RECOMMENDATION Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials make the following Environmental Determination: DETERMINATION OF DETERMINATION OF XX NON-SIGNIFICANCE NON-SIGNIFICANCE-MITIGATED. XX Issue DNS with 14 day Appeal Period. Issue DNS-M with 14 day Appeal Period. Issue DNS-M with 15 day Comment Period followed by a 14 day Appeal Period. C. MITIGATION MEASURES No mitigation measures are recommended. Advisory Notes to Applicant: The following notes are supplemental information provided in conjunction with the environmental determination. The stockpile areas are also subject to temporary erosion control measures as required by Section 4-4-030C, Construction Standards. D. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Sod removal, contouring and importing approximately 10,000 cubic yards of fill to improve the subsurface drainage in the driving range and the area around the 17th green. The 17th green renovations are located outside the 100-year floodplain of the Cedar River but portions of the driving range are within the floodplain. Approximately 6,000 of the total 10,000 cubic yards of fill will come from construction of the rearing/spawning channel for the Cedar River Mitigation project. Additionally, all of the sod and material removed from the driving range will be utilized in contouring the 17th green and other non-floodplain areas of the Golf Course. This will assure that there is no net fill in the floodplain. Clearing for the project will require turf removal only, no trees or plants are to be removed. There are no adverse environmental impacts anticipated from the proposed project. Mitigation Measures: No mitigation is recommended. Nexus: N/A 2. Water Impacts: The project is located outside the 200'shoreline management area of the Cedar River but within 40'of Maplewood Creek. No disturbance will occur within the required creek buffer area. There are no adverse impacts to water quality anticipated from the proposed project. Mitigation Measures: No mitigation is recommended. Nexus: N/A E. To accomplish these projects we must expand on the existing drainage system and add material to provide contouring and an adequate sub-surface. We are proposing to use material excavated from the Cedar River Mitigation Project for some fill on the Driving Range and for future fill for the 17th Green, other materials will be imported to meet specific requirements for the immediate sub-surface in both areas. The total amount of material being imported will be approximately 10,000 yards. Clearing in these areas will require turf removal only, no trees or other plants are to be removed. The Green construction.will include sod removal, importing of material, rough grading, drainage and irrigation modifications, finish grading and sodden or seeding of the completed area. The Driving Range renovation will include sod removal, importing of material, rough grading, drainage modifications, final grading and synthetic turf installation. Clearing in these areas wil only include sod removal prior to drainage and grading work, no tree or other plant removal.
