November I, 2022
On behalf of City of Renton, you have agreed to accept one-time County funding totaling
$55,500 to provide additional funding to Renton's Minor Housing Repair Assistance Program.
This one-time funding was awarded by Metropolitan King County Councilmember Dave
Upthegrove, District 5.
This letter serves as the agreement between City of Renton and King County, effective January
I, 2022 through December 31, 2022. This agreement may be terminated by King County
without cause, in whole or in part, at any time by providing 30 days advance written notice of
the termination.
To receive the award, please submit the following information:
I.The name of the person authorized to endorse and deposit checks for your organization.
2.The mailing address to which the check should be sent.
3.A completed King County W-9 form to Tiffany Ngo at tingo(c_il;kin gcounty.gov.
A narrative report shall be due no later than January 31, 2023, in which you provide a
description of how these funds were used to benefit the citizens of King County. The narrative
report shall be submitted to DCHSContracts@kingcounty.gov with "HS8 Narrative
Report" as the email subject line. Please note that future considerations of additional funding
in years to come will be based in part on the receipt of the narrative report within the time
frame specified above.
In addition, City of Renton agrees to the following:

DocuSign Envelope ID: CDB0ACE6-349A-40E5-9DA6-7CCCC5D7177B City of Renton November I, 2022 Page 2 of 3 •It is not presently debarred, suspended, or proposed for debarment by any Federaldepartment or agency.•It will not enter into a subcontract with any person or entity that is debarred, suspended,or proposed for debannent.•It shall protect, defend, indemnify, and save harmless King County, its officers,employees, and agents from any and all costs, claims, judgments, and/or awards ofdamages, arising out of, or in any way resulting from, the negligent acts or omissions ofitself, its officers, employees, subcontractors and/or agents, in its performance and/ornon-performance of its obligations under this agreement.•Its obligations under the prior paragraph extend to any claim, demand, and/or cause ofaction brought by, or on behalf of, any of its employees or agents. For this purpose, it,by mutual negotiation, hereby waives, as respects King County only, any immunity thatwould otherwise be available against such claims under the Industrial Insuranceprovisions of Title 51 RCW.•It shall comply with applicable provisions of K.C.C. 3.04.•It shall not discriminate against any employee or applicant for employment or employeebenefits as provided in King County Code 12.16.050 or in King County Ordinance14823. Failure to abide by th is requirement may result in disqualification from bi ddingon King County contracts, remedies allowed by this agreement, other remediesallowable or provided for by law or rule.•None of the funds provided under this agreement shall be used for any partisan politicalactivity or to further the election or defeat of any candidate for public office.•This letter agreement is the complete expression of the tenns and any oral or writtenrepresentations or understandings not incorporated herein are excluded.

Project Description: (What services or activities are County funds to pay for that support Housing Stability?)
The City of Renton proposes to use the $55,500 in Veterans, Seniors & Human Services Levy (VSHSL} funds to
provide additional funding to Renton's Minor Housing Repair Assistance Program. Renton's Minor Housing
Repair Program serves Renton's low-to moderate-income homeowners with safety, plumbing, electrical,
weatherproofing, heating, roofing repairs, and adaptations for disabilities.
The $55,500 is anticipated to serve 6-7 Renton homeowners by April 2023.
Services are based on the staff's determination of need and available resources. Maximum
expenditures per client, per year, is $6,000 with a maximum expenditure of $10,000 in 10 years. In 2021, the
HRAP served 148 low-to moderate-income homeowners, with an additional 95 homeowners served so far in
2022.
This program supports VSHSL Housing Stability Strategy HS 8, as the Renton Minor Housing Repair Assistance
Program is one of Renton's local solutions for housing st ability. The program aims to assist residents in keeping
homes safe and affordable. These repairs are made at no cost to the homeowner and help keep income
qualified Renton residents stay safely in their homes. Many clients served are seniors on fixed incomes and with
limited ability to coordinate repairs themselves.
HRAP accepts applications from all qualified candidates. Program brochures are currently available in English,
Spanish, Vietnamese, and Chinese.
