MANAGEMENT STRATEGY EVALUATION
THIS AMENDMENT, dated for reference purposes only asDecember22, 2022,is by and between
the City of Renton (the “City”), a Washington municipal corporation, and Perteet Inc.
(“Consultant”). The City and the Consultant are referred to collectively in this Amendment as the
“Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date
signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-21-151, dated
June 10th, 2021, to provide necessary services for the Pavement Management Strategy Evaluation
(referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work, change the
time for performance, and change the compensation in order to add additional services for
further development of a 10-year Pavement Management Plan.
NOW THEREFORE, It is mutually agreed upon that CAG-21-151 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to modify the Work as specified in
Exhibit A-1, which is attached and incorporated herein.
2.Time of Performance:Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A-1. All Work shall be performed by no later than July 31,
2023.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $14,470.00 from $57,370.00 to
$71,840.00, plus any applicable state and local sales taxes. The additional compensation
shall be paid based upon Work actually performed according to the rate(s) or amounts
specified in Exhibit B-1, which is attached and incorporated herein.
4.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

I N TR O D UC TI O N
The following supplemental scope of services is for Perteet, Inc (Consultant) to support the City of Renton in the
evaluation of pavement management plan strategies. The majority of this work will be completed within two
months of Notice to Proceed for this supplement, with ongoing coordination for up to seven months. The services
in this scope supplement previous services evaluating the City pavement management system as well as on-going
services already scoped to assist the City in developing a 10-year pavement management plan.
Consultant’s services will be limited to those expressly set forth herein. If the service is not specifically identified
herein, it is expressly excluded. Consultant will have no other obligations, duties, or responsibilities associated with
the project except as expressly provided in this Agreement.
Transferring Budget within Contract Maximum: The level of effort is specified in the scope of services. The budget
may be transferred between discipline tasks at the discretion of the Consultant, provided that the total contracted
amount is not exceeded. The Consultant will have the flexibility to manage budget within a given discipline on a
subtask level.
Services provided by the Consultant will consist of:

This supplemental Scope of Services describes the work elements to be accomplished by the Consultant as
summarized under each Task. This scope consists of the following elements:
Task 2 – Evaluate Pavement Funding Level Options (supplemented)

With prior written approval by the City and written notice-to-proceed, work elements described in this scope of
services as optional services (as directed) may be produced by the Consultant.
This Scope of Services is defined in the tasks below.

The Consultant will expand these services from the original scope of services. Earlier analysis conducted by
Perteet using the City’s pavement management system, Streetlogix, identified a list of roadway segments and
associated treatments over 10 years to maintain a Citywide PCI of 70. The City has provided feedback to
investigate potential cost savings from altering arterial and non-arterial prioritization in this analysis. This requires
additional updates to the draft memo that Perteet had begun preparing to document the evaluating effort, as
well as additional coordination and Streetlogix analysis to investigate and evaluate different budget scenarios
with new prioritization inputs.

Additionally, it was previously assumed that the City would develop the 10-year pavement plan by re-ordering
and grouping segments from the output list produced by Streetlogix. These services will now be performed by
Perteet. Furthermore, Perteet will provide the originally-scoped services to verify the 10-year pavement plan still
meets the goal of a citywide PCI of 70 by the end of the 10-years. However, the level-of-effort estimate to conduct
these services has been updated to reflect the higher effort to verify what is now a more extensive list of varying
roadway segments (stemming from the change of shifting some priority from arterials to non-arterial roadways).

the City, the Consultant will revise criteria related to the assessment of pavement management plan options.
The criteria will be revised for assessing budget options to include:
•Shifting priority from arterial roadways to non-arterial roadways, balanced with cost-savings. Exact
amount of shift coordinated with the City.
The Consultant will revisit efforts previously spent to develop a technical memorandum outlining criteria used to
assess budget scenario options and Streetlogix inputs (unit costs, etc.). A draft version will be sent to the City for
comment. The City will provide comments that Perteet will use to develop a final technical memorandum.

Streetlogix, the Consultant will group resultant segments into logical projects that will be performed by City
forces or bid to Contractors. This will result in a 10-Year Pavement Plan. This has changed from the previous
assumption that the City would produce the 10-Year Pavement Plan. The Consultant will produce a draft
and final 10-year Pavement Plan, with input from the City incorporated. Input is solicited prior to the draft
and between the draft and final versions. The Consultant will use Streetlogix to assess the Plan’s ability to
meet the performance goal of a citywide PCI of 70. This involves manually updating each street segment
treatment year within Streetlogix one by one, unless a more efficient method can be determined by Perteet
coordination with Streetlogix representatives. The primary goal of this assessment remains unchanged: to
provide a single recommended budget scenario for City to use as a baseline for a pavement management
plan.
Assumptions:
•Up to one round of revisions will be made to the draft plan
•The Consultant will attend up to two (2) virtual review meetings to discuss the draft plan and address the
City’s questions and comments. One of these has already occurred.
