Renton Surface Water Design Manual
(2022RSWDM) will be required if construction is proposed exterior to the existing building.
Based on the City’s flow control map, the site falls within the City’s Peak Rate Flow Control
Standard (Matching Existing Conditions). The site falls within the East Lake Washington -
Renton Basin and Johns Creek sub basin. Refer to Figure 1.1.2.A – Flow chart to determine the
type of drainage review required in the 2022RSWDM. No drainage review shall be required if
there is no construction proposed exterior to the existing building.
2. Erosion control measures to meet the city requirements will be required during construction
as needed.
3. The 2022 Surface water system development fee is $0.84 per square foot of new impervious
surface, but no less than $2,100.00. Fees that are current will be charged at the time of permit
issuance. There is no storm water impact fee for replaced impervious surface area.
TRANSPORTATION/STREET COMMENTS
1. The project is within the Urban Center 1 (UC-1) zone and Urban Design District C. The
proposed development use is equivalent to the existing use; therefore, no additional trips will
be generated. The proposed project passes the City of Renton Traffic Concurrency Test per
RMC 4-6-070.D.
2. As the proposal is anticipated to result in a no increase to AM or PM peak hour trips, no
transportation impact fee will be charged.
3. Transportation Concurrency is provided under a separate document.
GENERAL COMMENTS
1. The fees listed are for 2022. The fees that are current at the time of the respective permit
issuance will be levied. Please see the City of Renton website for the current fee schedule.
