HomeMy WebLinkAbout300-66CITY OF RentOn , POLICY & PROCEDURE Subject: Global Positioning Systems Index: HRRM GPS) in City Vehicles Number: 300-66 Effective Date: Supersedes: Page: Staff Contact: Approved y: 10/20/2017 n/a 1 of 2 Ellen Bradle -Mak 1.0 PURPOSE: To establish a policy and procedure for the application of Global Positioning System GPS) tracking of City of Renton fleet vehicles. 2.0 ORGANIZATIONS AFFECTED: All city departments/divisions 3.0 REFERENCES: Use of City and Personal Vehicles Policy#100-03 Discipline Policy#300-47 4.0 POLICY: GPS records will be used to help maximize the value of City assets by collecting trip information regarding where and when a vehicle has traveled. The information will also be used to enhance employee safety, increase efficiencies, assist with the defense of a civil claim or lawsuit, and to facilitate the effective coordination, management, and usage of City resources and operations. As stated in the Use of City and Personal Vehicles Policy #100-03, City vehicles are not to be used by employees for non-City related business. The City will install, maintain and calibrate GPS equipment to manufacturer's specifications. Affected employees will be notified of new installations of GPS on City vehicles they drive. Tampering with any GPS equipment in the vehicle is prohibited and will be subject to disciplinary action. Because the City owns its GPS system and all the records that are transmitted and maintained on it, all of these records are regarded as Policy 300-66 Global Positioning Systems(GPS)in City Vehicles p. 2 official City business records and none can be considered the private property of employees. The GPS system is not intended to be punitive or used to monitor individual employees, although unsafe and unauthorized vehicle usage may lead to disciplinary action. The City may review GPS data only when there is an articulable reason justifying such review. The City will not request or view GPS records, without any other evidence, involving an employee who may have committed a violation of some rule or policy that may result in disciplinary action. The Human Resources and Risk Management Department will be notified of any investigation of employee misconduct that involves the use of GPS records. GPS records will be retained for three (3) years, unless the records are associated with an official investigation of an employee that leads to findings of misconduct (in which case, records must be retained for six years).
