Representative Project Experience Washington State Convention Center (WSCC) Addition; Seattle, Washington Matt is GeoEngineers’ Principal in Charge of geotechnical engineering design for this major expansion of the Washington State Convention Center. The three city-block site required below grade street and full alley vacations and will add approximately 1,230,000 sf of gross floor area to the existing WSCC. As part of the project, co-development on the northern portion of the project, above the loading dock for the convention center addition, will include a 290-foot-tall residential tower and a 240-foot-high commercial office building. Key geotechnical conditions for the project included numerical modeling to estimate performance/deformation of a planned temporary shoring system along Pine Street and Boren Avenue and to assess impacts of existing drilled shaft and augercast pile elements that will remain below planned high- capacity shallow foundation elements. Additional numerical modeling was completed to assess three- dimensional settlement of large, irregularly shaped foundation elements. The project also included performance-based seismic design/third party peer review of the high-rise co-development towers. This effort involved extensive SSI to estimate deformation of the irregularly shaped combined basement geometry of the co-development towers/ below grade loading dock. Site-specific probabilistic seismic hazard analysis was completed to develop the site-specific response spectrum that accounts for the complex seismicity of the Seattle Fault and Cascadia Subduction Zone, the effects of the Seattle basin and directivity, the use of conditional mean spectra (CMS), and kinematic soil-structure interaction. The team dealt with complex sequencing to allow the former transit facility to phase out operations during construction of the project along with maintaining traffic through the site on Olive Way, below which the convention center has been constructed. Lastly, the project included complex shoring conditions throughout the project associated with adjacent bus and light rail tunnels (both bored and cut-and-cover), existing cylinder pile walls constructed for the former CPS facility, nearby buildings and utilities, demolition of deep basements of the former Honda of Seattle building located adjacent to the property boundary, and existing bridge structures located immediately adjacent to the site that span Interstate 5 on Boren Avenue and Pine Street. Page 3 Amazon Corporate, LLC, Amazon Corporate Headquarters Development (Rufus 2.0 Project); Seattle, Washington Matt is GeoEngineers’ Principal in Charge of geotechnical engineering design and construction services for the Amazon Rufus 2.0 project (Blocks 14, 19, 20, 21 and 18), which is the largest property acquisition and redevelopment project in downtown Seattle. The project has redeveloped four and a half full city blocks with more than 4.5 million square feet in five high rise office towers with supporting mid-rise office buildings, and a multi-purpose meeting center. The development has required some of the deepest excavations completed in downtown Seattle, extending up to 95 feet below grade. The geotechnical design of these deep excavations required careful design and monitoring to meet the City of Seattle’s stringent deformation control requirements. Each of the office towers is supported on high-capacity structural mat foundations which required careful geotechnical evaluation for capacity and stiffness. Each of the office towers has been designed using performance-based design and a third-party peer review process. In support of the performance-based design, GeoEngineers completed site specific probabilistic seismic hazard analysis and prepared earthquake records for use in the structural modeling of the towers. The Block 14, 19 and 20 excavations extended below the regional groundwater table—this condition required careful consideration for temporary dewatering, designing the building to resist hydrostatic pressures, determining the appropriate design groundwater elevation, and designing foundation drainage. The Rufus 2.0 project also required extensive collaboration with the integrated project team to vacate alleys, relocate utilities, remediate contaminated soils, and sequence excavations during alley vacation and where active tieback anchors from adjacent excavations were required to remain stressed. Bill & Melinda Gates Foundation World Headquarters; Seattle, Washington Matt is the geotechnical Principal in Charge for the Gates Foundation redevelopment which consists of two campus buildings (Phase 1), a planned third building (Phase 2), and the 5th Avenue North Parking Garage. Starting in 2004, GeoEngineers assisted the Gates Foundation in transforming this former Metro bus maintenance facility into the Foundation’s world headquarters. This large urban brownfield redevelopment included a complex interplay of environmental, geotechnical, and sustainable design elements and extensive below- and above-grade infrastructure considerations. GeoEngineers provided site selection services, regulatory liaison, environmental design, and remediation, permitting and construction observation services, and was the geotechnical engineer of record on the project. The Phase I campus was awarded LEED Platinum Certification. GeoEngineers received the 2014 ACEC National Grand Award for the geotechnical design on the Bill and Melinda Gates Foundation Campus. Vulcan, Inc., Allen Institute for Brain Science; Seattle, Washington Matt is GeoEngineers’ Principal-in-charge of the Allen Institute for Brain Science project in Seattle’s South Lake Union neighborhood. The Allen Institute is situated on reclaimed land within the historic shoreline of Lake Union with more than 100 years of industrial land use. The new building extends more than 40 feet below site grades and more than 30 feet below the groundwater table. The project consists of a 6-story research facility with 4-levels of below grade parking and a below grade loading dock. GeoEngineers conducted a geotechnical engineering site investigation and dewatering assessment. We also provided ground improvement design, geotechnical design of temporary anchored secant pile and soldier pile shoring systems, an impact assessment to off-site improvements relative to temporary dewatering, and construction special inspection. As part of the dewatering assessment, GeoEngineers developed a sophisticated 3-D numerical groundwater model to understand the factors that influence groundwater in the site vicinity and to assess off-site drawdown of the groundwater table during dewatering. Page 4 Bellevue 600; Bellevue Washington Matt is GeoEngineers’ Principal in Charge of geotechnical engineering design for this high-rise office building development located adjacent to the Bellevue Transit Station. Key geotechnical considerations for this project include project phasing, temporary excavation support, performance-based seismic design, temporary and permanent dewatering, and complex adjacencies with the existing office building on the site. Virginia Mason Medical Center, Jones Pavilion & Level 3 Tunnel; Seattle, WA Principal in charge of geotechnical design and construction services for several projects on the Virginia Mason campus including the Jones Pavilion and Level 3 Tunnel. The Jones Pavilion consists of a major hospital addition on the eastern portion of the Virginia Mason Campus with an excavation that extended up to 71 feet below site grades. Key geotechnical engineering considerations for the project included underpinning the existing hospital tower and the historic Inn at Virginia Mason, minimizing deformation and vibration of the existing hospital, design of a large high-capacity mat foundation, and completing a site- specific seismic response analysis. GeoEngineers implemented innovative in-place inclinometers on two of the underpinning soldier piles in order to provide the project team with real-time deflection data of the shoring system supporting the existing hospital buildings. GeoEngineers’ geotechnical design was awarded the 2009 ACEC award for Future Value to the Profession. Matt is the geotechnical engineer responsible for the Level 3 Tunnel, which consisted of a sequential excavation mined tunnel to provide a service connection between the Jones Pavilion and the main hospital. Key challenges with the Level 3 Tunnel were controlling settlement of 6 heavily loaded shallow foundations that support the main hospital tower and are situated directly above/adjacent to the tunnel alignment, designing the tunnel structure to resist soil pressures and surcharge loads from the foundations, and completing the tunnel in an area with difficult access for construction equipment and personnel. R. C. Hedreen, Olive 8 Development; Seattle, WA Matt was responsible for design and construction phase geotechnical services for this ACEC and ASCE award-winning 39-story high rise project in downtown Seattle. Construction of the Olive 8 development was feasible only if an unconventional shoring approach could be identified. GeoEngineers developed a series of innovative shoring solutions that met the city’s performance requirements, avoided disrupting sensitive utilities and adjacent buildings/underground spaces; and saved the client nearly $1.5 million in construction costs. Maya Mendoza-Exstrom – Chief Operating Officer Maya Mendoza-Exstrom enters her tenth season with Sounders FC in 2023 and serves as the club’s Chief Operating Officer. Mendoza-Exstrom previously served as Sounders FC’s Senior Vice President of Legal and External Affairs and General Counsel where she oversaw and advised on the legal aspects of all club operations and strategic planning. In addition, she led all external affairs, including government relations, community initiatives, civic and community relations and philanthropic efforts. Prior to joining the Rave Green, Mendoza-Exstrom was in private practice for seven years at Mendoza Law Center, dealing in all manner of business transactions, serving as outside general counsel and providing assistance with corporate formation and governance, real estate transactions, intellectual property licensing, employment matters, contract negotiation and commercial litigation. In her current position, she is charged with oversight and strategic leadership over club operations specifically in organizational strategic and business initiatives, legal and external affairs, people and culture, social justice and philanthropy, government affairs, civic relations, growth and the organization’s impact. She will also continue to serve as the chief legal officer for the organization advising on major projects and transactions, compliance and governance and serving as corporate secretary. With her extensive background and experience as a player, coach, coaching director, referee and now parent in Washington Youth Soccer, Mendoza-Exstrom also oversees soccer camps, clinics and youth club development activities. She has been a key stakeholder for all civic matters related to the organization, and in 2023 transitions from co-chair of the bid committee to co-chair of the local organizing committee board managing the preparations for Seattle to serve as an official host city for the FIFA World Cup 2026. A born and raised Seattle Sounders fan, Mendoza-Exstrom grew up watching the club in all its previous iterations, from the NASL, A-League and USL to its current place in MLS. Mendoza-Exstrom serves as board member for RAVE Foundation, the official charitable arm of Sounders FC, working to build 26 small fields and mini pitches, distribute 100,000 soccer balls and deliver 100,000 hours of programs by 2026 around Puget Sound and across Washington State—to ensure every kid has access to play. She serves as past board chair for the Seattle Parks Foundation, as a board member for the Wing Luke Museum, board member for the Seattle Metro Chamber of Commerce and Downtown Seattle Association and on the Board of Washington State Legends of Soccer.
