The purpose of this memo is to provide justification for and request approval of the proposed parking supply to accommodate the proposed project. This parking analysis includes a project description and parking supply summary, documentation of minimum code required parking, and estimated peak parking demand forecasts based on code requirements and user specific information provided by the owner. Project Description Based on information provided by the owner, the existing Building 25-20 on the LOP site consists of 284,044 square feet (SF) of net building floor area. The proposed Seattle Sounders FC Headquarters and Training Facility project encompasses 52,990 square feet (SF) in the existing Building 25-20. The Sounders will retain 21,660 SF as office use while converting 31,330 SF of existing office use to indoor recreational facilities use. The indoor recreational facilities will provide team services space, which is intended to be accessory to the office and outdoor recreation facilities uses and would include locker rooms, training space, classrooms and workspaces, and medical treatment rooms. The proposed project will also establish an outdoor recreational facility use with five outdoor soccer fields, a goalkeeper training area, and a maintenance shed. Vehicular access to the site would remain the same as existing conditions, with one signalized access and one unsignalized access driveway on Oakesdale Ave SW that provide access to the main parking lot on the south side of the building, and one unsignalized access roadway on the north side of the building that provides access to a visitor parking lot. A preliminary conceptual site plan is provided in Attachment B. Project buildout and occupancy is expected by 2024. Parking Supply As field verified by TENW in July 2022, there are a total of 929 existing on-site surface parking stalls at Building 25-20 as follows (see also Attachment C): · North Lot (north side of building) = 26 stalls · Main Lot (south of building) = 748 stalls · West Lot (southwest of building) = 155 stalls Parking Analysis Seattle Sounders FC Headquarters and Training Facility (Renton) TENW August 8, 2022 Page 2 The proposed outdoor improvements and parking lot improvements associated with the Seattle Sounders FC Headquarters and Training Facility project will result in a decrease of 165 on-site surface parking stalls as follows: · The proposed outdoor soccer training facility will replace the existing West Lot (loss of 155 stalls) · The existing westernmost drive aisle in the Main lot will be reconfigured to remove a total of 68 existing stalls but add 60 new stalls (net loss of 8 stalls) Therefore, a total of 766 on-site surface parking stalls would be provided for Building 25-20 and the Seattle Sounders FC Headquarters and Training Facility project. City of Renton Code-Required Parking The CityÊs requirements for off-street parking are based on Renton Municipal Code (RMC) section 4-4- 080.F.10.d (Parking Spaces Required Based on Land Use) depending on the specific land use category. The minimum code-required off-street parking for the Building 25-20 office use is 2.0 stalls per 1,000 SF of net building floor area based on the requirements for offices (general). Based on a total of 284,044 NSF of building area (including the proposed Sounders FC office use), the minimum parking supply required for Building 25-20 is 568 stalls (2.0 stalls/1,000 NSF X 284,044 NSF). The outdoor soccer training facility proposed as part of the Seattle Sounders FC Headquarters and Training Facility project is not consistent with any of the land uses included under the „recreational and entertainment‰ category in RMC 4-4-080.F.10.d. Therefore, the parking demand associated with the outdoor soccer training facility was estimated based on the detailed project-specific trip generation data and forecasts provided by the owner. Parking Demand Estimate for Outdoor Soccer Training Facility To estimate the peak parking demand of the outdoor soccer training facility on a typical weekday, the detailed entering and exiting trip generation estimates provided by the owner were assigned to 15-minute periods and the entering minus exiting volume was then used to estimate the weekday parking accumulation. The trip generation estimates for the proposed project include players/field use trips, spectators trips (media and public sessions), summer camp/clinic trips, and weekly soccer program trips. Assuming that the parking demand associated with the fields is 0 vehicles at midnight, the estimated peak parking demand for the outdoor soccer training facility use is 164 stalls on an average weekday (occurring from 9:45 AM to 12:00 PM). The trip generation memorandum prepared for the proposed project and the detailed user-specific trip generation forecasts from the applicant are included in Attachment D. It should be noted that the project-specific trip generation forecasts provided in Attachment D for the soccer training facility on a typical weekday are reflective of the peak summer period (June through August) when summer camps/clinics are anticipated to be conducted at the site. The peak parking demand for the soccer training facility is expected to be less than 164 stalls during non-summer months. Parking Analysis Seattle Sounders FC Headquarters and Training Facility (Renton) TENW August 8, 2022 Page 3 Conclusion Based on results of this parking analysis, the total proposed future on-site parking supply of 766 stalls for Building 25-20 and the Seattle Sounders FC outdoor soccer training facility would accommodate the estimated weekday peak parking demand of 732 stalls (568 code-required stalls for the Building 25-20 office use + 164 stalls for the outdoor soccer training facility use). This memo includes a project description and trip generation estimate. We are requesting your review and approval of this information. Background The approximately 108-acre LOP is composed of 18 parcels located west of Oakesdale Ave SW in Renton, Washington. The Sounders „Site‰ is located within seven of these parcels. Building 25-20 is an existing five-story office building located within the LOP at on parcel no. 088670- 02220 and is approximately 237,532 square feet (net). Building 25-20 has an established headquarters office use with 2,100 average daily trips approved and fully mitigated.1 As background, the City of Renton has conducted extensive environmental review, including traffic analysis for the full buildout of LOP. The Environmental Impacts Statement („EIS‰) Mitigation Document for the LOP was issued in May 1995 and included a Transportation Mitigation Conditions Agreement that, among other conditions, required Boeing to pay the City transportation mitigation fee based on 27,000 average daily trips to be generated by full development of the LOP. The City and the former site owner later established a Reserved Account that contains „Prepaid Trips‰ for future development at LOP. This memorandum supplements the previous LOP transportation review. 1 King County Recording No. 20060420001031, Recital D. Trip Generation Memorandum Seattle Sounders FC Headquarters and Training Facility (Renton) TENW June 27, 2022 Page 2 Project Description The proposed Seattle Sounders FC Headquarters and Training Facility project encompasses 52,990 square feet (SF) in the existing Building 25-20. The Sounders will retain 21,660 SF as office use while converting 31,330 SF of existing office use to Recreation Facilities, Indoor use. The proposed outdoor improvements and parking realignment associated with Sounders secure parking will remove 166 parking stalls. A supplemental parking study will be provided. Vehicular access to the site would remain the same as existing conditions, with one signalized access and one unsignalized access driveway on Oakesdale Ave SW that provide access to the main parking lot on the south side of the building, and one unsignalized access roadway that provides access to a visitor parking lot on the north side of the building. Secondary vehicular access will be provided via an existing full access driveway on 384th Ave SE. A preliminary conceptual site plan is provided in Attachment B. Project buildout and occupancy is expected by 2024. Trip Generation The weekday trip generation estimates for the proposed and existing office use were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for Land Use Code (LUC) 710 (General Office Building). Based on information provided by the applicant and preliminary discussions with the City of Renton, the proposed outdoor soccer training facility is not consistent with a specific land use category established in the Institute of Transportation Engineers (ITE) Trip Generation manual. ITE LUC 488 (Soccer Complex) was considered, but was determined to not be appropriate to forecast trip generation for the proposed Seattle Sounders soccer training facility. As such, project-specific information was used for the average weekday trip generation estimates. To estimate trip generation for the proposed Sounders training facility, the owner provided detailed forecasts of trips anticipated to occur on a typical weekday based on their operational plan. These weekday trip estimates are provided in Attachment C and described in the following categories: Players/Field Use Trips – The fields are anticipated to be used daily from approximately 8:00 AM to 10:00 PM, however not all fields will be used at the same time. The peak usage of the fields and training facility is anticipated to occur between 10:00 AM and 1:00 PM. Spectators Trips (Media and Public Session) – On a daily basis, it is anticipated that media and a select number of visitors may view team practices on an invitation only basis. Summer Camp/Clinic Trips – Summer camps run June through August and would consist of a maximum attendance of 120 students per week, with camp/clinic hours generally between 9:30 AM and 4 PM Monday through Thursday and between 9:30 AM and 12:00 PM on Friday. Trip Generation Memorandum Seattle Sounders FC Headquarters and Training Facility (Renton) TENW June 27, 2022 Page 3 Weekly Soccer Program Trips – The weekly soccer program consists of a skills class that would have a maximum attendance of 50 students attending class 3 times per week during off peak hours (i.e. 5:30 PM to 7:00 PM). It should be noted that the project-specific trip generation forecasts for the soccer training facility on a typical weekday are reflective of the peak summer period (June through August) when summer camps/clinics are anticipated to be conducted at the site. The resulting new weekday daily, AM peak hour, and PM peak hour trip generation estimates associated with the proposed Seattle Sounders FC Headquarters and Training Facility development are summarized below in Table 1. The detailed trip generation estimates are included in Attachment C. Table 1 Project Trip Generation Summary Net New Trips Generated Time Period In Out Total Weekday Daily 73 74 147 Weekday AM Peak Hour -2 -7 -9 Weekday PM Peak Hour 56 -42 14 It should be noted that trips associated with the proposed 31,330 SF of building area for team services space are assumed to be included in either the office use or outdoor recreation facility use trip generation estimates and were therefore not estimated separately. Next Steps The proposed Seattle Sounders FC Headquarters and Training Facility project would generate less than 20 net new trips during the AM and PM peak hours, therefore we believe no additional traffic analysis is required for this development pursuant to the CityÊs direction in PRE21-000398 (Transportation, Item #5). We look forward to your review and approval of our trip generation estimates and consensus that no additional traffic analysis is necessary. Please contact me at (425) 466-7072 or mailto:amy@tenw.com if you have any questions regarding the information included in this memorandum. Attachments: A. Vicinity Map B. Preliminary Site Plan C.
