Project Description/Background The applicant, Jim Hanson, has proposed to subdivide a 0.33-acre parcel into two lots. The property is currently developed with an existing single family residential structure, which is proposed to remain on lot 1. Lot 2 is intended for the eventual development of a detached single family home. The lots are proposed at 5,148 square feet(lot 1)and 9,301 square feet(lot 2) in size. The proposal for a total of two residential units on the site arrives at a density of 6 dwelling units per acre (du/ac). Access to lot 1 would be provided from a shared easement off of NE 28th Street. Lot 2 would be accessed directly from NE 28th Street, from a proposed pipestem portion of lot 2 located on the east side of the existing structure. The project site is generally flat and predominately vegetated with grass lawn and other ornamental vegetation. 2. Environmental Review Except when located on lands covered by water or sensitive areas, short plats are exempt from SEPA Environmental Review pursuant to WAC 197-11-800(6)(a). 3. Compliance with ERC Conditions N/A 4. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision-makers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The site is designated Residential Single Family (RSF)on the Comprehensive Plan Land Use Map. The RS designation is intended to promote and enhance single family neighborhoods. The proposal is consistent with the RS designation in that it would allow for the future construction of a single family home, thereby promoting goals of infill development. The proposal is consistent with the following Comprehensive Plan Land Use and Housing Element policies: Policy LU-34. Net development densities should fall within a range of 5 to 8 dwelling units per acre in Residential Single Family neighborhoods. The net density of the proposed subdivision, 6 dwelling units per acre, is within the density range prescribed. Policy H-4. Encourage infill development as a means to increase capacity. The proposal would create an additional lot, thereby increasing density within a currently developed residential area. b) Compliance with the Underlying Zoning Designation The subject site is designated Residential—8 Dwelling Units per Acre (R-8) on the City of Renton Zoning Map. Net density is calculated after the deduction of sensitive areas and areas intended for public right-of-way from the gross acreage of the site. The property does not contain any sensitive areas nor areas required for right-of-way dedication. The proposal for 2 units on the 0.33-acre site would arrive at a net density of 6 dwelling units per acre—well within the allowed density range of the zone. The allowed lot coverage in the R-8 zone is 35 percent or 2,500 square feet whichever is greater for lots over 5,000 square feet in size. Lot 1, with the existing structure, has a lot coverage of 22 percent after the short plat, which is within the allowed range. Setbacks in the R-8 zone are as follows: front yard 20 feet, side yard 5 feet, side yard along a street 15 feet, and rear yard 20 feet. Upon short plat completion, the existing single family residence on lot 1 would meet the minimum required setbacks as established by code. While no construction is planed for lot 2 at this time, the lot appears to have adequate area to provide for a new single family residence while meeting the required setbacks established by code. In addition, each lot will have adequate area to provide two off-street parking spaces as required by the parking regulations. c) Compliance with Subdivision Regulations Streets:No new public streets would be created as part of the proposed short plat. RMC section 4-7-150.F of the Subdivision Regulations requires the installation of full street improvements, including curb, gutter, 6-foot sidewalk, and half-street pavement pursuant to City of Renton Street Standards(RMC section 4-6-060). The applicant will be required to install these improvements along the site's NE 28th street frontage prior to the recording of the short plat, unless deferred by the Board of Public Works. The proposed subdivision is anticipated to generate additional traffic on the City's street system. In order to mitigate transportation impacts, a Transportation Mitigation Fee based on $75:00 per net new average daily trip attributed to the project will be required. The additional lot is expected to generate approximately 9.55 new average weekday trips. The fee for the proposed short plat is estimated at$716.25 ($75.00 x 9.55 trips=$716.25) and is payable prior to the recording of the short plat. Blocks: No new blocks will be created as part of the proposed short plat. Lots: The minimum lot size permitted in the R-8 zone is 4,500 square feet. The proposed plat would create two lots—lot 1 at 5,148 square feet and lot 2 at 9,301 square feet. The proposed lot sizes are compatible with other existing lots in this area under the same R-8 zoning classification. The proposed lots also comply with the R-8 requirements for minimum lot width (60 feet for corner lots and 50 feet for interior lots)as well as minimum lot depth (65 feet). The residence proposed to remain on lot 1 (interior lot) is within the required setbacks and lot coverage permitted in the R-8 zone. In addition, proposed lot 2 (interior lot)appears to have adequate building area for the construction of a suitable single family residence when taking setbacks and lot coverage requirements into consideration. The size, shape, orientation, and arrangement of the proposed lots comply with the requirements of the Subdivision Regulations and the development standards of the R-8 zone. In addition, each lot would have access to a public street. d) Reasonableness of Proposed Boundaries Access:Each lot will have direct access to a public right-of-way (lot 1 from a shared access easement off NE 28th Street/lot 2 would have direct access off NE 28th Street). There is an existing driveway located on the east side of the residence. A new shared driveway is proposed to serve both lots and would be located on the east side of the existing structure partially on lot 1 and partially on lot 2 in the pipestem portion of the proposed lot. shpltrpt.doc • City of Renton P/B/PW Department Administrative Land Use Action REPORT AND DECISION DATED October 31,2000;PROJECT LUA-00-133,SHPL-A Page 5 A share private driveway may be permitted for access up to two lots. The private access easement must have a minimum width of 20 feet with 12 feet of paving. New driveways are required to maintain a minimum distance of 5 feet from side property lines and must be paved. Topography:The topography of the site gently slopes to the northwest, but is relatively flat. The property is vegetated with grass lawn and a few ornamental trees. The development of the site is not anticipated to require the removal of any trees and would involve minimal grade and fill activities. Relationship to Existing Uses:The properties surrounding the subject site are designated R-8 on the City's zoning map. The proposal is similar to existing development patterns in the area and is consistent with the Comprehensive Plan and Zoning Code,which encourage residential infill development. Kennydale Elementary School is located directly north of the site on the opposite side of NE 28th Street. The additional residence proposed is not likely to adversely affect the school facility. e) Availability and Impact on Public Services(Timeliness) Police and Fire: Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development, subject to the condition that the applicant provide Code required improvements and fees. A Fire Mitigation Fee, based on $488.00 per new single family residence, will be required in order to mitigate the proposal's potential impacts to emergency services. The fee is estimated at$488.00 and is payable prior to the recording of the short plat. Recreation: The proposal does not provide on-site recreation areas for future residents of the proposed short plat. There are existing recreational facilities in the area of the subject property and it is anticipated that new residents would use existing and future City parks and recreational facilities. A Parks Mitigation Fee of$530.76 per new single family home will be required and is also payable prior to the recording of the short plat. Schools: According to the Draft Environmental Impact Statement for the City of Renton Land Use Element (January 16, 1992), the City of Renton has a student generation factor of 0.44 students per single family residential dwelling. Therefore, it is anticipated that the proposed short plat would result in 0.44 new children to the local schools and would not significantly impact existing facilities. Storm Water. There appears to be catch basins and an eight (8) inch storm water pipe in NE 28th Street. A drainage report was not submitted with the application. However, the total area of improvements proposed for lot 1 will likely be less than 5,000 square feet. Therefore, the proposal would be exempt from the requirements of the King County Surface Water Drainage Manual (KCSWDM). A Surface Water System Development Charge of$385.00 per new single family lot will be collected as part of the construction permit or prior to the recording of the short plat. Water and Sanitary Sewer Utilities:There are existing 12-inch water and sewer mains located in NE 28th Street. No extensions will be required for this project. The applicant will, however, be required to make the necessary connections to serve future development on lot 2. If the building square footage exceeds 3,600 square feet in area, the minimum fire flow increases to 1,500 GPM and requires two hydrants within 300 feet of the structures. Plan Review-Drainage 1. The Surface Water System Development Charges of$385 per each new lot applies to this project. Plan Review-Sewer 1. This project is located in the Aquifer Protection Area-Zone 2. 2. The existing side sewer may need to be relocated if it is located on what will be the new lot. 3. A sidesewer shall be installed to serve the new lot prior to recording the short plat. 4. The existing fire hydrant may need to be fitted with a storzt fitting to bring it up to current code. If the existing fire hydrant does not meet the above criteria, the applicant and the applicant's engineer will be required to install an additional fire hydrant. 7. Water System Development Charges of$850.00 per each new lot will be required for this project. The Development Charges are collected as part of the construction permit prior to the recording of the short plat. 8. Projects that are 2-4 residential units in size are required per code to provide curb, gutters and 6-foot sidewalks along NE 28th Street adjacent to the project. 2. The above street improvements are not shown on the applicant's formal submittal, but are code requirements. 4. Street lighting is not required for this project. 5. A shared private driveway may be permitted for access to two(2) lots. The private access easement shall be a minimum of twenty-foot(20') in width,with a minimum of twelve-foot(12') paved driveway. 6. All new electrical, phone and cable services to the plat must be undergrounded. Construction of these franchise utilities must be inspected and approved by a City of Renton public works inspector prior to the recording of the short plat. 7. STREET IMPROVEMENTS: • Projects that are 2-4 residential units in size are required per code to provide 6' sidewalks along NE 28th St. This is a code item unless waived by the Board of Public Works. • Projects that are 2-4 residential units in size are required per Code to provide half pavement width per the City standard plus a minimum of 10 feet of paving unless existing. • Street lighting is not required to be installed by this project. • A shared private driveway may be permitted for access to two (2) lots. The private • access easement shall be a minimum of twenty-foot (20') in width, with a minimum of twelve-foot (12') paved driveway. • All new electrical, phone and cable services to the plat must be undergrounded. Construction of these franchise utilities must be inspected and approved by a City of Renton public works inspector prior to recording the short plat. • A Traffic Mitigation Fee of $716.25 is required to be paid prior to the recording of the short plat. WATER: • The site is located in the Aquifer Protection Zone 2. • The site is located in the 435 Pressure Zone. Any new construction,must have a fire hydrant capable of delivering a minimum of 1,000 GPM fire and shall be located within 300 feet of the structure. If the building square footage exceeds 3600 square feet in area, the minimum fire flow increases to 1500 GPM and requires two hydrants within 300 feet of the structure. This distance is measured along a travel route. The existing fire hydrant may need to be fitted with a storzt fitting to bring it up to current code. The applicant and the applicant's engineer must verify that the existing fire hydrant is within 300' of the proposed structure. If it does not meet the criteria the project will be required to ' install an additional fire hydrant. • Water System Development Charges of $850 per each new lot will be required for this project. The Development Charges are collected as part of the construction permit if there is one or prior to the recording of the short plat. • SEWER: • This project is located in the Aquifer Protection Zone 2. Drainage from the existing improvements are handled by infiltration." • The Surface Water System Development Charges fees of $385 per each new lot applies to the proposed project will be required for this project. This fee is collected as part of the construction permit or prior to the recording of the short plat. GENERAL: •• All required utility, drainage and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a registered Civil Engineer. Permit application must include an itemized cost estimate for these improvements. The fee for review and inspection of these improvement is 5% of the first $100,000 of the estimated construction costs; 4% of anything over $100,000 but less than $200,000, and 3% of anything over $200,000. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for$50, plus tax,from the Finance Division on the first floor of City Hall. Project Proposal: The subject property is located at 1609 NE 28th Street. The proposal is to subdivide a 14,450 square foot site(.33 acre) into two lots. The site is currently developed with an existing single family home(proposed to remain on lot 1). A single family home is proposed to be constructed on lot 2. Zoning/Density Requirements: The subject property is located within the Residential -8 dwelling units per acre (R-8)zoning designation. The density range required in the R-8 zone is a minimum of 5 to a maximum of 8 dwelling units per acre(du/ac). However,for parcels under half an acre in size the maximum density increases to 9.7 du/ac and no minimum applies. The proposal for 2 units on the subject site arrives at a density of 6.0 du/ac,which is within the required range. Please see the attached density worksheet. Development Standards: The R-8 zone permits one residential structure per lot. Detached accessory structures are permitted at a maximum number of two per lot at 720 square feet eachLor one per lot at 1,000 square feet in size. Minimum Lot Size.Width and Depth—The minimum lot size permitted in the R-8 is 4,500.square feet. The R-8 zone requires a minimum lot width of 50 feet for interior lots and 60 feet for corner lots. A minimum lot depth of 65 feet is also required. Lots 1 and 2 satisfy these requirements. Building Standards—The R-8 zone allows a maximum building coverage of 35% of the lot area, or 50%of lot area for lots under 5,000 sf. Building height is restricted to 30 feet and 2-stories. The formal short plat application plan would need to include the ground floor square footage of the existing residence proposed to remain on lot 1 in order for staff to verify the lot coverage. Setbacks—Setbacks are measured from the property lines to the nearest point of the structure. The required setbacks in the R-8 zone are 20 feet in the front, 20 feet in the rear, 15 feet on the side yards along streets, and 5 feet on interior side yards. The proposed lot line appears to maintain the required rear and side yard setbacks from the existing structure. In addition, proposed lot 2 appears to have sufficient building area for the construction of a detached single family home. Access/Parking: As proposed each lot would have direct access to public rights-of-way. Driveways are required to maintain a 5-foot distance from property lines and are not permitted to exceed a Pre-App 00-79.doc\ maximum width of 20 feet. A minimum apron length of 20 feet must be provided for vehicle back out distances. Detached dwelling units are required to provide a minimum of 2 off-street parking spaces for each unit. • Street improvements are required for all subdivisions.
