AGREEMENT FOR TEXT MESSAGE ARCHIVING
THIS AMENDMENT, datedfor reference purposes only as December 23, 2022,is by and between
the City of Renton (the “City”), a Washington municipal corporation, andIntradyn(“Consultant”),
a corporation based in Minnesota. The City and the Consultant are referred to collectively in this
Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as
of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-18-260, dated
December 3, 2018, to provide necessary services for the Text Messaging Archiving Project
(referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work and
compensation in order to provide text message archival services.
NOW THEREFORE, It is mutually agreed upon that CAG-18-260 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add workas specified in Exhibits
A-3 and B-3, which are attached and incorporated herein.
2.Time of Performance:Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit B-3.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increasedby $60,760.00, plus any applicable state
and local sales taxes, not to exceed $67,000.00. The additional compensation shall be
paid based upon Work actually performed according to the rate(s) or amounts specified
in Exhibit A-3, which is attached and incorporated herein.
4.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

Intradyn Verizon SMS/MMS Network Archiver Overview
This service is provided in conjunction with Intradyn’s partner TeleMessage. TeleMessage is an official
partner of Verizon and has a direct connection to the Verizon network. This connection allows for the
capture of mobile communications sent via SMS and MMS through the Verizon network. All SMS and
MMS messages are encrypted end-to-end from the mobile carrier, through to the delivery to the
archive. Messages are captured in real-time and are delivered to the archive location once per day. This
service cannot capture iMessages, the iMessage protocol must be disabled on IOS devices. Before
archiving will be enabled the holder of the device being archived will need to acknowledge (Opt-In) by
responding to a Verizon generated text message that is sent to the device. This message will be sent
once per day until the holder opts-in.
The customer is required to complete a provisioning spreadsheet, this spreadsheet should contain the
organization’s ECPD ID and Billing Account numbers. All devices under a listed billing account will be
enrolled in archiving. If a customer requires that some numbers be excluded from archiving, they should
work with Verizon to move those devices to a separate billing account. All new numbers that are added
to a billing account will automatically be provisioned for capture. If the customer adds a new Billing
Account it is the customer’s responsibility to provide Intradyn with a provisioning spreadsheet related to
the new billing account. The provisioning spreadsheet should also contain information on all devices
(users). This information is First Name, Last Name, Verizon Mobile Number, Email Address of device
holder and the Verizon Wireless Account number associated with the device. Because new devices are
automatically provisioned when they are added to billing account it is the customers responsibility to
inform Intradyn of the information that is provided on the initial provisioning spreadsheet. Similarly the
customer is responsible for informing Intradyn if a mobile number is transferred to another person. The
failure of the customer to inform Intradyn of new or changed information will not impact the capture of
text messages, but it will impact the accuracy of the user information that is associated with mobile
number when it is stored in the archive.
The total number of mobile devices being archived is reviewed regularly. Any additions or changes that
increases the number of devices over the initial number of devices will be billed to the customer on a
pro-rated basis.
