they have completed their review of the environmental impacts of the above-referenced project. The
Committee, on June 27, 2000, decided that your project will be issued a Determination of Non-
Significance.
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement(EIS) is not required under RCW 43.21C.030(2)(c).
This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.

Project Description: The City of Renton is requesting Environmental (SEPA) Review for
renovations to the Maplewood Golf Course 17th Green and Driving Range.
The projects are designed to implement the adopted Master Plan and consist
of modifications to the driving range and landing area and creation of a new
17th green.
The proposed project will expand the existing drainage system, including the
addition of approximately 10,000 cubic yards of fill and contouring to provide
adequate sub-surface for the driving range and 17th green. Fill material is
provided by another City project(Cedar River Mitigation and Excavation
project).
The Green construction includes sod removal, importing material, rough
grading, drainage and irrigation modifications, finishing grading and sodden or
seeding of the completed area.
The Driving Range renovations include sod removal, importing of material,
rough grading, drainage modifications, and final grading and synthetic turf
installation.

B. RECOMMENDATION
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials
make the following Environmental Determination:

D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
1. Earth
Impacts: Sod removal, contouring and importing approximately 10,000 cubic yards of fill to improve the subsurface
drainage in the driving range and the area around the 17th green. The 17th green renovations are located outside the
100-year floodplain of the Cedar River but portions of the driving range are within the floodplain. Approximately 6,000
of the total 10,000 cubic yards of fill will come from construction of the rearing/spawning channel for the Cedar River
Mitigation project. Additionally, all of the sod and material removed from the driving range will be utilized in contouring
the 17th green and other non-floodplain areas of the Golf Course. This will assure that there is no net fill in the
floodplain.
Clearing for the project will require turf removal only, no trees or plants are to be removed. There are no adverse
environmental impacts anticipated from the proposed project.
Mitigation Measures: No mitigation is recommended.
Nexus: N/A
2. Water
Impacts: The project is located outside the 200'shoreline management area of the Cedar River but within 40'of
Maplewood Creek. No disturbance will occur within the required creek buffer area. The renovation is anticipated to
occur under"dry"conditions and will not degrade water quality during the construction of the project.

The project will utilize best management practices, such as silt fencing and turbidity monitoring, to ensure no
sediments enter the stream during construction, and all cleared areas will be sodden or seeded to prevent storm water
runoff after construction. There are no adverse impacts to water quality anticipated from the proposed project.
Mitigation Measures: No mitigation is recommended.

• The projects proposed include continuing to implement the adopted Master
Plan and to renovate the landing area in the Driving Range. To accomplish
these projects we must expand on the existing drainage system and add
material to provide contouring and an adequate sub-surface. We are
proposing to use material excavated from the Cedar River Mitigation Project
for some fill on the Driving Range and for future fill for the 17th Green,
other materials will be imported to meet specific requirements for the
immediate sub-surface in both areas. The total amount of material being
imported will be approximately 10,000 yards. Clearing in these areas will
require turf removal only, no trees or other plants are to be removed.
The Green construction.will include sod removal, importing of material,
rough grading, drainage and irrigation modifications, finish grading and
sodden or seeding of the completed area.
The Driving Range renovation will include sod removal, importing of
material, rough grading, drainage modifications, final grading and synthetic
turf installation.
Construction hours will be from 6am to 5pm Monday Friday, trucks will
access the course from the Maple Valley Highway.
The completion of these projects will not effect existing business operations
at The Maplewood Golf Course.
Estimated project cost is $250,000.

environmental impacts of a proposal before making decisions. An Environmental Impact Statement(EIS)must be prepared

to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from

Improve existing subsurface drainage in the driving range and on the golf course. Add
material in the driving range to improve surface drainage and to provide an adequate
subsurface for synthetic turf installation. Add additional material on the golf course to
complete green and tee reconstruction projects per the adopted Master Plan.
Clearing in these areas wil only include sod removal prior to drainage and grading work,
no tree or other plant removal. Upon completion of work,all areas will be sodded or
hydroseeded with the exception of the driving range which will have a synthetic turf
installed over the sub-surface.
The existing use as a golf course and driving range will remain the same. The construction
area is approximately 4 acres,the entire golf course area is 110+acres.
