NOTICE to all participants: Pursuant to state law, RCW 42.17A.555, campaigning for any
ballot measure or candidate in City Hall and/or during any portion of the council meeting,
including the audience comment portion of the meeting, is PROHIBITED.
7. CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and
the recommended actions will be accepted in a single motion. Any item may be removed for
further discussion if requested by a Councilmember.
a) Approval of Council Meeting minutes of September 18, 2017.
Council Concur
b) AB - 1991 Administrative Services Department recommends setting a public hearing on
October 23, 2017 to consider the proposed 2018 Property Tax Levy (revenue sources),
the proposed 2017/2018 Mid-Biennium Budget Adjustment, and proposed fee schedule
adjustments; and proposed adoption of related legislation.

c) AB - 1992 Community Services Department recommends approval of Amendment No. 5
to CAG-16-129, with the City of Seattle Office of Sustainability and Environment, to accept
additional funding for 2017 in the amount of $1,150, to incentivize shoppers using
Supplemental Nutrition Assistance Program (SNAP) benefits.

SPECIAL PRESENTATION
a) State of the County: King County Councilmember Reagan Dunn presented the annual State
of the County Address. He provided an update on the following topics:
King County Council is able to continue funding King County Sheriff's Office Marine
Unit and Air support services.
Programs and services in Renton that are supported through King County funding
with the passage of the 2017‐2018 Budget.
43 new ballot drop box locations have been added in King County including one in the
Renton Highlands in the Renton Public Health Clinic.
Improvements and increases to services including various Metro Transit services in
the Renton area.

September 18, 2017 REGULAR COUNCIL MEETING MINUTES
Councilmember Dunn and Councilmember Upthegrove are encouraging Dow
Constantine to appoint Mayor Law to the Sound Transit Board.
Infrastructure improvements are being implemented within King County to protect
from flooding.
King County is sponsoring legislation to address gaps in existing emergency flood
evacuation plans.
Plans for the 16.7 mile Eastside Rail Corridor.
PUBLIC MEETING
a) Wolf Woods Annexation (A‐17‐002): This being the date set and proper notices having been
posted and published in accordance with local and State laws, Mayor Law opened the public
meeting to consider the 10% Notice of Intent to Commence Annexation Proceedings petition
for the proposed Wolf Woods Annexation; approximately eight acres at the eastern portion of
City limits in the East Plateau Community Planning Area.
Long Range Planning Manager Angie Mathias reported that the proposed Wolf Woods
Annexation site is in the East Plateau Community Planning Area Potential Annexation Area
(PAA), and contains single‐family homes and vacant property. She noted that the topography
of the area has some steep slopes, indicating that the critical area regulations would apply to
the area. Greenes Creek is located on site and it is a Type Ns Stream that does not contain fish
and has a seasonal flow, and there are wetlands located about 200 feet south of the site.
Additionally, she noted that none of the area’s public services would change: the area would
stay within the Issaquah School District, would be served by the Renton Regional Fire
Authority, and it would remain within water district #90 and the Renton Sewer Utility.
Reviewing the site's zoning, Ms. Mathias stated that the area is designated in King County's
Comprehensive Plan as Urban Residential Medium (four to twelve dwelling units per acre)
and the Renton Land Use designation is Residential Low Density which allows for RC, R‐1, or
R‐4 zoning if annexed into the City. She reported that the City's Comprehensive Plan pre‐
zoned the site in 1997 with an R‐5 zoning. However, the City no longer has R‐5 zoning, so if
the annexation were to proceed it would also need to be zoned concurrently.
Ms. Mathias reported that there are five dwellings within the area with an estimated 11
residents. It is estimated there would be eight additional dwelling units with an estimated 18
more residents, based on the zoning standards over the next 10 years. If annexed, a
conservative estimate of the fiscal impacts are that there would be a 3.3% annual cost
increase and a 2.5% annual revenue increase.
Concluding, Ms. Mathias stated that the proposed annexation is generally consistent with City
annexation policies and Boundary Review board objectives, and the City's best interests and
general welfare would be served by this annexation.
Public Comment was invited.
Claudia Donnelly, Renton, addressed Council regarding concerns related to possible
impacts to her property which is located near the proposed annexation site.
Susan Wolf, Renton, thanked Council for holding the public meeting and for
considering annexing her property.

ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City’s recent progress towards goals and work programs adopted as part of
its business plan for 2017 and beyond. Items noted were:
September 19th, from 3 p.m. until 7 p.m. at the Piazza Park in downtown Renton the
City will hold it’s our second‐to‐last farmers market of the season! This will be the
Salmon Day celebration; the Seattle Aquarium will be on site with fun activities
including walks to the Cedar River to view the local salmon run. In addition, there will
be a cooking demonstration from 4 pm to 5 pm by WSU’s Food $ense program, and
live entertainment from 5:30 pm to 6:30 pm.
The Solid Waste Utility will kick off its free Eco Film Series by exploring plastic waste
on Thursday, September 21st at 6:00 p.m. at Carco Theatre, 1717 Maple Valley
Highway, Renton 98057. Participants will be provided an opportunity to upcycle used
T‐shirts into reusable shopping bags, followed by a screening of three short films that
shed light on the plastic problem.
Annual maintenance is happening at several City facilities. The Renton Senior Activity
Center is closed for annual maintenance on Monday, September 11th, and will re‐
open on Monday, September 25th.
The City is in the process of updating its Bicycle and Trails Master Plan and is
interested in public input. There will be an open house on Thursday, September 28th
from 5:00 to 8:00 p.m. at the Renton Community Center, 1715 SE Maple Valley
Highway in Renton.
A new and improved Renton Clean Sweep Program will be in effect for single family
residential customers. Each household may schedule one collection to take place on
its regular garbage day between September 18th and December 29th at no additional
charge. For questions or to schedule your Clean Sweep collection, contact Republic
Services at 206‐777‐6440.
The Community Services Department would appreciate input from Renton residents
on a Parks & Trails Customer Satisfaction Survey through the month of September.
Available on the City’s website and in hardcopy form at the Renton Senior Activity
Center, the Renton Community Center, the Highlands Neighborhood Center, and City
Hall.
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.

staff recommendation to award the contract to R.W. Scott in the amount of $796,584, and to
reallocate funds in order to cover the budget gap. Refer to Finance Committee.
d) AB ‐ 1988 Transportation Systems Division recommended approval of Amendment 3‐17 to
lease agreement LAG‐09‐006, with Renton Gateway Center, LLC, for an automatic rate
adjustment that increases the annual leasehold amount from $99,240.72 to $105,371.42, plus
leasehold excise tax, effective August 21, 2017.

e) AB ‐ 1989 Transportation Systems Division recommended approval of Amendment 04‐17 to
lease agreement LAG‐13‐005, with Landing Gear Works, LLC in the amount of $29,280.01,
effective September 1, 2017. This amendment extends the current lease through August 31,
2018 with an option to extend it through December 31, 2018.

Bucks incentive program for SNAP shoppers for the 2017 market seaso n.
SUMMARY OF ACTION:
In April 2016 Council approved AB-1634 authorizing the Community Services Administrator to execute
Agreement #OSE-16-15 with the City of Seattle. The agreement, also known as a FINI (Food Insecurity
Nutrition Incentive) Grant, allowed the Renton Farmers Market (RFM) to fund an incentive program (Fresh
Bucks) for shoppers utilizing their Supplemental Nutrition Assistance Program (SNAP) benefits at the RFM.
(The SNAP program at the Renton Farmers Market began in 2015.) The agreement sunsets on March 31, 2019.
The amount of the supplemental grant will vary slightly from year to year. The amount awarded for the 2017
RFM season is $16,727.70.

This Agreement is made and entered into by and between The City of Seattle (“the C ity”), a Washington
municipal corporation, through its Office of Sustainability and Environment, as represented by the
Director; and City of Renton (“Provider”), a Washington municipal corporation, through its Community
Services Department as represented b y the Administrator.
The original provider agreement for Fresh Bucks implementation is amended as follows. All other terms
and conditions of the original Agreement and subsequent Amendments remain in effect.
NOW, THEREFORE, in consideration of the terms, conditions, covenants and performance of the Scope
of Work contained herein, the City and Provider (together “the Parties”) mutually agree as follows:
The existing “Section 4: Payment” in the original Agreement is replaced and superseded with the
following:
“Section 4: PAYMENT
Total compensation under this Agreement shall be increased to $16,727.70 to be spent by December 31,
2017 per the budget categories outlined in Exhibit B, unless modified by a written amendment to this
Agreement. This budget includes $2,114.70 in Farmers Market Support to compensate the Provider for a
portion of the administrative expenditures required to implement the Fresh Bucks program, and is
calculated as fifteen percent (15 %) of the combined Fresh Bucks and Fresh Buck s Rx budget line items.”
