ECONOMY STRATEGY UPDATE
THIS AMENDMENT, dated for reference purposes only as December 20, 2022, is by and between
the City of Renton (the “City”), a Washington municipal corporation, and Cascadia Consulting
Group, Inc. (“Consultant”), a Washington Corporation. The City and the Consultant are referred
to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this
Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-21-241, dated
November 13, 2021, to provide necessary services for the City’s update to its Clean Economy
Strategy (referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to better clarify the Public/Stakeholder
Engagement strategy and the proposed u se of compensation, reallocate the existing task
estimates, and extend the time of completion to June 30, 202 3 in order to complete the project
as outlined.
NOW THEREFORE, It is mutually agreed upon that CAG-21-241 is amended as follows:
1.Scope of Work: Section 1, Scope of Work, and the attendant Exhibit A, Task 4
(Public/Stakeholder Engagement), is amended to specifically recognize the use of
incentives (e.g., gift cards) to encourage engagement in focus groups and public meetings
to provide necessary input related to the City’s update to the Clean Economy Strategy.
The Consultant will be responsible for the purchase and distribution of gift cards, as well
as documentation, to be submitted to the City as an attachment to the applicable invoice
2.Time of Performance: Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A1. All Work shall be performed by no later than June 30,
2023.
3.Compensation: The total compensation is not changed, however estimated costs are
reallocated within the budget as set forth in Exhibit A1 to better reflect the work within
each task.
4.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date

Timeline & Budget
SCHEDULE: The project deadline is amended from January 31, 2023, to June 30, 2023. This will allow for
additional City Council meetings and City staff and public comment during plan development.
BUDGET REALLOCATION: The summarized budget changes reflect efficiencies gained for the Greenhouse Gas
Emissions Inventory (Task 2) and the Quantitative Assessment (Optional Task 5: Quantitative Assessment).
Cascadia Consulting Group is developing the Puget Sound Regional Emissions Analysis (PSREA) wedge analysis tool
for regional community emissions to quantify emissions reduction potential. This tool can be leveraged and
customized for the City of Renton, for less cost than the original proposal. This efficiency allows us to redirect
$5,000 from the Greenhous Gas Emissions Inventory (Task 2) and $10,000 from the selected optional
Quantitative Assessment (Task 5).
We will redirect the $15,000 to Public/Stakeholder Engagement (Task 4) to support expanded public engagement
as directed by the city. We will also expand the online public open house to an interactive public workshop.
For the Greenhouse Gas Emissions Inventory (Task 2) and the Quantitative Assessment (Optional Task 5), we will
do the following:
• Customize PSREA wedge analysis tool for Renton
• Develop foundational cost analysis tool/training if desired
• Develop detailed cost assumptions for up to ten actions
The total budget of $186,800 for this project, inclusive of expenses remains the same.
